National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 107/2025/UBTVQH15 guiding the determination of the expected structure, composition and allocation of the number of people recommended to run for election as People's Council deputies at all levels for the 2026-2031 term.
The Resolution stipulates: Based on the number of elected People's Council deputies, the principle of ensuring the balance when making the list of candidates for People's Council deputies as prescribed in Clause 3, Article 58 of the Law on Election of National Assembly Deputies and People's Council Deputies, the Standing Committee of the Provincial People's Council, after reaching an agreement with the Standing Committee of the Vietnam Fatherland Front Committee and the People's Committee at the same level, shall specifically plan the structure, composition, and allocation of the number of people of political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at its level, lower-level administrative units, and agencies, public service units, and economic organizations in the locality to be introduced to run for provincial People's Council deputies.
Based on the number of elected People's Council deputies, the principle of ensuring the balance when making the list of candidates for People's Council deputies as prescribed in Clause 3, Article 58 of the Law on Election of National Assembly Deputies and People's Council Deputies, the Standing Committee of the People's Council at the commune level, after reaching an agreement with the Standing Committee of the Vietnam Fatherland Front Committee and the People's Committee at the same level, shall specifically plan the structure, composition, and allocation of the number of people of political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at its level and villages, hamlets, villages, and hamlets (collectively referred to as villages), residential groups, neighborhoods, and quarters (collectively referred to as residential groups) and agencies, public service units, and economic organizations in the locality to be introduced to run for People's Council deputies at the commune level.
The planning of the structure, composition, and allocation of the number of people recommended to run for the People's Council in each administrative unit must ensure democracy, impartiality, objectivity, and transparency; focus on quality, select delegates who are exemplary in terms of qualities, ethics, prestige, and intelligence; at the same time, ensure a reasonable structure of the number of delegates who are working in political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at their level and lower-level administrative units (for provincial level), villages, residential groups (for commune level) and agencies, public service units, and economic organizations in the area; increase the number of full-time delegates; There is a reasonable proportion of delegates representing religions, ethnicities, genders, ages, scientists, intellectuals, artists, delegates from workers, farmers, businessmen and associations and unions in production and business, and meeting specific requirements.
That is, ensuring a reasonable proportion of ethnic minority candidates in the official list of candidates for People's Council deputies in accordance with the characteristics, ethnic structure and specific situation of each locality and striving to achieve the expected election rate. Female candidates must ensure a rate of at least 35% in the official list of candidates for People's Council deputies at each level; striving to achieve an election rate of about 30% of the total number of People's Council deputies at each level. Non-Party candidates must strive to achieve a rate of at least 10% in the official list of candidates for People's Council deputies at each level. Young candidates (under 40 years old) must strive to achieve a rate of at least 15% in the official list of candidates for People's Council deputies at each level. People's Council delegates for the 2021-2026 term are re-elected, striving to achieve a rate of not less than 30% at each level.
National Assembly Chairman Tran Thanh Man also signed and issued Resolution No. 101/2025/UBTVQH15, which details and guides the organization of voters' conferences; the introduction of candidates for People's Council deputies at the commune level in villages and residential groups; the consultation, introduction of candidates, and the establishment of lists of candidates for National Assembly deputies and People's Council deputies in by-elections.
