This content is stated in a document of the Office of the Ho Chi Minh City People's Committee, conveying the opinion of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc on a number of proposals of Vingroup Corporation.

Specifically, the Chairman of the Ho Chi Minh City People's Committee requested Vingroup Corporation to study the plan to develop underground space combined with developing public space in the Ben Thanh market area according to the city's general planning, in order to enhance urban aesthetics, promote tourism economy , and improve regional traffic.

Previously, in a proposal sent to the Ho Chi Minh City People's Committee, Vingroup Corporation assessed that the Ben Thanh area was planned as underground space for the traffic system, metro station, technical infrastructure and commercial and service works.

However, up to now, apart from the underground area for metro station No. 1 (Ben Thanh - Suoi Tien), this area has not yet been invested in underground items for trade, services and parking.

On that basis, Vingroup proposed to research and invest in an underground space development project of about 12.5 hectares under the Ben Thanh area with the main function of being a central station connecting metro lines, combining commercial - service areas, underground parking lots and synchronous technical infrastructure.

According to Vingroup, the project aims to make the most of underground space, reduce the load on the ground, and at the same time increase the traffic and commercial capacity of the city center.

Also according to the Office of the Ho Chi Minh City People's Committee, Chairman Nguyen Van Duoc concluded in support of the investor's proposal to adjust the starting point of the urban railway project connecting the center of Ho Chi Minh City - Can Gio of VinSpeed High-speed Railway Investment and Development Joint Stock Company from Tan Thuan station to Ben Thanh station.

As directed, the Chairman of the Ho Chi Minh City People's Committee requested VinSpeed High-Speed Railway Investment and Development Joint Stock Company to urgently complete the application for approval of the investment policy to the Appraisal Council, and at the same time approve the investor of the urban railway project connecting the center of Ho Chi Minh City - Can Gio.

The Director of the Ho Chi Minh City Department of Finance (Chairman of the Appraisal Council) is requested to urgently organize the appraisal of the dossier requesting approval of the investment policy, and at the same time approve the investor according to the law, and submit it to the Ho Chi Minh City People's Committee for consideration and decision. The time to complete the above directive content is before October 31.
