Lower the reservoir water level if downstream conditions permit.

On November 5, the Department of Irrigation Works Management and Construction, Ministry of Agriculture and Environment issued telegram No. 24/CD-TL-ATD on ensuring the safety of irrigation works, preventing flooding and inundation due to heavy rains affected by storm No. 13 (storm KALMAEGI) in provinces and cities from Thanh Hoa to Lam Dong.

Accordingly, the Director of the Department of Management and Construction of Irrigation and Power Works: Directors of the Department of Agriculture and Environment of provinces and cities from Thanh Hoa to Lam Dong; Investors of new construction, repair and upgrade projects of irrigation works in provinces and cities from Thanh Hoa to Lam Dong; Directors of units managing and exploiting irrigation works in provinces and cities from Thanh Hoa to Lam Dong.

To proactively respond to heavy rains caused by storm KALMAEGI, ensure the safety of irrigation works and prevent flooding, waterlogging, and minimize damage caused by heavy rains, the Department of Irrigation Works Management and Construction requests units to strictly implement Official Dispatch No. 208/CD-TTg dated November 4, 2025 of the Prime Minister on proactively preventing, avoiding, and responding to storm KALMAEGI; Official Dispatch No. 26/CD-BCĐ-BNNMT dated November 4, 2025 of the National Steering Committee for Civil Defense on implementing emergency storm response measures (storm KALMAEGI); Document 2345/TL-ATD dated November 3, 2025 of the Department of Irrigation Works Management and Construction on ensuring the safety of dams and reservoirs and preparing measures to respond and minimize damage caused by storm KALMAEGI.

Units should closely monitor hydrometeorological forecast bulletins and rain and flood developments of specialized hydrometeorological agencies and reservoir regulation advisory bulletins of scientific units under the Ministry to proactively operate irrigation works and adapt to rain and flood situations.

Units urgently inspect and review irrigation works affected by the recent floods; proactively and promptly deploy response plans to ensure the safety of the works, preventing incidents from occurring. Pay special attention to the safety of irrigation reservoirs with earth dams that have maintained high water levels during the recent rains and floods, the dam body is saturated with water, reservoirs under construction, small reservoirs managed by communes and reservoirs built and managed by organizations, individuals and enterprises, and prepare response plans for heavy rains (note for deep works, underground works, diversion works; ensure safety for people, machinery and construction equipment). For important irrigation reservoirs that do not ensure safety, it is necessary to consider limiting or not storing water.

Units proactively organize the operation of irrigation reservoirs according to approved operating procedures. For reservoirs with regulating gates, take advantage of the operation to lower the reservoir water level if downstream conditions allow, to proactively respond to floods caused by heavy rain, ensure the safety of the works and not discharge unusual floods that cause insecurity for downstream areas; strictly implement early warnings to people in downstream areas before the reservoir discharges flood and when there is a risk of an incident.

Along with that, urgently operate irrigation works to drain flooded areas; continue to identify crop areas at risk of flooding to organize the operation of irrigation works to drain water, minimizing damage caused by flooding and waterlogging.

Units organize 24/7 on-duty during periods of rain and floods; arrange permanent personnel at construction sites at risk of incidents; promptly handle unusual situations according to the "four on-site" principle when construction incidents occur. After the end of the rainy season, it is necessary to re-evaluate the implementation of construction operation procedures and sluice gate operation procedures; report to competent authorities for approval of adjustments (if any).

According to the National Center for Hydro-Meteorological Forecasting, from November 6 to 7, the area from Da Nang to Dak Lak will have very heavy rain with common rainfall of 200 - 400mm/period, locally over 600mm/period; the area from South Quang Tri to Hue, Khanh Hoa and Lam Dong will have heavy rain with common rainfall of 150 - 300mm/period, locally over 450mm/period. From November 8, heavy rain in the above areas will tend to decrease.

From November 7-8, the area from North Quang Tri to Thanh Hoa will have moderate to heavy rain with common rainfall of 50-150mm/period, locally very heavy rain over 200mm/period. Warning of risk of heavy rain (over 200mm/3 hours).
