Currently, the basic salary is 2.34 million VND per month. The salary of the Chairman of the Commune People's Committee is calculated according to the formula: coefficient multiplied by the basic salary plus the leadership position allowance. The position allowance is currently 0.25 times the basic salary, equivalent to about 585,000 VND/month. However, the actual income of each person depends on many factors such as coefficient and salary level, seniority, working area conditions and other allowances such as seniority allowance, responsibility or working in areas with particularly difficult socio- economic conditions.
According to general regulations, cadres and civil servants are considered for salary increases every three years. Those with outstanding achievements, commendations or special contributions may be considered for salary increases ahead of schedule.
For Commune People's Committee Chairmen with many years of seniority, reaching salary coefficient level 8 (6.78) - the highest level in the current salary framework - the total basic monthly salary can reach about 15,865 million VND, not including additional allowances. When adding seniority allowance, responsibility, regional work and income increases according to the specific policies of large localities such as Hanoi , the actual income of this position can exceed 20 million VND per month.
From 2026, the salary of the Chairman of the People's Committee of the commune is expected to be significantly adjusted. The Prime Minister recently said that the Government will submit to the National Assembly for consideration an increase in the basic salary earlier than planned, in order to ensure the lives of cadres, civil servants and public employees in the context of many fluctuations in the prices of goods and services. If the adjustment is approved and implemented from the beginning of 2026, the salary of the Chairman of the People's Committee of the commune will increase accordingly, contributing to improving income and creating more motivation for the staff at the grassroots level.
Resolution No. 27 on reforming wage and social insurance policies is also being implemented with the goal of comprehensively changing the salary payment mechanism in the public sector. According to the new orientation, the salary structure will include 70% fixed salary and 30% bonus fund, instead of the current coefficient-based calculation. When the reform is implemented, the basic salary will be abolished, instead, the salary will be determined according to the real value associated with the job position. Each title and job position will have a specific salary in a unified salary scale, reflecting the nature of the job, responsibilities and professional qualifications.
The goal of salary reform is to ensure a living income, create motivation and improve the quality of cadres, civil servants and public employees, including commune-level leaders. Thus, in the coming time, the salary of the Chairman of the Commune People's Committee will not only increase in level but also fundamentally change in calculation method, towards fairness, transparency and more appropriateness to the actual work.
