
Dear Deputy Minister, in its role as the agency guiding the review, reduction, and simplification of administrative procedures (AP), what solutions is the Ministry of Justice implementing?
In the instructions sent to ministries, branches and localities, the Ministry of Justice emphasized that the review, reduction and simplification of procedures must be carried out synchronously with the review of legal regulations, in order to propose amendments, supplements and abolition of relevant legal regulations. Only when both contents are resolutely implemented synchronously, the plan to reduce administrative procedures based on data on November 15, 2025 will ensure substance and promote practical effectiveness.
Faced with the extremely urgent request, the wide scope of the review, applicable to ministries, branches and localities across the country, the Ministry of Justice has requested the Department of Justice of localities to act as the focal point to help the People's Committees of provinces and cities monitor and urge the implementation; at the same time, requesting the heads of legal organizations of ministries and agencies under the Government to closely coordinate in reviewing both administrative procedures and legal regulations, creating a basis for the issuance of the Government's normative Resolution according to the provisions of Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms to handle difficulties and problems caused by legal regulations.
Along with that, the Ministry of Justice will organize inspection teams to urge the implementation of the Prime Minister 's Official Dispatch No. 201/CD-TTg dated October 22, 2025 at a number of ministries, branches and localities, to ensure that the Reports are sent to the Ministry of Justice before October 31, 2025 with the highest quality in accordance with the direction in the Prime Minister's Official Dispatch.
So, how is the roadmap for reducing and replacing paper documents with electronic data implemented, Deputy Minister?
Based on the factors of ensuring data, accuracy and feasibility of replacing documents with electronic data, ministries, branches and localities need to proactively propose a specific implementation roadmap. For example, with 15 types of documents according to the guidance of the Ministry of Public Security, we can completely implement it from November 15, 2025.
In addition, many other types of documents will be gradually completed along with the progress of digitization, "cleaning" data in national databases and data of ministries, branches and localities. Therefore, it is necessary to clearly define the implementation principle of how far the data is completed, on the principle of "correct, sufficient, clean, alive, unified, shared" to reduce procedures to that extent. This must be considered a fundamental, comprehensive solution to simplify and reduce administrative procedures in the coming time.
During the implementation process, it is inevitable that people or businesses will report inaccurate data. Therefore, it is necessary to calculate a data “cleaning” process and a specific handling mechanism to ensure the legitimate rights of people when the data is incomplete or contains incorrect information.
Dear Deputy Minister, with specific administrative procedures under the provincial authority, what should be done so that the replacement of documents and records with data can be implemented synchronously and effectively?
For localities with specific administrative procedures (according to the latest statistics, there are 668 procedures clearly stated in the appendix issued by the Ministry of Justice), these are procedures under the jurisdiction of the provincial level, for which the Chairman of the Provincial People's Committee is responsible. However, the Ministry of Justice has also requested localities to provide information for synthesis in implementing solutions to replace documents and records with electronic data to ensure consistency and synchronization. This will be an important basis for unified leadership and direction in the coming time.
The general spirit is that localities must thoroughly grasp the principle that if there is data, they must use it to replace it when resolving administrative procedures for people and businesses. To do that, we need to effectively promote the role of the Project 06 Working Groups of localities, thereby effectively implementing the goal of reducing administrative procedures, creating maximum convenience for people and businesses, and at the same time minimizing social costs during the implementation process.
I believe that with the determination of the Government and the responsibility of ministries, branches and localities, the reduction and simplification of administrative procedures based on data will achieve substantial results, bringing specific benefits to people and businesses.
