Satisfying businesses' expectations for institutional reform

Responding to the Plan of the Central Committee of the Vietnam Fatherland Front on organizing the collection of comments on the Draft Documents to be submitted to the 14th National Party Congress, in Hung Yen province, many cadres, party members and people have approached and studied the documents with a sense of responsibility, intelligence and deep faith in the leadership of the Party. Their comments clearly show their dedication to building the Party and the aspiration for the country to develop more prosperously and happily in the new period.

Amidst the busy professional work of a business unit, in the past few days, Mr. Nguyen Ngoc Hoan, Deputy Secretary of the Party Committee - Deputy Director of Petrolimex Hung Yen One Member Limited Liability Company, has spent time carefully studying the Draft Documents to be submitted to the 14th National Party Congress.

Mr. Hoan said that the Draft has many innovative points, boldly setting high goals for growth and development; clearly indicating directions, tasks, measures and specific action programs to achieve those goals. In particular, he was particularly impressed with contents such as: "Continuing to build and perfect synchronous institutions", "Building a number of large-scale economic groups and state-owned enterprises, operating effectively, with international competitiveness, playing a pivotal and pioneering role in important fields such as energy", or "Breakthroughs in science, technology, innovation and digital transformation to serve and create development".

According to Mr. Hoan, when the above contents are approved, it will be the basis for creating real breakthroughs, meeting the expectations of the people and satisfying the expectations of the business community, opening up new development opportunities for the country and each locality. In particular, in the action program in Section I, Appendix 3 of the Draft Document, a series of tasks are set out for agencies. That is to perfect the law in the fields of planning, construction, land, tax... which currently have many shortcomings, which are institutional bottlenecks. "Resolving the above backlog will remove obstacles, reduce the time in carrying out procedures and documents when implementing construction investment projects for businesses. This will certainly satisfy the expectations of the majority of people and businesses," Mr. Hoan acknowledged.

Giving specific comments on the form and layout, Mr. Hoan highly appreciated the innovation of this document, integrating three documents into one: Political Report, Socio-Economic Report and Party Building Summary Report. The content is also refined, concise, clear, and goes straight to the point. In particular, the Draft Action Program attached to the Political Report clearly pointed out the targets, objectives, and specific tasks for each committee, ministry, branch, and locality, demonstrating the Party's high political determination in implementing and realizing the Congress Resolution.

From the perspective of a manager of a state-owned enterprise, Mr. Nguyen Ngoc Hoan believes that the document, once approved, will open a "clear runway" for businesses to take off. However, he also expressed concern about what businesses need to do to achieve the targets and tasks that the Party has determined in the coming term? What will be the specific goals, strategies, and tasks of state-owned enterprises to operate effectively, have international competitiveness, and play a pivotal and pioneering role in important areas as expected by the Party.

Referring to the reality at Petrolimex Hung Yen, Mr. Hoan said that the enterprise is concretizing many contents from the Document into production and business activities. These include restructuring the apparatus, improving management efficiency, cutting costs, increasing productivity, and at the same time promoting the leading role in stabilizing the petroleum market, ensuring supply in all situations. Petrolimex is also implementing the energy conversion orientation, providing environmentally friendly fuel products such as: E5 RON92-II, E10 RON95-III, RON95-V, DO 0.001SV; cooperating in building electric vehicle charging stations, inventorying greenhouse gas emissions, deploying rooftop solar power systems... to gradually adapt to the global energy transition trend.

Along with that, the enterprise continues to focus on environmental protection and sustainable development, investing in upgrading warehouse systems, installing vapor recovery equipment, wastewater treatment, using double-layer tanks, and sealed import technology to reduce emissions. In addition to business activities, Petrolimex Hung Yen also actively participates in social security programs such as: Building houses for the poor, supporting people with meritorious services, supporting natural disaster recovery, giving gifts to poor students who overcome difficulties... These activities not only bring positive help and timely encouragement to people in difficulty but also contribute to spreading the spirit of humanity and social responsibility of the enterprise.

The contents that the enterprise has been implementing are also very correct and in line with the orientation in the Document, which is "Ensuring progress, social justice, social security, social welfare...", Mr. Nguyen Ngoc Hoan shared.

Expressing deep concern for the contents of the Draft Documents submitted to the 14th National Party Congress, Mr. Nguyen Duc Than, Head of the Veterans Association of Doan Thuong Residential Group, Son Nam Ward (Hung Yen Province), assessed that in the context of the country facing many difficulties, especially suffering severe consequences from the COVID-19 pandemic and complicated fluctuations in the world economic-political situation, Vietnam still maintained its growth rate. All fields achieved quite comprehensive results, including many outstanding bright spots. From the perspective of "Uncle Ho's soldier", Mr. Than emphasized the content, for the first time, the Draft Political Report of the 14th National Party Congress affirmed the need for "breakthrough development" instead of just "development" or "construction" as in previous Party resolutions on the development of the defense and security industry. This shows a very high political determination, aiming to create a leap forward in the development of the defense and security industry. Along with continuing to affirm the "dual-purpose, modern" nature, the Draft Political Report submitted to the 14th Congress adds the elements of "autonomy, self-reliance, self-strengthening" in the development of the defense and security industry.

With such spirit, the Vietnam People's Army in particular and other forces in general will meet the requirements of firmly protecting the Fatherland in all situations, especially high-tech warfare.

The 14th National Party Congress, with its spirit of innovation, aspiration and action, is expected to create a new vitality, opening a period of strong development for the country. With faith and responsibility, officials, party members and people of Hung Yen are actively and substantially contributing to the completion of the Draft Documents, clearly demonstrating the spirit of "people know, people discuss, people inspect, people supervise, people benefit", joining hands with the whole country to build a strong Party and create a prosperous future for the nation.
