Ho Chi Minh City builds artificial intelligence ecosystem

Ho Chi Minh City is actively implementing digital transformation and applying artificial intelligence (AI) in many fields to promote rapid and sustainable socio-economic development. To successfully achieve this goal, developing high-quality AI human resources is very important.

Not only is Ho Chi Minh City the economic center of the country, it is also home to many institutes, research centers, and universities to train high-quality human resources, including in the field of AI.

According to statistics, there are currently 54 universities and colleges in the city. Of these, about 35 schools have training programs in information and communication technology. However, there are only 14 training programs in AI, data science and data engineering with a training target of less than 1,000 students.

Meanwhile, according to a survey on human resource needs in the AI ​​industry in Ho Chi Minh City, nearly 60% of surveyed enterprises said that the current quality of AI human resources only meets part of the demand; 25% of surveyed enterprises said that there are enough AI human resources to meet the demand; nearly 30% said that the quality of AI human resource training has not met the requirements of the labor market.

Ho Chi Minh City's current needs for AI have four major groups: The city needs AI for current city management and smart city management in the near future; needs AI tools to increase labor productivity for the state government apparatus; needs AI to increase labor productivity and efficiency for businesses; needs AI for public services to serve people and businesses.

According to experts, AI is becoming an important and indispensable factor in the 4.0 industrial revolution. AI not only changes the way businesses and industries operate but also has a profound impact on social life and state management.

Although Ho Chi Minh City has made strides in training science and technology human resources, the shortage of high-quality human resources is still a big problem. In particular, the local AI human resources are still limited in quality, and the quantity does not meet the needs of businesses.

Implementing AI requires modern technology infrastructure and synchronized data, but the city's current technology infrastructure does not fully meet the needs of large-scale AI deployment... Therefore, the city needs to focus on training and developing human resources, especially specialized skills and updating new AI technologies. Support policies from the state are also necessary to promote the improvement of human resource quality.

At the same time, promote cooperation with universities and research institutes to design specialized training programs on AI including areas such as machine learning, deep learning, natural language processing, computer vision and practical applications of AI in industries.

Develop short-term online training content, encourage businesses and all citizens to participate in improving their skills in using AI to support daily activities.

Experts also said that Ho Chi Minh City should develop a network of institutes and research centers for AI development at training and research facilities; issue stronger incentive and support policies for businesses, especially start-ups in the AI ​​field, to create favorable financial, legal and testing environments for businesses and start-ups to easily apply science and technology.

To have specialized and talented human resources, the city needs to have specialized training programs in AI, computer science, applied mathematics... These are considered fundamental industries to develop core AI technology.

According to Associate Professor, Dr. Tran Minh Triet, Vice Principal of the University of Natural Sciences (Ho Chi Minh City National University), the city needs to have a strategy for research and development of AI applications in the direction of prioritizing research topics.

At the same time, there is a mechanism to encourage AI application topics that can be linked to interdisciplinary fields; AI applications help promote the development of other sectors such as education, healthcare, tourism, etc.

To apply effectively, it is important to set out the problems that need to be solved. Therefore, the city needs to build the tasks that the city, units, and businesses need to apply AI to solve work.

According to the Department of Science and Technology of Ho Chi Minh City, in order to deploy AI applications in various areas of life, this unit has ordered and approved the implementation of the task of "Researching and building AI applications of large language models to serve state management work". This task aims to build an AI chatbot to answer and automatically guide the implementation of administrative procedures and is being piloted at the department.

In addition, the Department of Science and Technology will coordinate with relevant units to research and propose plans to build a network of institutes and centers for AI research and development at training and research facilities; research and propose plans to build a data infrastructure to serve AI research and application development in Ho Chi Minh City in the 2020-2030 period...

Developing AI human resources and applying AI to serve people, businesses and state agencies is an inevitable trend, bringing many opportunities and challenges to Ho Chi Minh City.

With specific, strong and reasonable solutions, the city is fully capable of becoming the leading AI center of the country and the region, making an important contribution to the sustainable development and enhancing the position of the city named after Uncle Ho.
