Green light of hope

It’s late… Shirts are still soaked, the road is long… Flashlights still shine on every fault, every cable. Trucks still transport gasoline to stations, running their engines. Floods cannot subdue people’s hearts…”
“This afternoon, October 29, 2025, the rain fell heavily again, floodwaters crawled back up the road, swallowing the streets. Back on the road…”
“Last night, I waded through the water in the middle of the night sky, my hands were cold and trembling, but my heart never stopped burning. I slept for a few hours… I was on the road early this morning. The equipment was deeply submerged and severely damaged… It was not easy to fix. I hope my dear customers in the flooded area sympathize and share”….
Those are a few of the countless hasty diary entries shared by the "green shirt warriors" of VNPT in recent days, when the central provinces, from Hue to Da Nang and Quang Ngai, are still submerged in floodwaters.
Heavy rains have been falling for several days now, affecting the power, road, school, and station systems in the Central provinces. Especially during the past days from October 27 to 29, VNPT in the provinces quickly deployed rescue work, repaired telecommunications infrastructure, and ensured uninterrupted communication for the people.

In Hue , as of the morning of October 30, floodwaters have begun to recede, with the water level dropping by about 0.4m but still slowly. Power grids are still widely out in many places.
At VNPT’s mobile charging points in Hue City, Phong Dien, Huong Tra, Quang Dien communes… there are still many people coming. Each phone lights up, greetings are accompanied by sighs of relief, and also sobs.
Previously, from October 28, VNPT Hue activated a system of free battery charging points and supported stable packages for customers in most heavily affected areas in the province.
Each power outlet, each generator, each charging cable was given away overnight - not only as a source of energy but also as a source of faith, giving strength to people to overcome the flood.

“VNPT Hue understands that when natural disasters strike, what people need most is not only material things but also connection and sharing. Therefore, we are here to help people maintain contact and send messages.
Sometimes, just hearing the voice of a loved one gives you the strength to overcome everything," said Mr. Pham Ngoc Hiep, Deputy Director of VNPT Hue.
Along with providing direct support to people at charging points, the main task of "VNPT people" is still to ensure the communication system is smooth.
Mr. Do Quoc Tuan - infrastructure staff 2, VNPT Hue Infrastructure Center - shared that until today (October 30), many places in the area of responsibility such as Phong Dinh, Huong Van, and Huong Toan communes are still isolated in the sea of water.
VNPT brothers had to rent boats and ferries from the locals to bring in machinery, equipment, and engine fuel to deal with the broken stations and transmission towers. There were places where the water was still up to their chests, making it very difficult to move.
“At some stations, the water rose so quickly that we couldn’t react in time, and we just tried to save our equipment and engines. It was tiring and hard, but everyone had to try because they knew that there were many families waiting to contact their loved ones far away,” said Mr. Tuan.
Keep the faith, stay strong in the flood center

As of October 30, according to statistics, in Da Nang, floodwaters in areas such as Dai Loc commune have fallen 1 meter, while other areas are slowly falling. Power grids are still widespread, concentrated in the districts of the old Quang Nam Dai Loc, Que Son, Tien Phuoc, Duy Xuyen, Hoi An. A similar situation is occurring in Hue city.
In Quang Ngai alone, water has receded a lot in the delta areas, but some mountainous areas in the old districts of Son Ha, Son Tay, and Tra Bong are still partially flooded, cutting off traffic.

Currently, the fiber optic cable problem on the Ho Chi Minh trail (sections such as Da Nang - Phuoc Son, Phuoc Son - Dak To and Hien - A Luoi) has also been basically resolved.
The network operator is also maintaining thousands of generators at mobile stations to ensure the best communication network for people. However, many areas are still deeply flooded and have landslides, so rescue work in some areas is still extremely difficult.

Viettel officers wade through floodwaters to ensure communication for people.
On October 30, Viettel Telecom Corporation said that thanks to drastic response measures, Viettel's signal is being maintained stably to serve the government's flood prevention and control work and the communication needs of people in Hue and Da Nang.
Amidst the severe floods that caused deep inundation and isolation in many areas, Viettel units in Da Nang and Hue cities proactively deployed rescue operations to ensure uninterrupted telecommunications networks.
In addition to the on-site technical staff on duty 24/7, Viettel Telecom also mobilized personnel from neighboring provinces to support Hue and Da Nang in transporting fuel, equipment, and batteries to "save the signal".
“Currently, Viettel's signal is still stable in 40 communes and wards across Hue City. All Viettel BTS stations are operating stably, with technical staff on duty 24/7 and fuel reserves to ensure infrastructure operations during the time the flood has not receded,” said Lieutenant Colonel Nguyen Huy Quang - Director of Viettel Hue City.
