
The project of the road from Kien Duc town to Kien Thanh - Nhan Co - Nhan Dao communes (now the Kien Duc - Nhan Co inter-commune road) was started at the end of 2020. The project is 1.8 km long, 14 m wide, with a total investment of more than 85 billion VND. This is a project invested by the Dak R'lap Area Construction Investment Project Management Board. The project is expected to be completed in June 2022, aiming to strengthen traffic connectivity and promote socio -economic development in the Kien Duc - Nhan Co inter-commune area.
However, after nearly 5 years of implementation, the project's additional axis is still unfinished. According to the investor, compensation, support and resettlement for affected households have encountered many difficulties. The total recovered area is 2.97 hectares of 83 households in Kien Duc commune. To date, 78 households have agreed to the compensation plan and handed over about 2.8 hectares of land. There are still 4 households that have not handed over, equivalent to 0.1 hectares of land.
According to the Dak R'lap Area Construction Investment Project Management Board, the project is behind schedule because some households have not agreed with the compensation price, especially the land price. In addition, the lack of resettlement land fund has also caused many households to not be able to relocate despite having a support plan since 2021. In 2024, the project was allocated nearly 11 billion VND to complete, but due to site clearance problems, the capital could not be fully disbursed.
Delays in site clearance have led to a slow construction process, causing a lack of uniformity, greatly affecting the progress and quality of the project. Some sections of the road have been paved, but many are still uneven, making it difficult for people to travel.
Some local residents expressed their frustration with the construction of this road. The prolonged construction has significantly affected people's lives, especially their travel. "They have been constructing the road for nearly 5 years now, but it has not been put into operation yet. The road is paved at both ends, but the middle section is blocked by land acquisition, making it a dead end. People have been waiting for this project to be completed, but now they are very tired," said a resident.
The leaders of Kien Duc Commune People's Committee also expressed their dismay at this project. Since the project was implemented, people have continuously sent petitions to the government to reflect on the problems arising during the site clearance process. Currently, the project has disbursed most of its value but is still unfinished, unable to be exploited, which is a huge waste.
According to the Department of Construction, this project has been allocated 72.4 billion VND and disbursed 64.4 billion VND. In 2025, the project was allocated 8 billion VND but the disbursement value was 0%. Currently, the project has expired and is being suspended to complete the procedures to extend the project implementation period and extend the construction contract. The investor is submitting a request to adjust the project implementation period, extending the payment period to 2026.
Currently, the Department of Construction has established a team to inspect the quality management of construction works in Lam Dong province, including this project. After inspecting and monitoring the construction progress, the Department of Construction will propose to the Provincial People's Committee to have a plan to handle specific units and individuals related to the project.
