Ho Chi Minh City names a series of slow-disbursement projects, requires strict handling

Ho Chi Minh City requires departments, branches and investors to speed up the disbursement of public investment capital, especially for slow projects such as Dinh River embankment, Ring Road 2 and Ring Road 4.

On the afternoon of October 30, at a press conference on the socio -economic situation, the Ho Chi Minh City Department of Finance said that according to data from the State Treasury of Region II, out of a total of 34 projects with large capital plans in 2025, many projects achieved positive disbursement results, demonstrating the efforts of units in promoting progress.

However, there are still some projects behind schedule, affecting the overall disbursement target of the entire city.

Among the group of projects with good results, the road connecting to Bien Hoa - Vung Tau expressway (section from Vung Van intersection to DT994 coastal road) achieved a disbursement rate of 84.1%; Metro line No. 1 Ben Thanh - Suoi Tien reached 71.7%; the road connecting to Bien Hoa - Vung Tau expressway (section from National Highway 56 to Vung Van intersection) reached 69%; the project of dredging and reinforcing Cai stream reached 64.6%; and component project 1 - Ring Road 3 (including Kenh Thay Thuoc bridge) is also being implemented on schedule.

On the contrary, some projects with slow disbursement include: embankment on both banks of Dinh River, procurement of equipment for Hoc Mon, Thu Duc and Cu Chi Regional General Hospitals; Ring Road 2 (section Phu Huu Bridge - Vo Nguyen Giap Street); Ring Road 4 (section Thu Bien Bridge - Saigon River); Component 6 - Compensation, support, resettlement of Ring Road 3 through the old Binh Duong ; and upgrading of Ba Ria - Chau Pha - Hac Dich route. These projects will continue to be disbursed until January 31, 2026.

To ensure the overall progress, the Ho Chi Minh City People's Committee directed the synchronous implementation of many solutions, considering the disbursement of public investment capital as a key political task. The city requested departments, branches, wards and communes to seriously implement Plan No. 01/KH-UBND on the emulation campaign "100 days of streamlined - lean - strong - efficient, effective and efficient operations", creating a competitive atmosphere to complete the disbursement target in 2025.

Accordingly, collectives and individuals who complete their tasks well will be rewarded, while units that are slow to disburse funds or violate administrative discipline will be criticized and held accountable. Heads of agencies and units must regularly check and monitor progress, ensuring that projects are implemented according to the "6 clear" principles (clear people, clear work, clear responsibilities, clear authority, clear time and clear results).

To strengthen inspection and supervision, the city has also established three working groups led by Vice Chairmen of the Ho Chi Minh City People's Committee, who directly go to the scene to resolve "on-site" problems, especially in compensation, site clearance and relocation of technical infrastructure - the biggest bottlenecks causing many projects to be behind schedule.

At the same time, investors and contractors are required to work in three shifts, increasing the workload by 15-20% compared to the plan; at the same time, complete acceptance and payment documents within four working days, avoiding piling up the workload at the end of the year. Ho Chi Minh City will publicize the list of violating contractors and apply specific sanctions to tighten public investment discipline.

In the final stage of the year, the city will focus on promoting disbursement of key infrastructure projects such as upgrading National Highway 1, National Highway 22, renovating Van Thanh canal, Ring Road 3, Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, Hoi Bai - Phuoc Tan Road (DT992).

Along with that, Ho Chi Minh City will review and flexibly transfer capital from slow-moving projects to projects with high disbursement potential, to ensure the completion of the public investment disbursement target in 2025.
