What did the Provincial Inspectorate say about the violations at Son Hai Group's project?

Mr. Nguyen Luong Binh, Chief Inspector of Quang Tri province, clarified the nature of the alleged violations in the 500 billion project invested by Son Hai Group.

On November 3, Mr. Nguyen Luong Binh, Chief Inspector of Quang Tri province, had an interview with Tuoi Tre Online about information that is said to be a violation related to the 500 billion project invested by Son Hai Group in this province.

According to Mr. Binh, the conclusion of the Quang Tri Provincial Inspectorate pointed out two violations of the commercial housing project southwest of Ly Thanh Tong Street, from F325 Street to Truong Phuc Phan Street, old Dong Hoi City, now Dong Thuan Ward. However, Mr. Binh confirmed that these violations were not related to the responsibility of the investor, Son Hai Group.

Specifically, according to Mr. Binh, the Inspectorate of Quang Tri province pointed out that the former Quang Binh Department of Construction advised the People's Committee of the former Quang Binh province to approve the project investment policy without the consent of the People's Council of the former Quang Binh province, which was not in accordance with the Government's regulations.

Regarding this, the Chief Inspector of Quang Tri province confirmed that the investment policy was approved by the Provincial People's Committee in May 2017. It was not until October 2017 that the project was submitted to the Provincial People's Council and approved. "In 2017, when this project was granted investment policy, the Provincial People's Council only met twice a year, mid-year and year-end.

When the Provincial People's Committee issues the investment policy, it is not yet time for the meeting, so the Provincial People's Committee cannot present it immediately, but must wait until the meeting takes place to present it," Mr. Binh explained.

According to verification, at the time the Provincial People's Committee approved the investment policy, the Standing Committee of the former Quang Binh Provincial People's Council had already issued a document agreeing on the project's policy. And Son Hai Group at that time had not been selected as the investor.

"This is the responsibility of the former Quang Binh Department of Construction, and we have recommended reviewing this department in the inspection conclusion," Mr. Binh added.

Regarding the content of Son Hai Group transferring more than 10 million VND in excess land clearance money, Mr. Binh affirmed that this was not a violation of Son Hai Group.

"This transfer of surplus should have been welcomed by Son Hai Group. It was just a problem of the project management board when the investor transferred it back, and if there was surplus, the management board had to transfer it back to the state budget. But they have forgotten it since then. This is the responsibility of the management board, not the responsibility of the enterprise," said Mr. Binh.

The commercial housing project southwest of Ly Thanh Tong Street is invested by Son Hai Group Company Limited, with a total investment of 500 billion VND; the project implementation period is from 2017 to 2025. The project's objective is to build a modern residential area with complete urban technical infrastructure.
