Based on the draft resolutions and the review reports presented at the Session, delegates focused on discussing and contributing ideas to the draft resolutions. The delegates basically agreed that these are necessary issues that will affect the social life and development of the province in the coming years.

Some delegates suggested that the legal basis should be carefully considered and evidence should be provided to build a resolution that is in accordance with the law. They requested that the specialized agencies of the Provincial People's Committee, immediately after the resolution is issued, issue a guiding document for localities to implement, ensuring that the resolution is soon put into practice...

At the meeting, leaders of the Provincial People's Committee and representatives of the leaders of the specialized agencies of the Provincial People's Committee spoke, explained, clarified the contents and received some comments for the Provincial People's Council delegates to consider and vote to pass the draft resolutions.

After discussing and giving opinions, in the spirit of democracy, concentration, frankness, responsibility and high unity, delegates voted to pass 9 important resolutions, directly related to people's lives and socio -economic development of the province, creating the basis and legal corridor for the direction and administration of authorities at all levels, sectors and localities.
In his closing speech, comrade Chu Le Chinh - Vice Chairman of the Provincial People's Council affirmed that with the spirit of democracy and high responsibility, the 32nd Session (Special Session) of the Provincial People's Council, term XV, 2021 - 2026, has completed all the contents and agenda set out. At this Session, on the basis of reviewing the submissions and draft resolutions submitted by the Provincial People's Committee and the verification reports of the Provincial People's Council Committees, the Provincial People's Council considered and approved 9 special resolutions with many important contents.
In order for the resolutions to soon come into life, the Vice Chairman of the Provincial People's Council requested that immediately after the Session, the Provincial People's Committee urgently organize the implementation of the resolutions; strengthen the direction, inspection and supervision of the implementation, promptly remove difficulties and obstacles in the implementation process.
Regarding the resolution on decentralization of revenue sources, local budget expenditure tasks; regulations on expenditure levels for environmental protection in the province, the Provincial People's Committee is requested to direct the Departments of Finance, Agriculture and Environment to proactively guide and coordinate with agencies, units and localities to organize the implementation of the resolution, ensuring that decentralization and expenditure levels are applied in accordance with regulations, publicly and transparently as soon as the resolution comes into effect.

Regarding the resolution on allocating and supplementing funds for provincial budget units and communes and wards to implement regimes, policies and tasks arising in 2025; assigning detailed investment capital plans for 2025 from local budget sources; adjusting the State budget expenditure estimates for 2025, the Provincial People's Committee is requested to allocate and supplement funds promptly, in accordance with regulations, review and balance the priority allocation of 100% of capital needs for ongoing projects. (starting and completing in the period of 2021-2025) to ensure progress and implementation according to plan; strengthen inspection and supervision of the use of funds, ensuring proper purposes, savings, efficiency, avoiding dispersion; proactively review and flexibly manage the budget, associated with the responsibility of the head, and at the same time advise and promptly report to the Provincial People's Council on arising contents that need to be adjusted to ensure the successful completion of socio-economic development goals and tasks in 2025.
Propose that the Standing Committee of the People's Council, the People's Council Committees, the People's Council delegations and the Provincial People's Council delegates supervise, through appropriate forms of information, propaganda, and dissemination of the resolution's content to voters and the People, and at the same time monitor and urge the implementation. The Central and Provincial press and news agencies should strengthen the propaganda and dissemination of the adopted resolutions, helping the People to understand, agree and actively participate in monitoring the implementation process.
Resolutions passed at the Session include: 1. Resolution on allocating and supplementing funds to implement regimes, policies, arising tasks and national target programs in 2025. 2. Resolution regulating the decentralization of revenue sources, local budget expenditure tasks and the percentage (%) divided between the provincial budget and the commune-level budget in Lai Chau province. 3. Resolution on detailed allocation and adjustment of the 2025 investment capital plan from local budget sources. 4. Resolution on adjusting the provincial budget expenditure estimates; revenue and expenditure of commune and ward budgets in 2025 assigned in Resolution No. 72/NQ-HDND dated December 9, 2024, Resolution No. 50/NQ-HDND dated July 23, 2025, Resolution No. 51/NQ-HDND dated July 23, 2025, Resolution No. 71/NQ - HDND dated September 26, 2025 of the Provincial People's Council 5. Resolution regulating a number of levels of expenditure for environmental protection in Lai Chau province. 6. Resolution deciding on the policy of converting forest use to other purposes to implement the Nam Ma 1A Hydropower Project. 7. Resolution deciding on the policy of changing the purpose of forest use to other purposes to implement the Nam Cum 6 Hydropower Project. 8. Resolution to abolish Resolution No. 40/2022/NQ-HDND dated September 20, 2022 of the Provincial People's Council regulating reward and support policies for collectives and individuals who perform well in population work in Lai Chau province. 9. Resolution to abolish Resolution 43/2024/NQ-HDND dated September 30, 2024 of the Provincial People's Council regulating the authority to decide on the purchase of assets for science and technology tasks; purchase of goods and services for science and technology funding sources under the management of Lai Chau province. |
