The campaign "Going to every alley, knocking on every door, instructing each citizen on digital skills, using digital services" has received high appreciation for its practicality and comprehensiveness. Targeting each residential group and residential area, this campaign is especially aimed at those who have not had the opportunity to access digital technology. Thanh Hoa Newspaper quoted Mr. Tran Duy Binh, Director of the Department of Science and Technology, Deputy Head of the Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06 of Thanh Hoa province, saying that the campaign does not only stop at propaganda but also provides direct guidance on how to use smart devices and popular digital platforms for people.

The campaign’s guidelines include using online public services, shopping and paying online safely, protecting oneself in cyberspace, registering for electronic identification (VNeID) and registering for online medical examination and treatment. These activities contribute significantly to the implementation of the Government ’s Project 06, while improving people’s digital capacity, with the goal of every citizen becoming a proficient, confident user of technology and quickly adapting to the development of the times.

Initiative to support digital transformation for disadvantaged groups

At the grassroots level, the government is actively implementing practical measures to build a people-friendly government. In particular, communes have focused on supporting vulnerable groups, the elderly, or those who have difficulty using technology when carrying out administrative procedures.

In Quang Binh commune, the Commune Public Administration Service Center has assigned staff to work as "digital guides" directly at the counter to support people in online administrative procedures. These staff not only guide people on how to submit documents and make payments online, but also help people look up the results of the settlement on the National Public Service Portal. Quang Binh commune also prioritizes receiving documents and creating VNeID electronic identification accounts for vulnerable groups.

Quang Binh Commune Public Administration Service Center also coordinates with mass organizations such as Commune Police, Youth Union, Farmers' Association, Veterans' Association and Women's Union to organize classes to instruct on smartphone usage and online administrative procedures.

In addition, a team of civil servants, volunteers and members of the community digital technology team have been assigned to go to the homes of disadvantaged people or those with difficulty in moving to carry out administrative procedures. This is a new initiative and has been recognized by the community, an important step to spread the spirit of digital transformation to each citizen, with the goal of "Digital Government - Digital Economy - Digital Society for Happy People".

In Truong Van commune, after implementing the two-level local government, the People's Committee of the commune established a technical support team to guide people and businesses in using the information technology system in handling administrative procedures at the Commune Public Administration Service Center, creating convenience in handling administrative procedures and enhancing people's trust and satisfaction with the government.

The campaign “Go to every alley, knock on every door...” not only helps to disseminate knowledge and digital services but also promotes the digital transformation process at the grassroots level, bringing practical values to the community. The ultimate goal is to help each citizen not only be a beneficiary but also become an active creator of a digital society, and at the same time, each civil servant will be a “digital ambassador”.
