Vietnamese veterans contribute ideas to draft documents of the 14th National Party Congress

Participating in giving opinions on the draft documents to be submitted to the 14th National Party Congress not only promotes collective intelligence and realizes the goal of "Party's will" in line with "people's will", but also contributes to strengthening people's trust, arousing development aspirations, and at the same time helping to supplement solutions, overcome limitations and improve the effectiveness of Party building and national development.

In his opening speech, Senior Lieutenant General Be Xuan Truong, Vice Chairman of the Central Committee of the Vietnam Fatherland Front and Chairman of the Central Committee of the Vietnam Veterans Association, said that the draft documents submitted to the 14th Congress, with their innovative structures and contents, demonstrated the spirit of looking straight at the truth and objectively assessing the situation. Not only summarizing the development journey of the past 5 years and determining the goals and tasks for the next 5 years, the draft documents also shaped the strategic thinking, vision and orientation for the country's development until the mid-21st century. On that basis, the draft proposed a system of guiding viewpoints, goals for the country's development, key orientations and tasks and breakthrough solutions for the country's rapid and sustainable development, demonstrating the strong aspiration of the entire nation in the new era. Thereby, helping cadres, members and people to study and correctly understand the spirit of the draft documents, effectively contribute to the process of discussing and perfecting the documents, while spreading the spirit of innovation, the aspiration for development and the determination to build a rich, prosperous, civilized, happy country, firmly moving towards socialism.

With responsibility, enthusiasm and belief in the Party, during the extensive political activities to contribute ideas to the draft, more than 277,500 veteran members gave their opinions through various forms.

Comrade Ho Ba Vinh, Deputy Head of the Standing Committee of the Veterans Affairs Committee, Vietnam Veterans Association reported that most opinions agreed with the draft documents submitted to the 14th National Congress of the Party. The integration of the 3 previous Reports into the Political Report demonstrated innovation in the construction of Congress documents. The Congress theme and the content in the sections of the document were carefully prepared, with a suitable and tight structure; ensuring generality and specificity, comprehensively reflecting the achievements and results achieved and frankly pointing out the shortcomings, limitations and weaknesses in the fields and contents of work. The draft also proposed a new development orientation with 4 breakthrough pillars to build and develop the country.

However, to create a breakthrough in the coming time, comrade Ho Ba Vinh emphasized the need to continue to perfect the institutions, promote innovation, strongly promote Vietnamese human resources and arouse the spirit of national self-reliance and self-reliance. At the same time, the organization and implementation of the Resolution must be substantial, synchronous, with a mechanism to control power and evaluate realistically, effectively and specifically, creating confidence, will and aspiration of the entire Party, people and army to firmly move forward, rise up, and build an increasingly powerful, prosperous and happy Vietnam.

Mr. Dam Huy Dac, Chairman of the Veterans Association of Quang Ninh province, assessed that the draft documents of the 14th National Congress clearly demonstrated the strategic vision, the aspiration to rise up and the spirit of independence and self-reliance of the nation. The draft structure is tight, the development thinking is raised to a new level, especially in determining the goals until 2030 and the vision to 2045. To increase the depth of orientation, Mr. Dam Huy Dac suggested supplementing and clarifying some contents such as the uncertainty of the international order, emphasizing the capacity to forecast and adapt; supplementing the idea of "people are the root", considering people's strength as an endogenous resource; focusing on quality instead of just growth rate and considering "dare to think, dare to do, dare to take responsibility" as the central quality, associated with decentralization and innovation of development mechanisms.

Appreciating the contents on protecting the Party's ideological foundation, Colonel, Journalist Do Phu Tho, Editor-in-Chief of the Vietnam Veterans Newspaper, suggested that the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam should add a section on the theory of the Party's guidelines, one of the three elements in the Party's ideological foundation, contributing to maintaining the position of protecting the Party's ideological foundation in the new era - the era of the nation's rise.

According to Mr. Vu Minh Thuc, Deputy Head of the Veterans Affairs Department, Vietnam Veterans Association, the theme of the draft Political Report to be presented to the 14th National Party Congress is a strategic breakthrough in the Party's theoretical thinking, the crystallization of Vietnam's vision, wisdom and political mettle. It is both a guideline for action and a "manifesto" of the times, affirming the steadfast will, creative spirit and aspiration to constantly rise of the Vietnamese people under the glorious flag of the Party.

However, after carefully studying the theme of the congress, Mr. Vu Minh Thuc found that the two phrases “joint efforts” and “unanimity” are similar in meaning, and do not express the strength of the whole nation as well as the phrase “unity”. Unity is the most important principle that creates the strength of the Party and the nation. Therefore, Mr. Thuc proposed to replace the two phrases “joint efforts” and “unanimity” with the phrase “unity”; at the same time, it is necessary to add the phrase “creativity”, which is becoming a great message of the new era, to the theme of the congress.

With a high sense of responsibility, the delegates carefully studied the draft content, closely followed the instructions, and contributed quality and straightforward opinions. The opinions will be collected and reported to the Party Committee of the Fatherland Front, contributing to enriching the theoretical and practical basis for the documents submitted to the Congress.
