At the meeting, Cao Bang Provincial Party Secretary Phan Thang An suggested that the Provincial People's Council, Provincial People's Committee and all levels, sectors and localities need to focus on concretizing the action program to implement the Resolution of the 20th Provincial Party Congress; consider and promulgate appropriate and consistent mechanisms and policies, bringing about practical efficiency, contributing to the completion of the double-digit growth target (GRDP 10%) right from 2026, creating a strong breakthrough momentum for the entire period of 2026 - 2030.

The Provincial Party Secretary requested to focus on investment in developing socio-economic infrastructure; speed up the progress of key projects such as the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway, coordinate with Thai Nguyen province to promote investment procedures for the Bac Kan - Cao Bang expressway; investment project to build medical facilities and 11 inter-level boarding schools in border communes. The province continues to remove difficulties for businesses, speed up the disbursement of public investment capital.

All levels, sectors and localities need to pay attention to comprehensively developing the fields of culture, education , health, social security, sustainable poverty reduction; improving people's quality of life; promoting administrative reform, digital transformation; innovating leadership methods, enhancing decentralization and delegation of power in each field, in accordance with the two-level local government model...

Mr. Phan Thang An suggested that all levels and sectors strengthen propaganda and mobilization, focus on grasping the thoughts and aspirations of the people and voters before the 14th National Congress of the Party and the election of National Assembly deputies and People's Council deputies at all levels; seriously and qualitatively organize the implementation of contents related to election work according to their authority...

The meeting is expected to pass 20 resolutions on socio-economic development such as: Resolution promulgating Regulations on expenditure contents and expenditure levels for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term in Cao Bang province; Resolution promulgating Regulations on decentralization of revenue sources, expenditure tasks, and percentages of revenue sharing between budgets of local authorities at all levels in Cao Bang province in 2026; Resolution stipulating support mechanisms for implementing social housing construction investment projects in Cao Bang province in the 2026-2030 period....

In 2026, Cao Bang province strives to achieve double-digit economic growth, creating a clear breakthrough in socio-economic development. Specific targets: GRDP growth rate of 10%; GRDP per capita of 56.85 million VND; budget revenue in the area of 3,530 billion VND; investment capital implemented in the area increased by 11%; multidimensional poverty rate reduced by over 3%; the rate of communes with a People's Happiness Index (CB-HPI) score of 70 points or more reached 70%.

Cao Bang province currently has 13/16 main targets for 2025 completed and exceeded the plan, such as: GRDP is estimated at 8%; state budget revenue reaches over 4,000 billion VND, up 62% over the same period in 2024; trade, services, and tourism sectors grow well; total social investment capital increases by 13.92%; total number of visitors reaches over 2.5 million, up 38.4%; completing the Program to eliminate temporary and dilapidated houses in the period 2021 - 2025...
