According to the Department of Hydrometeorology ( Ministry of Agriculture and Environment ), early on the morning of November 5, storm Kalmaegi passed the northern area of Palawan Island (Philippines), entered the East Sea and became storm number 13 in 2025.
It is forecasted that on the evening of November 6, the storm will enter the sea area from Da Nang city to Khanh Hoa province; on the night of November 6 to the morning of November 7, the storm will make landfall in the provinces from Quang Ngai to Dak Lak , then weaken.
At sea, winds are forecast to gradually increase to level 9-11, near the storm center level 12-14, gusting to level 17, waves up to 10m high. Coastal areas from Hue to Dak Lak should be on guard against rising water levels of 0.3-0.6m, with the risk of flooding and waves over the shore.
On land, from the evening of November 6, the coastal areas of South Quang Tri to Da Nang city and the eastern part of the provinces from Quang Ngai to Dak Lak will have strong winds of level 8-9, the storm center will have winds of level 10-12, gusts of level 14-15.
Regarding rainfall, on November 6 and 7, the area from Da Nang city to Dak Lak will have very heavy rain from 200 - 400mm, locally over 600mm. Particularly from South Quang Tri to Hue and Khanh Hoa province, the rain will be generally 150 - 300mm.
There is a risk of flooding on rivers from Quang Tri to Khanh Hoa; in which the flood level in Hue and Da Nang is likely not as serious as the previous one, but high vigilance is needed for the risk of flash floods and landslides.

Reporting at the meeting, Vice Chairman of the City People's Committee Tran Nam Hung said that the city has issued an urgent dispatch and held an online meeting with localities to proactively respond to storm No. 13. Currently, the risk of landslides is still very high, especially in the mountainous areas in the West.
Da Nang recorded 11 major landslides and 57 other landslides, and authorities have evacuated people from dangerous areas. Coastal landslides in Hoi An are serious, and military forces have provided temporary support. Regarding activities at sea, all 81 fishing boats have entered safe shelters.
City leaders proposed adding small boats and canoes to access isolated residential areas and equipping mountainous areas with satellite phones and generators to ensure communication in natural disaster situations.
In his speech, Deputy Prime Minister Tran Hong Ha emphasized that the central localities are facing many difficulties after the recent floods, and requested to raise the response level to storm No. 13 to a more urgent state.
The Ministry of Agriculture and Environment should strengthen forecasting, provide easy-to-understand information, and compare it with historical storms so that people can proactively prevent and prioritize ensuring communication, especially in mountainous areas.
Localities must develop and update detailed response scenarios for each stage and situation, from before the storm, when the storm makes landfall to after the storm. This clearly defines the forces, means, equipment, material reserve plans and specific tasks of each unit and level, ensuring quick and effective deployment when required.
The Deputy Prime Minister requested localities to complete the call for boats to come ashore, absolutely not allowing people to go to sea before 5:00 p.m. on November 6; organize the evacuation of people in coastal areas, river mouths, areas at risk of landslides, deep flooding, and mountainous areas that may be isolated before 7:00 p.m. on November 6. At the same time, strictly implement the "four on-site" motto, prepare forces, food, medicine, rescue vehicles...
The Deputy Prime Minister assigned leaders of provinces and cities to work directly with Military Region 4 and Military Region 5 to arrange forces and vehicles, determine the locations of on-duty posts, and be ready to mobilize for rescue; prioritize sending forces to mountainous areas and high-risk areas early so as not to be passive when isolation occurs.
The Ministry of Agriculture and Environment presides over and coordinates with ministries, branches and localities to review dam safety, release water to ensure flood capacity and safety of works in all situations.
The Deputy Prime Minister also assigned research to establish a direct support unit in the Central region to coordinate and direct response to natural disasters, ensuring the safety of people's lives and property.
