Lam Dong proactively responds to storm KALMAEGI

On the morning of November 4, Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen issued a document directing relevant departments, branches, sectors, units and People's Committees of communes, wards and Phu Quy special zone to proactively deploy measures to respond to the storm near the East Sea (storm KALMAEGI).

Accordingly, the Provincial People's Committee requests the People's Committees of localities to closely monitor, regularly update fully and promptly information on the situation, developments and forecasts of storm KALMAEGI.

On the other hand, promptly inform the people to proactively respond, absolutely do not be subjective, negligent, lose vigilance, do not let the situation happen where people do not grasp information about natural disasters. Proactively deploy measures to prevent, combat, respond to and overcome the consequences of storms, to minimize damage to people, property and infrastructure. Develop and implement appropriate production plans, ensure safety for people, vehicles and property; at the same time maintain smooth communication to proactively direct, operate and promptly handle bad situations that may occur.

The Provincial People's Committee requested localities to deploy shock forces to inspect and review coastal residential areas, stream banks, low-lying areas, and areas at risk of flooding, flash floods, and landslides, in order to proactively implement response measures and minimize damage.

In particular, it is necessary to strengthen inspections in places where heavy rains have caused flooding and landslides in recent days. At the same time, organize a review of all lakes and dams managed by localities, organizations or individuals to have a safety plan suitable to the development of rain and floods; focus on reservoir operations, ensuring the safety of works and downstream areas, especially in cases of emergency flood discharge.

Localities also need to be ready to deploy response plans for strong storms and floods after storms, to ensure the safety of people's lives, property and infrastructure.

The Provincial People's Committee requests relevant units and departments to closely monitor the situation and weather developments; be on duty 24/7, promptly inform and warn the people. Review areas at risk of landslides, flash floods, and inundation; organize evacuation of people to safe places when necessary. Prepare forces, means, and materials according to the "4 on-site" motto to respond and overcome incidents promptly and effectively when required.

The Provincial Border Guard Command organizes the counting and notifies the owners of vehicles and captains of ships and boats operating at sea to clearly understand the location, direction of movement and developments of the storm, so that they can proactively avoid, escape or not move into dangerous areas, ensuring the safety of people and property. At the same time, maintain regular communication to promptly handle arising situations; be ready with forces and means to carry out rescue work when incidents occur at sea.

The Border Guard Command coordinates with the Binh Thuan Maritime Port Authority and the Lam Dong Province Fishing Port Management Board to manage and arrange ships entering and leaving the port to ensure safety in the anchorage area.

In addition, owners of irrigation and hydroelectric reservoirs in the province need to proactively and closely monitor the developments of storm KALMAEGI, weather conditions, rain and floods; regularly update hydrometeorological forecast information to promptly regulate reservoir capacity, ensure safety of works and downstream areas, and reserve appropriate capacity to receive floods according to regulations.

According to the Southern Hydrometeorological Station, at 7:00 a.m. on November 4, the center of storm KALMAEGI was located at about 10.7 degrees North latitude; 123.5 degrees East longitude, in the central region of the Philippines. The strongest wind near the center of the storm reached level 13 (134 - 149 km/h), gusting to level 16.

The storm is moving in a West-Northwest direction at a speed of about 20km/h and is expected to enter the East Sea by 7am on November 5.
At this time, the storm center is at about 11.5 degrees North latitude; 118.7 degrees East longitude, in the sea area east of the central East Sea, with strong winds of level 13, gusting to level 16.

At 7:00 a.m. on November 6, the storm continued to move in a West-Northwest direction at a speed of about 25km/hour, with its center at about 12.8 degrees North latitude; 113.4 degrees East longitude, about 500km East-Southeast of the coast of Gia Lai province. The storm's intensity is likely to increase, reaching level 14, gusting to level 17.
