Expanding cooperation in vocational training in accounting and finance

Cooperation with ACCA over the past two decades has created a breakthrough in vocational education in accounting and finance, helping many Vietnamese students access knowledge and skills according to international standards, while facilitating the recognition of degrees and connectivity in the global working environment.

Forming a team of international standard accounting and financial experts

On the afternoon of October 29, the Association of Chartered Certified Accountants (ACCA) in collaboration with the Department of Vocational Education and Continuing Education ( Ministry of Education and Training ) held a mid-term review conference on the implementation of the Memorandum of Understanding on cooperation in the field of vocational education in accounting and finance.

The conference brought together more than 200 delegates from colleges, businesses, professional associations and strategic partners of ACCA in Vietnam, marking a new step forward in the cooperative relationship between the two sides - expanding from the successful cooperation platform with ACCA's university sector to the college sector.

In over 20 years of presence in Vietnam, ACCA has cooperated with nearly 50 universities, integrating international standard training programs into teaching, supporting lecturers, students and connecting businesses. This model has contributed to the formation of a team of international standard accounting and finance experts, currently holding many leadership positions in enterprises and state management agencies.

From 2023, ACCA continues to expand its cooperation to the college sector through a Memorandum of Understanding with the Department of Vocational Education and Continuing Education. After more than 2 years of implementation, ACCA's Diploma in Accounting and Business has been integrated into the college program in Vietnam.

This is a breakthrough in vocational education, helping college students access knowledge and skills according to international standards, while facilitating degree recognition and transfer in the global working environment.

At the same time, ACCA has implemented a series of intensive lecturer training programs, with an average of 80-100 lecturers/subject participating, to ensure teaching quality according to international standards. The achievement of Vietnamese college students in the world's Top 6 in the ACCA exam in June 2024 is a clear demonstration of the effectiveness and practicality of the integrated training program.

Speaking at the conference, Mr. Pham Vu Quoc Binh, Deputy Director of the Department of Vocational Education and Continuing Education, shared that vocational education plays a key role in developing highly skilled human resources, meeting the requirements of international integration and the new industrial revolution. Vietnam not only trains for domestic needs but also must aim at international standards, so that workers can participate in the global labor market.

In the context of technology and artificial intelligence having a profound impact on all professions, especially the finance-accounting sector, the Ministry of Education and Training has collaborated with ACCA to integrate international standards into vocational training. After more than 2 years of cooperation, the program has been localized and implemented in 10 colleges, training more than 1,000 students, while improving the capacity of teachers and program quality.

Mr. Binh emphasized that vocational education must be open, modern, integrated and linked to the need for lifelong learning. The public-private partnership between the Department of Vocational Education and Continuing Education and ACCA is a typical model, contributing to improving training quality, enhancing vocational skills and professional ethics, and promoting international cooperation in the field of vocational education between Vietnam and the UK.

One of the highlights of the conference was that ACCA officially transferred the Vietnamese translation of the Foundation in Accountancy (FIA) program, helping students overcome language barriers and effectively access international programs.

Mr. Pulkit Abrol, Director of ACCA Asia-Pacific region, emphasized that in an effort to support the internationalization of vocational education in Vietnam, translating all 7 subjects of the Foundation Accounting program into Vietnamese is a strategic step, helping colleges easily integrate global standards into training programs, improve teaching quality and expand learning opportunities for students.

Mr. Pulkit Abrol also appreciated the leading role of the Department of Vocational Education and Continuing Education in encouraging and supporting vocational education institutions to implement foundation accounting programs in the ACCA qualification.

Dr. Phan Sy Nghia, Chairman of the Vietnam Association of Vocational Education and Social Work (VAVET&SOW), assessed that in the past, the program implementation process encountered many difficulties such as language barriers, lack of qualified lecturers, lack of career orientation and job connections.

However, with the active support from ACCA, these challenges are being gradually resolved through practical activities such as training lecturers, supporting career orientation, connecting jobs and especially completing the translation of the program into Vietnamese - an important milestone to help expand access and improve implementation efficiency.

Dr. Phan Sy Nghia affirmed that this is a "golden" opportunity for vocational training institutions to update their training programs according to international standards, contributing to the effective implementation of the Vocational Education Development Strategy and Resolution No. 71 of the Politburo, while creating a breakthrough in developing high-quality human resources to serve the country's socio-economic development.

Looking forward, Mr. Ren Varma - Director of ACCA Southeast Asia called for continued nurturing of the relationship between the two sides to create substantial results, and affirmed that the cooperation between ACCA and the Department of Vocational Education and Continuing Education is a testament to the close connection between the public and private sectors in improving the quality of human resource training, contributing to promoting integration and sustainable development of vocational education in Vietnam.

The mid-term review conference is expected to open a new phase in the partnership between ACCA and the Ministry of Education and Training, towards signing a comprehensive Memorandum of Understanding on cooperation in the future, contributing to standardizing vocational education in the accounting and finance sector in Vietnam according to international standards.
