According to the report, as of September 30, 2025, the whole province had 3,326 units that were 3 months or more late in payment, with a total amount of more than VND 508.59 billion.
The reason pointed out by the Social Insurance Agency is that recently the province has started to implement a two-tier local government model, leading to changes in the organizational structure of the government levels. In the beginning, the coordination between the Social Insurance Agency and the Party Committee and local government was not tight, leading to the amount of late payment remaining at a high level.

In addition, the production and business situation of many enterprises is still difficult, forcing them to cut down on labor and reduce production. Some enterprises have not yet complied with regulations on collecting and paying social insurance, health insurance and unemployment insurance.
Notably, many businesses have been slow to pay their taxes for a long time, even though they have been repeatedly urged by authorities, but have not yet resolved the problem.
Specifically, FLC Samson Golf & Resort Company Limited has 346 employees, 50 months late in payment with the amount of more than 35.8 billion VND; Thanh Hoa Shipbuilding Industry One Member Co., Ltd. has 43 employees, 102 months late in payment with the amount of more than 18.7 billion VND; Van Ha Garment Joint Stock Company has 565 employees, 16 months late in payment with the amount of nearly 12 billion VND...
According to Thanh Hoa Social Insurance, in the coming time, this agency will establish working groups, invite members of the Steering Committee for implementing social insurance and health insurance policies in the area, and representatives of agencies such as the Police, Tax Department, Provincial Inspectorate, Department of Home Affairs, Labor Federation... to participate in coordination.
The working groups will work with units that are 3 months or more behind in payment or have not participated or have not fully participated in social insurance, health insurance, and unemployment insurance, to completely resolve the debt situation and ensure the rights of employees.
