Provincial Party Committee member and Director of the Department of Education and Training (DET) Truong Thi Kim Hue said: “Investing in building schools in 8 border communes of the province is a very important political task. According to the implementation roadmap for the period 2025-2027, the province plans to allocate over 1,194 billion VND to invest in schools in 8 border communes in a synchronous and modern direction, focusing on teacher training and development, applying information technology and digital transformation”.
Expectations for education in border areas
Loc Thinh Secondary School in the border commune of Loc Thanh is the first school to receive over 35 billion VND in capital from the province to start renovating and upgrading the school in the spirit of Conclusion Notice No. 81. It is expected that by the beginning of the second semester, the main campus of the school will have an additional block of classrooms with 17 rooms, a block of functional rooms with 3 rooms, an auxiliary block with 4 rooms, a block of principal's office and a multi-purpose building along with other auxiliary works. At the school's separate campus, an additional classroom, a teacher's room, a garage and auxiliary works will be built.
Principal of Loc Thinh Secondary School Hoang Phuc Quang happily shared: Teachers, students and parents are very excited because the province quickly arranged capital to invest in synchronous facilities for teaching and learning at both main and separate locations. When the project is completed and put into operation, it will end the situation of classrooms and functional rooms being both lacking and degraded, even in many school years the school has to combine classes to have enough classrooms. The school hopes that in the period of 2025-2027, the province will continue to pay attention to investing in boarding items, modern and synchronous information technology, helping the school quickly reach national standards.
Deputy Secretary of the Party Committee, Chairman of the People's Committee of Loc Thanh Commune, Ho Quang Khanh, shared: After the reorganization and establishment of Loc Thanh Commune from July 1, 2025, the whole commune has 4/5 schools meeting national standards at level 1, only Loc Thinh Secondary School has not met the standards. Therefore, when the Conclusion Notice No. 81 was issued, the commune was very happy.
Sharing the same joy as Loc Thinh Secondary School, in 2025, the next 8 schools in 5 border communes: Loc Thanh, Loc Tan, Tan Tien, Thien Hung and Dak O have also been officially allocated funding by the Provincial People's Committee to renovate and upgrade schools. The Party Committees and authorities of the above communes are directing the economic - infrastructure departments of the communes to closely coordinate with the schools to promptly start construction and strive to complete in 2025. The Regional Project Management Board under the Provincial Construction Investment Project Management Board is ready to support the communes to renovate and upgrade schools to ensure time and quality. For the remaining 3 border communes: Bu Gia Map, Loc Thanh and Hung Phuoc, the province is reviewing and appraising to continue allocating capital for the communes to urgently start investing in building schools as planned.
Narrowing the education gap
According to the leaders of the Department of Education and Training, in order to rapidly develop education for the 8 border communes of the province, it is necessary to invest synchronously in both facilities and human resources and issue many outstanding policies. The Department has advised the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee to issue the Project on Investment and Comprehensive Development of Teaching and Learning Quality in 8 border communes of Dong Nai province until 2030, with a vision to 2045. This is considered a comprehensive and outstanding project to develop education for border communes, thereby shortening the educational gap between border areas and areas with favorable development.
Many schools in border communes are still facing many difficulties and shortages, so the province will prioritize synchronous investment resources in both school facilities and teaching staff, and make the most of the Party and State's preferential policies for students in border communes. In particular, information technology and digital transformation will be thoroughly applied, as a solution to narrow the development gap between border communes and more favorable regions. In the process of investing in building schools in border communes, it is necessary to specifically determine the source of capital, the time of commencement, the time of completion, and especially to ensure quality and avoid waste.

To implement this project, in the coming time, the entire political system from the province to localities and educational institutions must take advantage of the spirit of the Conclusion Notice No. 81 as a breakthrough driving force. Investment steps for education in border areas must be implemented methodically and drastically, while at the same time being practical, avoiding wasting investment resources. The implementation process needs to be regularly inspected and monitored to ensure effectiveness and compliance with legal regulations.
Deputy Director of the Department of Education and Training Tran Ngoc Thang said: After receiving instructions from the Provincial Party Committee and the Provincial People's Committee on implementing Conclusion Notice No. 81, the Department held many meetings with the People's Committees of 8 border communes; at the same time, established a team to directly survey the investment needs for building schools in these communes. Through the Department's survey, the total number of educational facilities in 8 border communes currently has 69 schools, of which 53 are public educational facilities. From the proposal of 8 border communes, in the period of 2025-2027, the estimated investment cost for building schools for 8 border communes is over 1,194 billion VND.
According to the Department of Finance's calculations, the funding for school construction in 8 border communes in the 2025-2027 period is expected to come from various sources, including support from the central budget, sponsorship, aid and other legal funding sources as prescribed. In 2025 alone, the implementation cost will be nearly 100 billion VND, mainly invested in renovation, repair and upgrading. In particular, in 2026, the expected investment amount is very large, up to 700 billion VND; and in 2027 it is 394 billion VND. To facilitate the investment, schools with estimated funding needs of less than 20 billion VND will be implemented from career capital, while schools with estimated funding needs of 20 billion VND or more will be implemented from public investment capital.
From 2026, the province will start building boarding facilities for schools; at the same time, install information technology infrastructure, and organize professional training on information technology application for teachers of schools. The province strives to complete the construction, acceptance and use of boarding schools by 2027; at the same time, complete management regulations and policies for managers, teachers, staff, children and students in border communes. In addition, the province has oriented the development of border communes for the 2028-2029 school year and the following years in the direction of continuing to develop modernly and synchronously.
