The army responds to storm No. 13 (Kalmaegi) according to the motto 'proactive from early, from afar'

The Ministry of National Defense has just issued urgent dispatch No. 7019/CD-BQP signed by General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, on proactive prevention, avoidance, and response to storm No. 13 (Kalmaegi).

Implementing the Prime Minister's Official Dispatch No. 208/CD-TTg dated November 4, 2025 on proactive prevention, avoidance and response to storm Kalmaegi, to urgently respond to storm Kalmaegi causing strong winds, big waves at sea; heavy rain, flooding, flash floods, landslides in the Central region, minimizing damage to life and property of the State and people, the Ministry of National Defense requests the General Staff to direct agencies and units to continue to strictly implement the Official Dispatch of the Prime Minister and the Ministry of National Defense on focusing on quickly overcoming the consequences of floods in the Central region; strictly maintaining the on-call regime, proactively monitoring and grasping the developments of storm Kalmaegi.

The Ministry of National Defense requires agencies and units to mobilize the highest forces and means, immediately deploy measures to prevent, avoid, and respond to storms and post-storm floods with the motto "proactively from early on, from afar", ensuring the safety of barracks and warehouses; check and promptly move units out of dangerous areas to safe places; check and review plans and response options for key areas of natural disasters, risks of flash floods, landslides, dykes, embankments, lakes, dams, vulnerable areas, flooding, and isolation.

In addition, agencies and units proactively help the government and people to reinforce houses, evacuate households in dangerous areas to safe places, guide the arrangement of mooring ships and boats at shelters; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities, low-lying areas to avoid unfortunate human losses, and ensure the safety of forces and vehicles performing tasks.

The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of responding to storm Kalmaegi, overcoming the consequences of rain, floods, landslides, rockslides, ensuring the safety of warehouses, factories, weapons and equipment; ensuring good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond and overcome the consequences when situations occur.

The Ministry of National Defense assigned Military Region 4, Military Region 5, and Military Region 7 to coordinate with local Party committees and authorities to organize delegations to inspect, urge, and direct the implementation of response work to storm Kalmaegi and post-storm floods in the provinces; organize forces and vehicles to be ready at key locations from Da Nang to Khanh Hoa, areas at risk of storm-caused incidents in the provinces, and be ready to support localities in implementing prevention, response, rescue, and relief work.

Military Region 5 presides over and coordinates with Da Nang city to be ready to deploy the establishment of the Government's forward command post at the Military Region Command; coordinates with the Military Industry - Telecommunications Group and the Information and Communications Corps to ensure transmission lines and other necessary conditions to serve the Government and the Prime Minister in directing and operating storm response work.

The Vietnam Navy and Coast Guard direct their subordinate agencies and units to deploy safety measures; prepare forces and means to participate in search and rescue when situations occur at sea and on islands.

The Air Defense - Air Force and the 18th Army Corps are ready with forces and means to conduct search and rescue flights; transport food, provisions, and necessities to isolated areas upon order from the Ministry.

The Ministry of National Defense noted that the Border Guard Command directed the Border Guard Commands of coastal provinces and cities from Ha Tinh to Khanh Hoa to continue to review and count boats and vehicles operating at sea by all means to inform boats and vehicles still operating at sea about the storm's developments; guide them to move out of and not enter areas at risk of being affected by the storm; call on and guide boats and vehicles to safe storm shelters; guide and support people to deploy necessary measures to ensure the safety of boats at anchorage (to prevent sinking at shelters).

The 34th Corps, the Artillery - Missile Command and the military branches and corps review and supplement plans and options suitable to the actual situation; direct subordinate units to coordinate with local authorities where they are stationed and where they carry out tasks, and organize forces and means to participate in rescue in the area.

The Signal Corps directs its subordinate units to ensure uninterrupted communication to serve the Government and the Prime Minister in directing and operating rescue work, especially in isolated areas.

The Military Industry - Telecommunications Group coordinates with relevant agencies and units to ensure transmission lines and other necessary conditions to serve the Government and the Prime Minister in directing and operating civil defense; is ready to send forces and vehicles (flycam) to coordinate with Military Region 4 and Military Region 5 to support localities in surveying vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, and areas that are divided and isolated in order to provide early warning and take timely preventive measures.

Agencies, units, academies and schools in the military area affected by the storm must deploy measures to ensure safety in all aspects; closely coordinate with the provincial military command to participate in search and rescue, and help local authorities and people respond to and overcome the consequences caused by the storm.

*According to the bulletin from the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on November 4, 2025, the center of the storm with the international name Kalmaegi was at about 10.7 degrees North latitude, 123.5 degrees East longitude (in the central region of the Philippines), the strongest wind near the center of the storm was level 13, gusting to level 16. By November 5, 2025, storm Kalmaegi moved into the East Sea, becoming the 13th storm active in the East Sea in 2025.

After entering the East Sea, the storm continued to strengthen to level 13-14, gusting to level 16-17 and moving towards the sea and inland in the Central and South Central regions of our country; from the evening to the night of November 6, 2025, the storm may directly affect the mainland from Da Nang to Khanh Hoa with the strongest wind near the storm center at level 10-12, gusting to level 14-15, the old Central Highlands may also experience strong winds at level 8-9, gusting to level 11; the area from Ha Tinh to Khanh Hoa may experience heavy to very heavy rain. This is a very strong storm, after entering the East Sea it will continue to strengthen, the area of ​​strong winds is very wide.
