Ministry of Education and Training 'finalizes' many important contents for university admissions in 2026

On the evening of November 3, the Ministry of Education and Training announced the decision to issue a plan to implement university and college enrollment in 2026, so that training institutions, candidates and relevant parties can synchronously deploy and proactively develop plans.

Still follow current admission regulations

The Ministry of Education and Training requires training institutions to develop specific implementation plans and ensure consistency with this plan, develop full, public and transparent enrollment information so that candidates can quickly access and prepare for enrollment; ensuring fairness in enrollment.

Admission information provides consistent information on expected admission methods, implementing counseling and communication activities on admission in 2026.

According to this plan, the Ministry of Education and Training said that the ministry will issue a general plan and guiding documents on enrollment according to the current university and college enrollment regulations for preschool education of the Minister of Education and Training.

Departments of education and training shall develop plans to direct general schools and other units under their management to implement enrollment work according to regulations; direct the organization of inspections and report to competent authorities to organize inspections and resolve complaints and denunciations in the implementation of enrollment regulations and legal provisions according to their functions and tasks.

Training institutions shall promulgate their own admission regulations to specify the provisions of the current admission regulations for training forms, and shall publicize them on the training institution's website.

The Ministry requires training institutions to develop enrollment plans, promptly announce enrollment information (with key points as a basis for students to have a study and review plan to participate in the 2026 high school graduation exam), comply with the regulations of the enrollment regulations and current legal regulations and this plan, and fulfill the responsibility to explain to the Ministry, competent authorities and society about all enrollment work of the training institution.

Colleges that participate in processing applications on the common admission system must follow this plan to ensure systematicity.

Registration from July 2, 2026

According to the plan, training institutions must complete the announcement of enrollment information on the training institution's website by February 15, 2026.

Candidates can register and adjust their admission wishes from July 2, 2026 to 5:00 p.m. on July 4, 2026. There is no limit to the number of times within the prescribed time. However, there is currently no official information on whether candidates will be limited in the number of admission wishes they can register for.

Candidates pay admission fees online from July 15 to 5:00 p.m. on July 21, 2026.

Admission and processing of applications will continue to be carried out according to the general plan on the ministry's common system.

Direct admission and priority admission methods will continue to be applied in 2026, however, for high school transcript admission, the Ministry has not yet decided to continue or abolish it.

Unifying criteria for assessing the capacity of higher education institutions

Some notable new points, in 2026, the Department of Quality Management (Ministry of Education and Training) will implement the content of unifying criteria for assessing the capacity of higher education institutions, before the time the training institutions organize exams.

The test assesses capacity, assesses thinking, and serves admission in terms of principles, criteria, content, and expertise, ensuring input quality standards among university admission methods.

The Ministry of Education and Training will also monitor the organization of capacity assessment exams of higher education institutions during the time training institutions organize exams.

On July 8, 2026, the Ministry of Education and Training will announce the threshold to ensure input quality for teacher training, health and law fields.
