Many officials, party members, and people in An Giang province consider this an important and historic step in practicing democracy and promoting the intelligence of the entire people.

On October 15, 2025, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Party Congress, to solicit comments from National Assembly deputies, the Fatherland Front, socio- political organizations, mass organizations, cadres, party members and people.

Talking to VNA reporters, many officials, party members, and people in An Giang province assessed this as an important and historic step in practicing democracy and promoting the intelligence of the entire people, creating a solid foundation for the country's sustainable development in the new era.

Mobilizing the intelligence of the people to build the country

Mr. Huynh Van Thon, Hero of Labor, Chairman of the Board of Directors of Loc Troi Group Joint Stock Company, said that the wide public consultation on the draft documents of the 14th Congress is a powerful and profound demonstration, not only contributing to the improvement of the quality of the documents but also clearly demonstrating the motto "people know, people discuss, people do, people inspect, people benefit" to arouse and mobilize the maximum intelligence and will of all people in the work of orienting the country's development in the "era of rising up" of the nation.

From the perspective of a businessman, Mr. Huynh Van Thon said that the main development targets until 2030 and the direction of national development in the coming period are stated in the draft documents submitted to the 14th National Party Congress, especially the orientation of taking science , technology, innovation and digital transformation as the main driving force, demonstrating the strategic vision and aspiration for rapid and sustainable national development.

Mr. Huynh Van Thon assessed that emerging industries, including biotechnology, artificial intelligence, automation, etc., are the "key to open the door to the future" for Vietnam towards the goal of prosperity and strength.

Particularly for the Mekong Delta region, the application of high technology and smart agriculture is the inevitable solution to the problem of long-term sustainable development.

Successful pilot models of Loc Troi Group Joint Stock Company and several other enterprises have proven that smart agriculture not only improves productivity and quality but also helps Vietnamese agricultural products connect more directly and transparently with the global market.

To realize the above strategic goal, Chairman of the Board of Directors of Loc Troi Group Joint Stock Company Huynh Van Thon recommended that the Central Government should soon research and consider innovating mechanisms and policies for science and technology development according to international standards; at the same time, granting autonomy and supporting appropriate policies so that large enterprises and corporations can become the driving force of the economy.

According to Mr. Thon, the goal of the mechanism innovation is to remove existing barriers in management, investment and autonomy in science and technology. This is considered a key issue for businesses to have enough conditions and confidence to boldly invest and apply new and high technologies in production and life.

Currently, the Mekong Delta still faces the challenge of limited specialized human resources and access to science and technology that is not commensurate with investment costs. In addition, the development of the Mekong Delta requires a strategic shift from simply “smart agriculture,” mainly applying “IoT” in farming to a biological and green agricultural model.

This requires preferential policies and investment in science and technology not only stopping at seed production or cultivation; instead, it is necessary to focus on supporting research and development in the field of deep processing, creating products with extremely high added value such as pharmaceuticals, functional foods, or advanced materials from local agricultural raw materials, thereby enhancing competitiveness and bringing Vietnamese agricultural products to international level.

Promoting cultural soft power

Highly appreciating the preparation of the Draft Documents to be submitted to the 14th National Congress of the Party, Dr. Nguyen Trung Hieu, Faculty of Tourism and Culture-Arts, An Giang University - Ho Chi Minh City National University shared that the Draft Documents of the 14th Congress have demonstrated the strategic vision of the Party, not only considering culture as the spiritual foundation, endogenous resource, great driving force of society, but also affirming culture as a strategic "soft power", contributing to raising the position and mettle of the Vietnamese people in the integration period.

To effectively exploit cultural "soft power", according to Dr. Nguyen Trung Hieu, the Party and State need to institutionalize it into specific action programs, linked with education, science and technology, especially cultural diplomacy.

This will strongly arouse patriotism, confidence, self-reliance and the aspiration to build a prosperous country, while helping Vietnam develop foreign relations in the new era, commensurate with the country's historical stature, culture and position.

Dr. Nguyen Trung Hieu assessed that culture plays a role as a bridge between economic development and sustainable society. If the economic pillar provides technology and finance, the cultural pillar provides the foundation of values ​​and human resources.

Developing the digital cultural industry is an effective way to attract and retain high-quality human resources. At the same time, culture is also an effective promotional channel, helping goods and agricultural products to be associated with local brands and identities, increasing market value.

“In addition to economic development, it is necessary to pay attention to developing culture and cultural industry in the digital age with specific policies, thereby building standards for advanced Vietnamese people with strong national identity,” Dr. Nguyen Trung Hieu proposed.

As a young party member, Mr. Ngo Ngoc Chuan, Deputy Director of An Giang Province Newspaper, Radio and Television, said that the 14th National Party Congress is an important political event, of decisive significance to the future development of the country in the new era.

The draft documents of the 14th National Congress have expressed a great, strong and scientifically-based aspiration to bring the country into a new era, overcome the middle-income trap and aim to become a developed, high-income country by 2045.

Mr. Ngo Ngoc Chuan recommended that the Party and State should focus on institutional breakthroughs and resource mobilization; in which, priority should be given to building development institutions for new fields such as digital economy, green transformation, and innovation; and improving the quality of cadres with "aspiration" to contribute, with the spirit of "dare to think, dare to do, dare to take responsibility" for the common good.

Mr. Ngoc Chuan said that it is necessary to have a mechanism to select and train cadres with strategic vision and the ability to implement decisively in a globally competitive environment; on the other hand, it is necessary to strengthen control of power and strictly handle corrupt and negative acts to strengthen people's trust./.
