4 BOT projects worth nearly 60,000 billion VND at the gateway to Ho Chi Minh City will start construction in 2026

The Ho Chi Minh City People's Council approved the investment policy for these four transport projects in February, including upgrading and expanding National Highway 1; National Highway 13; National Highway 22; and the North-South axis road.

At the Ho Chi Minh City People's Committee meeting on the socio -economic situation in the first 10 months of 2025, the Director of the Department of Construction, Tran Quang Lam, announced that the city will simultaneously commence construction on four gateway transportation projects under the BOT (Build-Operate-Transfer) model in mid-2026. These projects include: upgrading and expanding National Highway 1, National Highway 13, National Highway 22, and the North-South axis – all vital routes that will help reduce traffic congestion and increase connectivity between Ho Chi Minh City and the Southeast and Southwest regions.

Currently, the Department of Construction is conducting environmental impact assessments for four projects and holding an architectural design competition for National Highway 1 and the North-South arterial road. The relevant units are coordinating to finalize investment documents for these four projects.

Four gateway transportation projects with a total investment of nearly 60,000 billion VND, implemented under the BOT (Build-Operate-Transfer) model, were approved in principle by the Ho Chi Minh City People's Council at its February session under the special mechanism of Resolution 98. Currently, the Department of Construction is coordinating with the Project Management Boards to expedite the approval of compensation, resettlement, and disbursement of public investment capital, with the land clearance cost alone estimated at approximately 27,000 billion VND.

Specifically, the project to upgrade and expand National Highway 13 has disbursed approximately 12,435 billion VND. The Department of Construction stated that it has completed the selection of a consulting contractor for surveying and preparing a feasibility study report, and expects to submit it for appraisal and approval in the fourth quarter of 2025 to ensure the commencement of construction in mid-2026.

The project to upgrade and expand National Highway 13 from Binh Trieu Bridge to Vinh Binh Bridge covers a length of nearly 6 km, expanding it to approximately 60 m with 10 lanes. Of this, more than 3.2 km will be constructed as a 4-lane elevated road with a design speed of 80 km/h.

The project also includes two two-way underpasses at the Binh Loi and Binh Phuoc intersections to separate traffic flows, reduce conflicts, and increase traffic capacity for the entire route.

The total investment is estimated at approximately 21,000 billion VND, with completion scheduled for 2028 and a toll collection period of about 21 years to recover the investment.

National Highway 13, over 140 km long, connects Ho Chi Minh City with Binh Duong and Binh Phuoc (now part of Dong Nai province). It is a major transportation artery at the northeastern gateway to Ho Chi Minh City, frequently experiencing traffic congestion and flooding during rain and high tides.

BOT project to upgrade and expand National Highway 1

The project to upgrade and expand National Highway 1, from Kinh Duong Vuong Street to the border of Long An (now part of Tay Ninh province), has a total length of nearly 10 km. It was expanded to 60 meters wide with 10-12 lanes. Of these, 6-8 main lanes were designed for a speed of 80 km/h to facilitate rapid traffic flow, while the two parallel lanes on either side were for motorcycles and mixed vehicles, with a speed limit of 60 km/h.

The project also includes the construction of four interconnected grade-separated interchanges and the renovation of a number of important infrastructure facilities.

Specifically, the Binh Dien Bridge and major intersections such as Kinh Duong Vuong, Binh Thuan, and Doan Nguyen Tuan will be expanded. The Binh Dien Bridge will have an additional bridge section on the right side, with a scale of 6 lanes and a width of 28.5m. This bridge currently has two sections with a total of 6 lanes.

At the Binh Thuan intersection (where National Highway 1 intersects with Nguyen Van Linh Boulevard and the Ho Chi Minh City - Trung Luong Expressway), a three-level interchange will be constructed, including two underpasses with four lanes for two-way traffic. The ground level will feature a central roundabout, while the upper level will house an overpass system. The project also includes two pedestrian bridges on the expressway access road and Nguyen Van Linh Boulevard.

The An Lac interchange will have a four-lane overpass built at the intersection of National Highway 1, Kinh Duong Vuong Street, and Tran Dai Nghia Street, allowing vehicles to travel directly through the main thoroughfare and reducing traffic congestion.

The total investment for the project is over 16.285 billion VND, with expected commissioning in 2028 and a toll collection period of approximately 21 years and 10 months. To minimize the impact on local residents, the city will only collect tolls on the main, fast-flow section of the road.

Recently, the Ho Chi Minh City People's Committee approved two component projects related to compensation, support, and resettlement. The project affects 2,241 households, of which 1,822 households will have to be completely relocated.

National Highway 1, from Kinh Duong Vuong Street to the Long An border, is a vital transportation artery connecting Ho Chi Minh City with the Southwestern region and the city's ring roads 2, 3, and 4.

The project to upgrade the North-South arterial road from Nguyen Van Linh to the Ben Luc - Long Thanh expressway has a length of 8.6km.

According to the design, the route will be expanded to 10 lanes, including 7.2km of elevated road with 4 lanes designed for a speed of 80 km/h; the ground-level section and parallel road will each have 3 lanes, with a maximum speed of 60 km/h, and 14 bridges on both sides of the road.

The main section of the route, an elevated bridge, is designed to be offset to the left of the planned centerline, in order to avoid the existing water supply pipeline and facilitate the future construction of Metro Line 4.

The project will construct grade-separated interchanges, including the intersection of Nguyen Van Linh Road and the Ben Luc - Long Thanh Expressway, prioritizing continuous traffic flow for major transport vehicles from Nguyen Huu Tho Road to Nguyen Van Linh Road and the Ben Luc - Long Thanh Expressway.

With a total investment of 9,894 billion VND, the project is expected to be completed in 2028 and will have a toll collection period of approximately 22 years.

Upon completion, the route is expected to become a fast, less disruptive transportation artery connecting the city center with the new South Saigon urban area and the Hiep Phuoc urban-port area. It will form a radial transportation axis connecting Ring Road 2 with the Ben Luc - Long Thanh Expressway and Ring Road 4, meeting the inter-regional transportation needs of the southern gateway of Ho Chi Minh City with the Eastern and Southwestern regions of Vietnam.

In early September, the Ho Chi Minh City People's Committee approved the plan for a design competition for an overpass on the main North-South axis, from Nguyen Van Linh to the Ben Luc - Long Thanh expressway.

National Highway 22 renovation and upgrade project

National Highway 22 is a vital route connecting Ho Chi Minh City with the Moc Bai international border gate (Tay Ninh). The project to renovate and upgrade National Highway 22 from the An Suong intersection to the Ho Chi Minh City Ring Road 3 has a length of 8km, with a total investment of 10,424 billion VND.

According to the plan, after the upgrade, National Highway 22 will be widened to 60m, comprising 10 lanes. Of these, 4 central lanes are for cars with a maximum speed of 80 km/h, and 6 parallel lanes are designed for 60 km/h, helping to separate traffic flows and ensure safety.

The project will also construct seven overpasses at key intersections, creating a smooth traffic flow network and minimizing intersection conflicts and prolonged traffic congestion.

The project is expected to be completed and operational in 2028, with a toll collection period of approximately 23 years and 10 months. The city will also only collect tolls on the central lane designated for high-speed vehicles.

The Department of Construction has also chaired, prepared, and submitted for approval 9 key Group A projects, including the Ho Chi Minh City Ring Road 4 - a nationally important project; the Binh Tien bridge and road; the road connecting Hanoi Highway to the Go Cong intersection; the expansion of Nguyen Duy Trinh road; and the construction of Thoi An - Thanh Xuan road.

This December, three key projects will submit their dossiers for appraisal: Can Gio Bridge; Thu Thiem 4 Bridge; and the Cat Lai – Phu Huu inter-port road.

The Department is also surveying and preparing pre-feasibility study reports for 14 key transportation projects, including Ring Road 2 (section 4), expansion of Truong Chinh - Cong Hoa road, Xo Viet Nghe Tinh road, Le Van Luong road, East-West Boulevard (section from National Highway 1 to Long An - now Tay Ninh)...
