Strong storm winds on land from Quang Ngai province to Dak Lak

According to forecasts, around the afternoon of November 6, storm No. 13 will move into the sea area from Da Nang to Khanh Hoa; around the night of November 6 to the early morning of November 7, the storm will move inland from Quang Ngai to Dak Lak, then move to Laos and weaken into a tropical depression.

The Department of Hydrometeorology noted that this is a very strong storm, moving quickly, with a wide circulation, operating in the tropical convergence zone, with high sea surface temperatures, a humid atmosphere, and cold air in a weakening period. Therefore, the storm is likely to continue to strengthen in the East Sea.

Forecasts from international and Vietnamese forecasting agencies are relatively consistent regarding the storm's trajectory and intensity.

The Vietnam Meteorological and Hydrological Administration has exchanged and discussed forecasts with the Japan Meteorological Administration, the China Meteorological Administration, the Taiwan Meteorological Agency (China), and Japan's Weathernews agency about this storm.

Regarding the impact of storm No. 13, the central East Sea area (including the sea area north of Truong Sa special zone) has winds gradually increasing to level 7-8, then increasing to level 9-11; the area near the storm's center has strong winds of level 12-14, gusting to level 17, waves 5-7m high, near the storm's center there are waves 8-10m high, and the sea is very rough (it is necessary to pay attention to the impacts on Truong Sa special zone and marine structures).

From early morning on November 6, the sea area from Da Nang to Khanh Hoa (including Ly Son special zone) will gradually increase in wind to level 6-7, then increase to level 8-11, the area near the storm's eye will be strong at level 12-14, gusting to level 17.

Coastal areas from Hue to Dak Lak have waves 4-6m high, areas near the storm center have waves 6-8m high, rough seas (note very strong winds in Ly Son special zone).

From the evening of November 6, coastal areas from Hue to Dak Lak need to be on guard against sea level rise of 0.3-0.6m, accompanied by big waves and during high tide, which can cause flooding in low-lying areas, waves overflowing dikes, coastal roads, coastal landslides, slowing down flood drainage in the area.

From the evening of November 6, on the mainland coast from the south of Quang Tri to Da Nang and the east of the provinces from Quang Ngai to Dak Lak, the wind will gradually increase to level 6-7, then increase to level 8-9.

The area near the storm's eye will have strong winds of level 10-12, focusing on the eastern part of the provinces from Quang Ngai and Dak Lak, gusts of level 14-15; the strongest winds will be from the evening of November 6 to the morning of November 7.

Due to the influence of the wide storm circulation, it is necessary to take precautions against the risk of thunderstorms, tornadoes and strong gusts of wind before and during the storm's landfall.

Heavy rain mainly due to storm circulation

Regarding rain, the cold air is currently weakening, and there are no signs of it strengthening again on November 6 and 7. During this time, the activity of the east wind zone is not strong (due to the impact of a very strong storm that has just appeared in the eastern Philippines), so this rain is mainly due to the circulation of storm No. 13.

Due to the impact of heavy rains caused by storm No. 13, rivers from Quang Tri to Khanh Hoa are likely to experience a new flood; in which the flood level and inundation on river systems in Hue and Da Nang are likely not as serious as the recent flood.

For Da Nang city alone, total rainfall is commonly 100 - 300mm, in some places over 400mm.

From early morning on November 6, the wind in the sea area of Da Nang city gradually increased to level 6-7, gusting to level 8-9, then increased to level 8-9, gusting to level 10-11; near the storm center, the wind was strong at level 11-12, gusting to level 13-14.

From the afternoon and evening of November 6, the coastal mainland of Da Nang city will have strong winds of level 6, then increase to level 7-8, gusting to level 9-10.

Floods on Vu Gia and Thu Bon rivers are at levels below alert 2 to below alert 3.
