4 BOT projects worth nearly 60,000 billion VND at the gateway to Ho Chi Minh City will start construction in 2026

The Ho Chi Minh City People's Council approved the investment policy for these four transport projects in February, including upgrading and expanding National Highway 1; National Highway 13; National Highway 22; and the North-South axis road.

At the meeting of the Ho Chi Minh City People's Committee on the socio -economic situation in the first 10 months of 2025, Director of the Department of Construction Tran Quang Lam said that the city will simultaneously start construction of 4 gateway traffic projects under the BOT form in mid-2026. The projects include: upgrading and expanding National Highway 1, National Highway 13, National Highway 22 and the North-South axis - all of which are key routes to help reduce congestion and increase connectivity between Ho Chi Minh City and the Southeast and Southwest regions.

Currently, the Department of Construction is conducting an environmental impact assessment report for 4 projects and conducting a competition for architectural designs for the National Highway 1 project and the North-South axis road. The units are coordinating to complete the investment documents for these 4 projects.

Four gateway traffic projects with a total investment of nearly 60,000 billion VND, implemented in the form of BOT, were approved in principle by the Ho Chi Minh City People's Council at the February meeting under the special mechanism of Resolution 98. Currently, the Department of Construction is coordinating with Project Management Boards to speed up the approval of compensation, resettlement and disbursement of public investment capital, of which the cost of site clearance alone is estimated at about 27,000 billion VND.

The project to upgrade and expand National Highway 13 alone has disbursed about VND12,435 billion. The Department of Construction said it has completed the selection of a consulting contractor to survey and prepare a feasibility study report, expected to submit for appraisal and approval in the fourth quarter of 2025 to ensure the construction progress starts in mid-2026.

The project to upgrade and expand National Highway 13 from Binh Trieu Bridge to Vinh Binh Bridge is nearly 6 km long, expanded to about 60 m with 10 lanes. Of which, more than 3.2 km will be built as a 4-lane elevated road, with a design speed of 80 km/h.

The project also includes two two-way underpasses at the intersection of Binh Loi and Binh Phuoc to separate traffic flows, reduce conflicts and increase traffic capacity for the entire route.

The total investment is expected to be about 21,000 billion VND, with completion date in 2028 and toll collection to recover capital in about 21 years.

National Highway 13 is over 140 km long, connecting Ho Chi Minh City with Binh Duong and Binh Phuoc - now part of Dong Nai. This is the main traffic axis at the northeastern gateway of Ho Chi Minh City, often congested and flooded during rain and high tide.

The project to upgrade and expand National Highway 1 from Kinh Duong Vuong Street to Long An border (now in Tay Ninh province) has a total length of nearly 10 km, invested to expand to 60 m with a scale of 10-12 lanes. Of which, 6-8 main lanes are designed with a speed of 80 km/h to serve fast traffic, and two parallel lanes on both sides are for motorbikes and mixed vehicles, with a speed of 60 km/h.

The project also builds four interconnecting interchanges and renovates a series of important infrastructure works.

In particular, Binh Dien bridge and major intersections such as Kinh Duong Vuong, Binh Thuan, Doan Nguyen Tuan will be invested in expansion. In particular, Binh Dien bridge will build an additional bridge unit on the right with a scale of 6 lanes, 28.5m wide. This bridge currently has two bridges with a total of 6 lanes.

At Binh Thuan intersection (intersection of National Highway 1 - Nguyen Van Linh Avenue - Ho Chi Minh City - Trung Luong Expressway access road), 3 floors including 2 tunnels with 4 two-way lanes will be built. The ground part will organize a central roundabout, the upper floor will be an overpass system. The project will also arrange two pedestrian bridges on the expressway access road and Nguyen Van Linh.

The total investment of the project is more than 16,285 billion VND, expected to be put into operation in 2028, with a toll collection period of about 21 years and 10 months. To reduce the impact on local residents, the city will only collect tolls on the main road - fast traffic.

Recently, the Ho Chi Minh City People's Committee approved two component projects related to compensation, support and resettlement. The project affects 2,241 households, of which 1,822 households must be completely cleared.

National Highway 1 from Kinh Duong Vuong Street to Long An border is a vital traffic route, connecting Ho Chi Minh City with the Southwest region and the city's belt roads 2, 3, and 4.

The project to upgrade the North-South axis road from Nguyen Van Linh to Ben Luc - Long Thanh expressway has a length of 8.6km.

According to the design, the route will be expanded to 10 lanes, including 7.2km of elevated road with 4 lanes designed for a speed of 80 km/h; underground route and parallel road with 3 lanes on each side, maximum speed of 60 km/h with 14 bridges on both sides of the road.

The main route is a viaduct that is calculated to be offset from the planned centerline to the left, to avoid the existing water supply pipeline and facilitate the construction of metro line No. 4 in the future.

The project will build different level intersections including the intersection of Nguyen Van Linh Street and Ben Luc - Long Thanh Expressway, giving priority to main transport vehicles from Nguyen Huu Tho Street to Nguyen Van Linh Street and Ben Luc - Long Thanh Expressway running continuously.

With a total investment of VND9,894 billion, the project is expected to be completed in 2028, with a toll collection period of about 22 years.

When completed, the route is expected to become a fast, less interrupted traffic axis, connecting the central area with the new urban area of ​​South Saigon, the urban area - Hiep Phuoc port, forming a radial traffic axis connecting Ring Road 2 with Ben Luc - Long Thanh Expressway and Ring Road 4, meeting the inter-regional traffic needs in the southern gateway of Ho Chi Minh City with the Eastern and Western regions of the South.

In early September, the Ho Chi Minh City People's Committee approved a plan for a competition to design the main overpass on the North-South axis, from Nguyen Van Linh to Ben Luc - Long Thanh expressway.

National Highway 22 is the main route connecting Ho Chi Minh City with Moc Bai International Border Gate (Tay Ninh). The project to renovate and upgrade National Highway 22 from An Suong intersection to Ho Chi Minh City Ring Road 3 is 8km long, with a total investment of VND10,424 billion.

According to the plan, after upgrading, National Highway 22 will be widened to 60m, including 10 lanes. Of which, 4 central lanes are for cars with a maximum speed of 80 km/h, 6 parallel lanes are designed for 60 km/h, helping to separate traffic and ensure safety.

The project will also build seven overpasses at key intersections, creating a smooth traffic network, minimizing intersection conflicts and prolonged congestion.

The project is expected to be completed and put into operation in 2028 and will have a toll collection period of about 23 years and 10 months. The city will also only collect tolls on the central lane for high-speed cars.

The Department of Construction has also presided over, established and submitted for approval 9 key group A projects, including Ho Chi Minh City Ring Road 4 - an important national project; Binh Tien bridge and road; road connecting Hanoi Highway to Go Cong intersection; expansion of Nguyen Duy Trinh Street; construction of Thoi An - Thanh Xuan Street.

This December, 3 key projects will submit appraisal documents: Can Gio Bridge; Thu Thiem 4 Bridge, Cat Lai - Phu Huu inter-port road.

The Department is also surveying and preparing pre-feasibility studies for 14 key traffic projects, including Ring Road 2 (section 4), expanding Truong Chinh - Cong Hoa Street, Xo Viet Nghe Tinh Street, Le Van Luong Street, East-West Avenue (section from National Highway 1 to Long An - now Tay Ninh)...
