Be proactive early and from afar to respond to storm number 13

On November 5, the Provincial People's Committee issued Official Dispatch No. 005/CD-UBND on urgently implementing a response plan to storm No. 13 and heavy rain and floods in Dak Lak province.

Accordingly, the Chairman of the Provincial People's Committee requested agencies, units and localities to urgently and seriously implement the instructions of the Provincial Party Committee and the Provincial People's Committee on responding to storm No. 13 in the province, with the motto "proactively from early on, from afar", with the most determined spirit, anticipating the worst scenario, implementing prevention, avoidance and response measures at the highest level to absolutely ensure the safety of people's lives, limit property damage, and avoid being passive or surprised in any situation.

Heads of agencies, units and localities urgently and seriously deploy measures to ensure safety of vessels and activities at sea (check and count vessels and vehicles; notify and guide safe shelters, organize arrangements and anchoring to limit damage at anchorage places).

Proactively evacuate people in dangerous areas, especially on boats, rafts, aquaculture huts, coastal areas, river mouths at risk of being destroyed by waves, deep flooding, unsafe houses, areas at risk of landslides, flash floods.

Implement plans to prevent flooding in urban areas and protect agricultural production, especially aquaculture, houses, warehouses, headquarters, and constructions. Control and guide safe traffic in areas at risk of deep flooding and fast-flowing water.

For construction works, quickly deploy reinforcement measures to ensure the safety of dykes, sea dykes, river mouths, irrigation and hydroelectric reservoirs at risk of being unsafe, and unfinished construction works...

Postpone meetings that are not really urgent and not related to storm and flood prevention and control work after the storm until the storm has passed.

Heads of provincial departments, branches, and organizations, Secretaries and Chairmen of People's Committees of communes and wards proactively and focused on organizing inspections, urging, and directing response work according to the assigned areas and fields of management.

The Secretaries and Chairmen of the People's Committees of communes and wards shall inspect, review, and resolutely evacuate people, vehicles, and assets from dangerous areas, especially coastal areas and areas at risk of landslides and flooding, to ensure the safety of people's lives and property and the State. The completion time is before 4:00 p.m. on November 6, 2025, while ensuring food and essential needs at the evacuation site.

Coastal and estuary localities are directed to implement measures to ensure the safety of people and property of coastal residents and tourists . Instruct ships and boats that have come ashore or entered storm shelters in the area to arrange for secure and safe anchorage to avoid collisions due to storm winds; instruct on moving and reinforcing to ensure the safety of aquaculture and seafood cages.

Absolutely do not let people stay on rafts, boats and aquaculture areas. Completion time is before 5:00 p.m. on November 6, 2025 (corresponding to each type of natural disaster and approved level of natural risk).

Organize inspections and screening of residential areas in low-lying areas, areas at high risk of flash floods, landslides, and underground and overflowing roads to implement warning measures (banning signs, dangerous areas, deploying guards, checkpoints, etc.) so that people know, proactively prevent, and limit travel.

For agencies and units managing reservoirs, irrigation and hydropower, ensuring safety for works and downstream areas for irrigation and hydropower reservoirs when discharging floodwater (if any), immediately implement the work of gradually bringing the reservoir water level back to the correct elevation according to procedures and regulations and review and check the timely provision of information to relevant agencies, units and localities before discharging floodwater.

* On the same morning, the Provincial People's Committee also issued an official dispatch to the province to ensure safety for people and vehicles operating at sea when a storm occurs.
