To master the digital future, Vietnam needs to master artificial intelligence (AI). To master AI, open technology with securely shared data, domestic computing infrastructure and community co-creation is the shortest path.
This is the message of the Open Technology Forum 2025 organized by the Ministry of Science and Technology in Hanoi on the afternoon of November 3.
With the theme “AI with open technology and open source”, the forum expressed the expectation of connecting management agencies, researchers, the business community and technology experts to share visions, experiences and solutions for AI and open technology to serve the national digital transformation process, becoming a key driving force in the country's socio -economic development journey.
The forum is also an opportunity to look back at outstanding achievements, discuss new technology trends and spread the spirit of "openness - cooperation - creativity" in the Vietnamese technology community.
Many domestic and foreign technology corporations and enterprises participated in the forum such as: Quantum, Palo Alto Networks, Arista Networks, Viettel , Asia Pacific Technology Distribution Joint Stock Company... contributing to promoting international cooperation, knowledge sharing, supporting digital infrastructure to serve the development of open AI and open source in Vietnam.
Speaking at the opening of the forum, Minister of Science and Technology Nguyen Manh Hung emphasized that the greatest innovation is the innovation of the entire people; innovation of the entire people can only take place when technology is open. Open technology will unleash the creative capacity of each individual.
According to Minister Nguyen Manh Hung, open technology is not only open source code but also open architecture and open standards.
Many countries have declared that they will only purchase technology when it is open, especially when it is used to build critical national infrastructure.
Choosing to develop open technology, develop open source software, and open data for individuals and businesses to participate in creating new values is Vietnam's orientation.
"With this orientation, Vietnam will develop into a technological nation, based on and inheriting human knowledge but also contributing to human knowledge," Minister Nguyen Manh Hung commented.
Minister Nguyen Manh Hung affirmed that developing and mastering digital technology based on open standards is not only a commitment but also a strategy and an action program for Vietnam to make a breakthrough.
Openness is the condition to protect people and promote creativity; accelerate innovation, shorten the technology gap. Openness for autonomy, building sovereign AI.

Presenting the report “Developing an open AI ecosystem – A foundation for technological autonomy and national innovation”, Director of the National Institute of Digital Technology and Digital Transformation Ho Duc Thang said that AI today is no longer a support tool, but has become a national intellectual infrastructure, equivalent to electricity, telecommunications or the internet.
Any country that fails to master AI will lose its ability to self-determine its socio-economic operations. Choosing open AI is choosing the path to building national digital sovereignty.
Mr. Ho Duc Thang shares three pillars of developing an open AI ecosystem in Vietnam.
These are national computing infrastructure, "Make in Vietnam" data centers; building and standardizing open data, especially Vietnamese data and specialized data; building an open AI community where businesses - institutes - experts - managers contribute knowledge and share models.
Speaking at the forum, delegates said that an open AI ecosystem can only be successful when knowledge is shared and continuously developed. Every contribution, no matter how small, becomes a common asset of the nation.
From a community perspective, Associate Professor, Dr. Ngo Hong Son, President of the Vietnam Free and Open Source Software Club (VFOSSA), said that Vietnam already has a large and vibrant open source community, but needs a mechanism to move from spontaneous to systematic organization.
He proposed applying the “Public Money – Public Code” model, meaning that software developed with public funds should be published as open source code, so that the community can access, test and further develop it.
This not only saves costs but also creates a shared public knowledge repository.
Viettel Solutions representative said that sovereign AI should be considered as the central orientation.
When data and model training are processed within national digital borders, Vietnam can ensure the security of citizen data and proactively deploy large-scale AI applications in administration, healthcare, transportation, finance or smart cities.
With data center capacity and "AI Factory" platform, Viettel Solutions is ready to accompany in building an open, sovereign AI model.
Emphasizing the strategic role of unstructured data infrastructure, which accounts for more than 90% of data serving AI today, according to Mr. Nguyen Di An - representative of Quantum Asia Vietnam, if Vietnamese AI is to be smart in the Vietnamese way, AI must be built from Vietnamese data.
Therefore, Vietnam needs to develop a flexible, cost-optimized data storage and processing system, ensuring that local data is used for the right purposes, serving domestic AI models instead of depending on foreign data.
Delegates agreed that to develop sustainable open AI, Vietnam needs to build a four-pillar alliance: the State creates policies and invests in infrastructure; businesses lead technology; institutes train and research; and the community contributes open knowledge.
Thereby forming a public-private partnership alliance, promoting innovation, digital sovereignty and developing AI for humans, affirming Vietnam's commitment to developing safe, humane and sustainable AI, contributing to the global knowledge and open source community.
The Ministry of Science and Technology will take the lead in promoting the completion of an open AI legal corridor with the Law on Artificial Intelligence, building flexible testing frameworks, investing in shared national computing infrastructure and innovating public procurement to create "orders" for Vietnamese AI solutions./.
