Regulate land use fees at reasonable levels
In the recently released report on housing and real estate market in the third quarter of 2025, the Ministry of Construction proposed that ministries and localities implement a number of groups of solutions to control housing prices.
That is to focus on perfecting institutions, policies, and laws on housing, real estate business, land, planning, investment, construction, credit, and taxes to ensure consistency and unity.
Continue to minimize administrative procedures and further strengthen decentralization.
Research and adjust regulations on land use fees appropriately, not allowing them to cause real estate, housing and land prices to increase far beyond people's income.
Develop and promulgate innovative, open and favorable mechanisms to attract resources to develop housing segments with prices suitable to people's incomes.
Focus on directing and promoting the development of social housing to complete the target of 100,000 social housing units by 2025 assigned by the Government.
Review and remove obstacles for real estate projects, especially removing obstacles in planning, compensation, site clearance, land allocation/lease to soon complete real estate projects, creating supply for the market.
Continue to monitor and grasp market information to promptly issue solutions and market management mechanisms towards stability, safety and sustainability.

Apartment prices continue to increase
In a recently released market report, the Ministry of Construction said that not only the primary selling price (the price offered by the investor), but also the secondary selling price (purchased from the old owner) of apartments also maintained an upward trend and established a new level in the third quarter of this year, especially in projects that have been handed over and have synchronous infrastructure.
The main reasons for this trend are the scarcity of land, high input costs, slow legal processes and high expectations from investors.
Specifically in Hanoi, the primary selling price of apartments increased sharply with an average price of 95 million VND/ m2 , of which more than 43% of new supply had a price of over 120 million VND/ m2 .
The sharp increase in primary prices has led to an increase in the price level of the entire market.
The average selling price at some prominent projects in the third quarter is as follows: Lancaster Legacy 149 million VND/m 2 , Heritage West Lake 140 million VND/m 2 , 88 Lang Ha 94 million VND/m 2 , The Nine Tower 80-92 million VND/m 2 , Masteri Grand Avenue 105 million VND/m 2 , Vinhomes Global Gate 110-130 million VND/m 2 .
In the high-end segment, many projects have high average selling prices such as: Sun Feliza Suites Cau Giay from 160-180 million VND/ m2 , The Nelson Private Residences from 130-180 million VND/ m2 , Starlake Tay Ho Tay 130-180 million VND/ m2 .
Meanwhile, in Ho Chi Minh City, in the third quarter of this year, the supply of apartments was concentrated in the mid-range and high-end segments. The average primary selling price reached 91 million VND/ m2 , some central areas had an average price of 120-150 million VND/ m2 .
The average selling price at some projects is as follows: Fiato Premier from 50-60 million VND/m 2 , The 9 Stellars from 76-92 million VND/m 2 , Paris Hoang Kim about 88-95 million VND/m 2 , Akari City from 48-58 million VND/m 2 , West Gate Binh Chanh from 41-48 million VND/m 2 .
In the high-end and luxury segment, the average selling price at projects: Lancaster Legacy from 168 - 210 million VND/m 2 , The Opusk Residence from 225 - 290 million VND/m 2 ; Grand Manhattan from 150 - 190 million VND/m 2 , Empire City from 142 - 178 million VND/m 2 , The Metropole Thu Thiem from 180 - 225 million VND/m 2 .
In other localities, the average apartment selling price in the third quarter of this year also increased slightly compared to the second quarter, in which Hai Phong increased by 1-2%, Da Nang increased by 7%, and Can Tho tended to increase slightly.
The Ministry of Construction also said that along with the increase in apartment prices, the average selling price of villas and townhouses also increased slightly, increasing from 1-3% depending on the project.
In Hanoi, the average selling price of villas and townhouses in some projects is as follows: Tay Ho Tay urban area is about 278 - 290 million VND/m 2 , The Manor Central Park is from 318 - 330 million VND/m 2 , Nam Thang Long - Ciputra Hanoi urban area is about 360 - 375 million VND/m 2 , Embassy Garden villa area is from 382 - 395 million VND/m 2 , Vinhomes Thang Long is 175 - 184 million VND/m 2 , Vinhomes Co Loa is 308 - 358 million VND/m 2 .
Meanwhile, in Ho Chi Minh City, the prices of villas and townhouses in the third quarter tended to stabilize at high prices. Some projects with average selling prices are as follows: The 9 Stellars 150 - 220 million VND/m 2 , The Classia 180 - 250 million VND/m 2 , Lucasta Villa 152-154 million VND/m 2 .
Regarding land, in the third quarter of this year, land prices in Hanoi and Ho Chi Minh City were stable and maintained at a high level. Some areas with synchronous infrastructure connections or clear planning information recorded an increase of 2-4% compared to the second quarter of this year.
Transaction volume in the third quarter decreased compared to the second quarter.
Regarding the supply of commercial housing projects, social housing and land in the third quarter of this year, the Ministry of Construction said that the total supply of completed construction of 78 projects with a scale of 27,949 units, lots/plots, including 17,194 apartments, 6,257 individual houses and 4,498 lots/plots of land transferred to people to build their own houses.
The number of projects eligible to sell future housing is 92 projects with a scale of about 37,987 units, of which 22,210 are apartments and 16,777 are individual houses.
Total real estate transaction volume in the third quarter of 2025 tends to decrease compared to the previous quarter.
In the third quarter, there were about 136,681 transactions, equal to 87% compared to the second quarter of 2025 and 96.6% compared to the same period in 2024.
The number of transactions of apartments and individual houses in the quarter was 32,114 transactions, the number of transactions of land plots was 104,567 transactions.
