Quang Ngai: Proactively respond to storm No. 13 from early on and from afar

In the context that Quang Ngai has just experienced heavy floods and landslides, in order to proactively prevent and respond to storm No. 13 and post-storm floods, ensure people's safety and minimize property damage, the province has implemented many special solutions to proactively respond early and from afar.

Be proactive early and from afar

On the afternoon of November 5, Quang Ngai province issued Official Dispatch No. 07/CD-UBND to focus on responding to storm No. 13. According to the dispatch, the Chairman of the Provincial People's Committee requested: Heads of departments, branches and sectors in the province; Secretaries and Chairmen of People's Committees of communes, wards and special zones to monitor and grasp the developments of storms and floods, regularly update the situation in the locality; focus on leading and directing, reviewing plans, and being ready to immediately deploy measures to prevent, avoid and respond to storms and floods after storms with the motto "proactively from early on, from afar" with the most determined spirit, anticipating the worst scenario. At the same time, deploy measures to prevent, avoid and respond at the highest level to absolutely ensure the safety of people's lives, limit damage to property of the people and the State, and not be passive or surprised in any situation.

To cope with the storm at sea, the Chairman of the People's Committee of Quang Ngai province requested the Director of the Department of Agriculture and Environment, the Head of the Provincial Border Guard Command, the Director of the Quang Ngai Maritime Port Authority, the Chairmen of the People's Committees of coastal communes and wards and Ly Son special zone, according to their assigned functions and tasks, to urgently carry out: reviewing and counting all local vessels and vehicles operating at sea and along the coast; strictly managing the activities of vessels and boats at sea.

All ships and boats are prohibited from operating at sea (including passenger transport vehicles on the Sa Ky - Ly Son route, the Dao Lon - Dao Be route and vice versa) from 7:00 p.m. on November 5, 2025 until the weather stabilizes (according to the bulletin of the Quang Ngai Hydrometeorological Station). For ships and boats that have entered the anchorage, captains and crew members are required to strictly comply with the instructions of the local authorities and functional forces on storm response, absolutely not leaving people on ships and boats when there are strong waves and winds to ensure safety. Complete the work of calling ships, boats, and cages to the anchorage before 5:00 p.m. on November 5, 2025. All ships and boats are required to come ashore, anchor safely and temporarily stop operations before 10:00 a.m. on October 6, 2025...

On land, the Chairman of the People's Committee of Quang Ngai province requested the Chairmen of the People's Committees of communes, wards and special zones to urgently and focused on implementing storm response plans, paying attention to key tasks such as closely monitoring the developments of storm No. 13, using all available media (local broadcasting systems, mobile loudspeakers, hand-held loudspeakers, etc.) to broadcast storm forecasts and warnings, instructing people to evacuate, evacuate, and reinforce houses in the "go to every alley, knock on every door" method, ensuring that all people regularly grasp information, proactively prevent and fight storms; mobilize and propagate people to promote the spirit of mutual love, mutual support in the community.

In addition, develop detailed scenarios to respond to situations of strong storms and floods after storms (Eastern communes and wards and Ly Son special zone develop scenarios to respond to situations: strong storms (level 12-13); Western communes and wards develop scenarios to respond to situations of strong winds, floods and landslides in the commune; note that it is necessary to have a plan ready and organize evacuation and relocation of people to safe storm shelters; resolutely relocate and evacuate households with weak, simple houses that do not ensure safety (including houses with corrugated iron or tile roofs that do not have safe storm shelters). In case of non-cooperation, enforcement will be carried out if necessary; organize inspections of houses, headquarters, etc. to ensure safety before evacuating people; instruct people to reinforce their houses.

In addition, the Chairman of the People's Committee of Quang Ngai province also requested the heads of departments, branches, sectors, Chairmen of People's Committees of communes, wards and special zones to implement plans to respond to heavy rain and floods caused by storm circulation. In particular, focusing on checking, reviewing and promptly mobilizing forces to organize evacuation and relocation of households in low-lying areas, areas at high risk of flash floods, landslides, areas at risk of being isolated, unsafe housing to safe places (especially paying attention to residential areas that have been flooded and affected by landslides, hills and mountains during the recent rains and floods); cases of non-compliance with local instructions must be mobilized and resolutely forced to evacuate...

Urgently reinforce houses to cope with storm number 13

As a coastal commune, as soon as information was received that Quang Ngai was a locality directly affected by storm No. 13, the People's Committee of An Phu commune regularly propagated and mobilized people to proactively reinforce houses, brace roofs, and evacuate the elderly, children, and pregnant women to dry and safe places. The commune's loudspeaker system continuously broadcasted announcements instructing people on how to respond to the storm.

Mr. Le Minh Thang, Pho Trung village, An Phu commune, said that after listening to the propaganda information of the local government as well as the media, to proactively respond to storm No. 13, this morning he scooped sand into bags to tie against the corrugated iron roof. At the same time, he removed the street lights to avoid damage when it rains and winds.

Mr. Vo Van Hieu, Head of Pho Trung Village, An Phu Commune, said that, following the direction of the superior authorities, in addition to propagating to raise awareness among the people, the village has supported families with elderly people living alone to reinforce their houses. Regarding necessities, the village has also proactively worked with grocery stores and businesses to ensure supplies for the people when storms and floods come.

Similarly, Mr. Chau Van Phap, Tra Cau ward also bought large plastic bags to put on the roof to pump water into to prevent the corrugated iron roof from being blown off in strong winds. “My house is a level 4 house, covered with corrugated iron roof, so strong winds can easily blow the roof off. To ensure safety, I used plastic bags to pump water into to the corrugated iron roof, and at the same time used ropes to tighten the corrugated iron roof. In addition, I also discussed with my neighbor that the house has a solid roof so that when it rains and is windy, my family can go there to take shelter for safety,” said Mr. Phap.

Ms. Le Thi Hong Mai, Tra Cau ward said that she is a single-parent family. Hearing that storm 13 has strong winds and will directly affect Quang Ngai, she is very worried. Today, the militia came to help her scoop sandbags to put on the roof for safety, and she is very grateful. She has also bought enough food to store for 3 days.

According to Mr. Vo Minh Chau, Chairman of the People's Committee of Tra Cau Ward, the People's Committee of the Ward has stepped up propaganda work for people to proactively reinforce their houses, prune trees, harvest crops, and store food to supply during stormy days. At the same time, we synchronously deploy the 4 on-site options according to the proposed plan.

“The ward has made a list of households with non-permanent houses, and made a specific plan for which households will move to relatives and neighbors with high-rise, solid houses to avoid the storm. The ward has also arranged schools to ensure they are solid and have restrooms to serve as evacuation points for those who need to be evacuated. The locality is currently monitoring the developments of storm No. 13 to proactively implement prevention and control measures to limit damage,” Mr. Chau emphasized.

Students are off from school from the afternoon of November 6th.

In response to storm No. 13, on the afternoon of November 5, the Department of Education and Training of Quang Ngai province issued Official Dispatch No. 2007/SGDĐT-VP, requesting all educational institutions in Quang Ngai province to let students stay home from the afternoon of November 6 (Thursday) until further notice.

In addition to allowing students to stay home from school, the Department of Education and Training of Quang Ngai province also requested educational institutions in the province to closely coordinate with the People's Committees of communes, wards and special zones to grasp the situation, strictly implement local instructions; regularly monitor the developments of storm No. 13 and floods; be ready to be on duty 24/24 hours; maintain regular contact with functional agencies and local rescue forces to promptly respond in case of incidents.

Continue to promote information, propaganda and mobilization work for cadres, civil servants, teachers, staff and students to raise vigilance, awareness, response skills and proactively prevent, avoid and minimize damage; focus on implementing response plans to storms, rains and floods that are actually occurring at the unit; do not organize or participate in meetings, training and refresher courses (except for meetings on storm and flood prevention and control).

Along with that, check, reinforce, and brace the roof, windows, signs, trees, electric poles, classrooms, dormitories, kitchens, equipment warehouses, computer rooms, libraries; move and preserve assets, records, and teaching equipment to safe, high places; back up electronic data. In particular, it is necessary to regularly keep in touch with students and teachers in isolated areas to promptly support, grasp the situation, and avoid unfortunate damage; participate in supporting, helping, and being ready to receive people into schools to avoid and take shelter from storms.

After ensuring safety, educational institutions must promptly repair the damage, clean and sanitize schools and classrooms to ensure safety, cleanliness, and disease prevention before students return to school. The time for students to return to school must be truly safe, absolutely not allowing damage to occur due to subjectivity.
