At the Muong Lat Commune Police Station, we witnessed the scene of local people holding car, motorbike and scooter license plates in their hands with excitement.

Mr. Nguyen Van Tuan in Ward 3, Muong Lat Commune said: “Today, I brought my car to Muong Lat Commune Police to register for a car license plate. Here, the commune police officers gave me detailed and clear instructions, the procedure was simple so it only took me about 20 minutes to complete. Now, registering a car or motorbike is very convenient, quick, and there is no overload. Before that, I had declared on the Online Public Service Portal, so I only needed to complete a few steps, the procedure for getting a license plate and receiving the license plate.”

Major Duong Van Quynh, Deputy Head of Muong Lat Commune Police, informed: "On June 30, 2025, the Ministry of Public Security issued Circular No. 51/2025/TT-BCA amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA dated November 15, 2024 on the issuance and revocation of registration certificates and license plates of motor vehicles and specialized motorbikes. The Circular takes effect from July 1, 2025, clearly stating that individuals and organizations can register their vehicles at any commune-level police station in the province or city, and are no longer bound by their place of residence. Therefore, decentralization helps people choose a suitable place to register their vehicles, reducing travel time and costs."

To ensure that vehicle registration is carried out synchronously and effectively, Muong Lat Commune Police have proposed a plan to renovate, supplement equipment and arrange working personnel. At the same time, they proposed to the Traffic Police Department (Provincial Police) to organize professional training for officers and soldiers of the commune police directly involved in vehicle registration; instruct on the use of the software system for registration and management of road motor vehicles, meeting public services at levels 3 and 4 according to regulations of the Ministry of Public Security. Accordingly, from March 1, 2025 to now, Muong Lat Commune Police have received nearly 50 car registration applications and 600 motorcycle and motorbike registration applications.

Ba Thuoc Commune was formed on the basis of merging 3 administrative units, so the people's demand for car, motorbike and motorbike registration is relatively large. Ba Thuoc Commune Police has proactively prepared the best conditions in terms of vehicles, machinery and human resources to serve the people. Lieutenant Colonel Ha The Nghi, Head of the Commune Police, shared: "Implementing the policy of decentralizing registration and issuing license plates for cars, motorbikes and motorbikes to commune-level police, the Commune Police has proactively reviewed and arranged experienced officers in each field to receive and handle procedures for registering cars, motorbikes and motorbikes of the people. Thanks to that, up to now, the work has been smooth, effective, and received satisfaction from the people. From March 2025 to now, Ba Thuoc Commune Police has received nearly 60 car registration applications and 360 motorcycle and motorbike registration applications".

It can be seen that the decentralization of car, motorbike and scooter registration to the commune-level police not only brings direct benefits to the people, but also contributes significantly to the State management of traffic order and safety. When vehicles are strictly managed from the grassroots level, registration data, license plates and vehicle sales and purchases are updated regularly and accurately, it will effectively serve the investigation and handling of violations as well as the prevention and fight against crime.
