Can Tho: Proposing nearly 12,000 billion VND to invest in 4 transportation and renewable energy projects

On November 3, Mr. Nguyen Van Hoa - Vice Chairman of Can Tho City People's Committee had a working session with the Can Tho Traffic and Agricultural Construction Investment Project Management Board on the proposal of two projects: National Highway 91 (from Thot Not bypass to Lo Te - Rach Soi intersection) and the road leading to Vinh Thanh Industrial Park (phase 2), with a total investment of nearly 2,800 billion VND.

Accordingly, the National Highway 91 project (from Thot Not bypass to Lo Te - Rach Soi intersection) is 5.3km long, passing through Thot Not ward and Vinh Trinh commune; the starting point intersects with Thot Not bypass, the ending point intersects with Lo Te - Rach Soi intersection; 12m wide, designed speed 60km/h, with a total estimated investment of more than VND 2,246 billion from the state budget. Of which, compensation, support and resettlement costs are more than VND 476 billion, construction costs are more than VND 1,166 billion, and contingency costs are more than VND 428 billion.

The Vinh Thanh Industrial Park Access Road Project (phase 2) has 2 branches, total length 2.6km, passing through Thot Not ward and Vinh Trinh commune; 12m wide, designed speed 60km/h. The total investment of the project is expected to be more than 516 billion VND from the state budget. Of which, compensation, support and resettlement costs are more than 158 billion VND, construction costs are nearly 229 billion VND.

Both projects are part of the Delta level III road project, expected to be implemented in 2026 - 2029.

According to Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa, the above projects aim to connect Vinh Thanh industrial zones. He requested relevant departments and localities to pay attention to the proposal to include it in the new integrated planning (the city is adjusting) and the city's general planning, as a basis for implementing the next steps and a complete plan according to the planning adjustment, balancing finances to include it in the public investment plan for the next period.

Mr. Hoa noted that the relevant units should calculate the investment rate of the two projects above close to the actual demand, avoiding surplus in one project while lacking in another. As for the road leading to the industrial park, there should be 1 route instead of 2 routes as proposed... because there is currently also the Western beltway project phase 2 (prepared for implementation) which also serves the needs of the industrial parks when the infrastructure is completed and there are secondary investors.

On the same morning, Mr. Vuong Quoc Nam - Vice Chairman of Can Tho City People's Committee also had a working session with Sao Mai Group to listen to reports on two biomass power projects (Vinh Trinh commune) and solar power (Xa Phien commune), with a total investment of more than 9,000 billion VND.

Accordingly, the Can Tho biomass power plant project, with an area of ​​over 24 hectares, has a total investment of over VND 8,000 billion. The project has a capacity of 150 MW, with a demand of over 709,600 tons of rice husks per year. When operating, it ensures stable output for about 100 milling enterprises, reduces emissions of over 565,500 tons of CO2 per year, and effectively utilizes agricultural by-products.

To control risks, the first phase of the factory is invested with a capacity of about 50MW. After stable operation and ensuring fuel sources, the investment will be expanded to 150MW.

For the Sao Mai 1 solar power plant project, with a designed capacity of 50 MW, operating in the 2025 - 2030 period, the total investment capital is about 1,000 billion VND.

According to the business representative, the project location was previously planned by Hau Giang province for the period 2021-2030, but the province's energy land use quota has been exhausted and is not included in the local land use plan. Therefore, the project has not been submitted to the City People's Council for approval, so the business proposed that the City People's Committee approve the project proposal, as a basis for updating and adjusting the land use plan and related plans in the project implementation area.

Mr. Vuong Quoc Nam said that the city is speeding up the work of adjusting the integrated planning after the merger. With the recommendations of the investors of the two power plants above, Mr. Nam assigned the departments to update the project into the adjusted planning and asked the investors to coordinate with the departments to carry out the next steps.

The biomass power plant project in particular is highly feasible in terms of economy, finance, environment and solving social problems. Mr. Nam requested the departments and branches to resolve the recommendations, remove difficulties of the project, and report the results to the City People's Committee.
