During the inspection of storm prevention work No. 13 in the South Central provinces in the early afternoon of November 5, the working delegation of the Ministry of Agriculture and Environment led by Deputy Minister Nguyen Hoang Hiep inspected the arrangement and placement of fishing boats to anchor ashore to avoid the storm at Tam Quan Fishing Port (Hoai Nhon Bac Ward, Gia Lai).

Reporting to the working group, Mr. Dang Van Dan, Director of Tam Quan Fishing Port, said that currently, Tam Quan Fishing Port has more than 2,000 fishing boats anchored to avoid storm No. 13. According to the plan, Tam Quan storm shelter anchorage area can only accommodate 1,200 boats on a water surface area of more than 75 hectares. However, at this time, fishing boats can only anchor on an area of 30-35 hectares of water surface because the remaining area is silted up. Therefore, Tam Quan Fishing Port Management Board must make efforts to arrange to avoid storm winds causing boats to collide and cause damage.
According to Mr. Dan, previously, the Tam Quan Fishing Port Management Board had specifically arranged anchoring positions for each fishing boat of local fishermen. When the boat comes ashore to avoid storms, it will follow the prescribed anchoring positions. To ensure the safety of fishing boats at the anchoring place to avoid storm No. 13, the fishing port has instructed fishermen on how to anchor to avoid the situation of haphazard anchoring and avoid fishing boats colliding with each other, causing damage.
“For boats anchored on the river in the upstream area, the Tam Quan Fishing Port Management Board coordinates with local authorities to encourage fishermen to anchor their boats in locations less affected by storms and winds. At the same time, the port water surface will be requisitioned when fishing boats are not returning to sell their products to allow boats to anchor and take shelter during the raging storm No. 13,” said Mr. Dang Van Dan.

From the actual survey and reports of the locality and unit, Deputy Minister Nguyen Hoang Hiep noted that although the storm shelter anchorage area of Tam Quan Fishing Port was overloaded, the Tam Quan Fishing Port Management Board was very flexible in arranging fishing boats to anchor before storm No. 13.
Next, the working group of the Ministry of Agriculture and Environment inspected Quy Nhon Fishing Port. Mr. Dao Xuan Thien, Director of Binh Dinh Fishing Port Management Board, reported to the working group: Currently, Quy Nhon Fishing Port has welcomed about 350 fishing boats of fishermen to anchor to avoid storm No. 13. In terms of capacity, Quy Nhon Fishing Port can receive more than 300 more boats.

Quy Nhon Fishing Port Management Board has instructed fishermen to anchor their boats individually, drop 1-2 anchors in front of the bow, the anchor line is 5-7 times longer than the highest water depth; tie the bow anchor line to the compensation buoy or anchor pile, drop an additional rudder anchor and use anti-collision pads. When the anchorage area receives many boats, fishermen are instructed to anchor their boats in the direction of steering to shore, drop 2 bow anchors, maximum 3 boats in a row, with anti-collision pads and connecting ropes.
In lagoon and bay areas, fishermen need to choose a sheltered place, anchor 1-2 anchors, avoid anchoring in the middle of the current, and not operate the boat when there is strong flood. Small fishing boats are instructed to pull ashore, as far from the water's edge as possible, jack up, tie down securely, and remove the engine to bring it ashore.

Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep requested the Quy Nhon Fishing Port Management Board to arrange fishing boats to anchor properly, ensuring maximum safety, and to prevent the situation where boats are anchored but still damaged due to collisions caused by storms.
“On the morning of November 6, the Quy Nhon Fishing Port Management Board must mobilize all forces, guide and help fishermen complete their anchoring. Before 3:00 p.m. on November 6, all fishermen must leave their fishing boats and absolutely must not stay on boats anchored at the port to avoid the storm. The Management Board needs to inform fishermen about the danger of the storm and encourage fishermen to go ashore. Ensuring the safety of fishermen is paramount,” Deputy Minister Nguyen Hoang Hiep emphasized.
