Comments on the draft documents of the 14th Congress: Promoting the strength of Vietnamese culture and people

The draft documents of the 14th National Party Congress are receiving enthusiastic attention and comments from all levels of government, people, intellectuals, artists, researchers and managers across the country.

The cultural field is considered one of the special highlights, demonstrating the profound development in theoretical thinking and strategic orientation of the Party towards Vietnamese people and culture in the new period.

Enhancing the content of orientation on the development of Vietnamese culture and people

According to Mr. Hoang Ha, Editor-in-Chief of the Culture and Arts Magazine (Ministry of Culture, Sports and Tourism), the Draft Documents submitted to the 14th Party Congress are receiving attention, response and enthusiastic contributions from cadres, party members and people of all walks of life. This is an extremely important political event, aiming to gather the wisdom of the whole society, contributing to the strategic development orientation of our country in the new era, the era of national development, building a rich, civilized, prosperous and happy country, aiming to become a developed, high-income country by 2045.

Editor-in-Chief of the Hoang Ha Culture and Arts Magazine affirmed that the Draft Documents of the 14th Party Congress have inherited, absorbed, refined and elevated the orientation content on building and developing Vietnamese culture and people in previous documents and resolutions on culture, thereby continuing to affirm the extremely important role and position and setting out new requirements and tasks for the cultural sector in the cause of national development.

Our Party has identified culture and people as not only the spiritual foundation and a great endogenous resource, but also the driving force and regulatory system for the country's sustainable development. Culture must "strongly arouse the spirit of patriotism, self-reliance, self-confidence, self-reliance, national pride, and the aspiration to build a prosperous, civilized, and happy country."

For the first time, our Party has determined to build and develop an advanced Vietnamese culture, imbued with national identity, synchronously based on the national value system, cultural value system, family value system and Vietnamese human standards. These are new and fundamental viewpoints in the draft document, demonstrating the development in theoretical thinking of our Party. This core viewpoint is not only drawn from the nation's thousands of years of precious cultural traditions, as well as through the rich practice of the Vietnamese revolution, but also originates from the great achievements of today's renovation and deep international integration.

On the other hand, the Party's new viewpoints on culture in the draft documents of the 14th National Congress are also part of the country's overall socio -economic development strategy with many new orientations, marking a leap forward in development thinking, as the Draft Document has updated the viewpoints, goals, and breakthrough strategic decisions of the Politburo from the end of 2024 to present in many fields: science, technology, innovation and national digital transformation; international integration; institution building; private economic development...

This is also a requirement and task for the cultural sector to be proactive, adaptive, innovative and have appropriate solutions to carry out tasks on: developing digital culture; cultural economy; heritage economy; cultural industry; proactively and actively cooperating, promoting the image of the country, cultural values and Vietnamese people to the world ...

In addition to preserving and promoting traditional cultural values, building a healthy and civilized cultural environment associated with building and perfecting the new Vietnamese socialist people. For the first time, new concepts such as "heritage economy" or cultural industry, digital culture are mentioned boldly, as well as emphasizing "comprehensive development of Vietnamese people in the new era value system" in the Draft Document... all have demonstrated our Party's determination to strongly and comprehensively develop Vietnamese culture and people...

Culture is a pillar on par with economics, politics and society.

Associate Professor, Dr. Bui Hoai Son, full-time member of the National Assembly's Committee on Culture and Society, commented that the Draft Documents of the 14th National Party Congress this time have many new points, demonstrating an important development in the Party's theoretical thinking and action orientation on culture and people. One of those new points is that culture is officially established as being on par with economics, politics and society.

In previous Congresses, culture was often mentioned as the "spiritual foundation of society." This time, the Draft affirms that culture must become a pillar of development on par with economics, politics, and society. The document clearly states: "Strongly arouse the spirit of patriotism, self-reliance, self-confidence, self-reliance, national pride, and the aspiration to build a prosperous, civilized, and happy country. Effectively promote the cultural values and spirit of dedication of the Vietnamese people, so that culture truly becomes an endogenous resource, driving force, and regulatory system for national development."

Associate Professor, Dr. Bui Hoai Son believes that this is an extremely important orientation and adjustment of awareness, raising the level of our Party's theory on the role and position of culture, bringing culture from the position of "following behind, supporting" to "accompanying, orienting and leading" development; culture from "the spiritual foundation of society," "becoming an endogenous resource, driving force and regulatory system for national development," participating in regulating, orienting and solving social problems towards sustainable development.

Another new point is that this Draft clearly defines a comprehensive system of values including: national values, cultural values, family values and Vietnamese human standards in sync with "building and developing an advanced Vietnamese culture imbued with national identity." This is the first time the Party has emphasized a systematic and synchronous value framework with culture, as a basis for application and implementation in real life.

At the same time, the draft document also emphasizes: "Comprehensive development of Vietnamese people in terms of ethics, intelligence, national consciousness, civic responsibility, creativity, aesthetics, physical strength, life skills, and professional skills."

This draft has put digital culture and cultural industry at the heart of the resolution. In the context of comprehensive digital transformation, the draft frankly pointed out the current situation of "the cultural environment is not really healthy; social ethics are still showing signs of degradation" and said that part of the reason comes from the unsynchronized mechanisms and policies, and the investment in culture is not commensurate.

From there, the document sets out the requirement to develop a healthy digital culture, while encouraging the creation of cultural industrial products - considering it both an economic sector and a tool to spread values. This is a remarkable new point compared to the 13th Congress, when digital culture was still a rather vague concept. This addition demonstrates a realistic vision: to build a comprehensive Vietnamese person, it is impossible to ignore the living and creative environment of young people - that is cyberspace and the creative economy.

This document also proposes active cooperation and promotion of culture to the world by emphasizing: "Proactively and actively cooperate and promote the image of the country, cultural values and Vietnamese people to the world," thereby promoting cultural awareness not only serving the country, but also being a diplomatic "bridge", a means of conveying national identity and creating attraction with international friends.

The Draft Document also emphasizes the role of human subjects in the development process. The Draft considers human subjects not only as the ultimate goal, but also as the center, subject, and main resource of development. This viewpoint inherits but at the same time develops further than the 13th Congress. It emphasizes that the comprehensive Vietnamese people - with intelligence, morality, physical strength, courage and aspiration - are the decisive factor in the success or failure of industrialization and modernization.

According to Associate Professor, Dr. Bui Hoai Son, although the Draft Document of the 14th Party Congress on culture has many important new points, it still needs to be further improved to truly become a strategic orientation with high feasibility.

Commenting on the Draft Document this time, Mr. Bui Hoai Son said that it is necessary to further specify the Vietnamese value system in the new period; there must be clear solutions to overcome the situation of inadequate investment in culture, in which the Document needs to supplement specific budget targets, mechanisms to encourage public-private cooperation and socialization, as well as clearly stipulate the responsibility for resource allocation of each level and each sector; there needs to be stronger policies for the development of digital culture and cultural industry.

In the context that social networks are becoming the "main living space" of young people, there needs to be a code of conduct on cyberspace to form new standards and at the same time encourage the creation of positive content.

Regarding the cultural industry, the document should clearly identify priority sectors (film, music, design, fashion, online games, cultural tourism, etc.) and propose specific support mechanisms such as credit, tax, copyright protection, and digital infrastructure. Otherwise, the concept of cultural industry will remain a slogan and will hardly become a real driving force.

The document also needs to clarify the mechanism for employing talented people, promoting the role of creative forces, supplementing the mechanism for training, fostering, employing, protecting creative copyrights, and encouraging the commitment of young people in the field of creative industries...

In addition, the Document needs to specify the cultural diplomacy strategy and build national soft power, more strongly mention the building of national cultural brands, organize international cultural and artistic events, and strengthen Vietnam's presence in global creative networks...

Associate Professor, Dr. Bui Hoai Son stated that in order for the 14th Party Congress Document on culture to truly be effective, not stopping at political orientation but going deep into life, there needs to be synchronous and drastic solutions.

The documents of the 14th Party Congress can only be implemented when they are materialized through mechanisms, resources and actions. At that time, the comprehensive Vietnamese people will truly become the foundation, driving force and goal of sustainable development./.
