The youth of the whole army need to carry out well '2 shock, 2 readiness'

Attending the Congress were members of the Politburo: General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense ; General Nguyen Trong Nghia, Secretary of the Central Committee of the Party, Standing Member of the Central Military Commission, Head of the General Political Department of the Vietnam People's Army. Also present were First Secretary of the Central Committee of the Youth Union Bui Quang Huy; and 399 official delegates, carrying with them the spirit of solidarity, "Pioneering achievements, upholding glorious traditions" of the Army youth.

In his opening remarks, General Nguyen Trong Nghia emphasized that the results of the Youth Union's activities and the youth movement in the Army over the past years have affirmed that, under any conditions or circumstances, the youth of the Army have always been absolutely loyal to the Party and the revolutionary cause, upholding the will to fight and win, making important contributions to the building of the army, and the building and protection of the Fatherland; worthy of the trust and love of the Party, the State, the Army, and the people.

The 11th National Congress of the Youth Union is held at a time when the entire Party, people and army are striving to successfully complete the goals and tasks of 2025, towards welcoming the 14th National Congress of the Party.

According to the Head of the General Political Department of the Vietnam People's Army, the Congress is of special importance, aiming to continue to thoroughly understand and implement the Party's guidelines and policies, and the State's laws and regulations on Youth Union work and youth movements, thereby guiding and motivating young people throughout the army to be loyal, courageous, innovative, proactive, creative, and worthy of being called Ho Chi Minh's soldiers in the new era.

To ensure the Congress successfully completes its agenda and content, General Nguyen Trong Nghia requested that delegates thoroughly understand and deeply grasp the Party's military and national defense viewpoints and guidelines, the requirements and tasks of building a revolutionary, regular, elite, and modern army, especially the major targets and orientations of the Central Military Commission and the Ministry of National Defense, in order to maintain direction and improve the quality and effectiveness of youth union work and youth movements in the next term and subsequent years.

At the same time, delegates need to leverage collective intelligence, carefully study the draft documents, especially the draft Political Report to be presented at the Congress; participate in discussions and contribute opinions in a democratic, frank, scientific spirit, closely reflecting the practical situation of their units, making the Political Report truly the crystallization of the wisdom, experience, and aspirations of the entire army, clearly demonstrating its combativeness, orientation, and high feasibility...; bringing the voice, thoughts, aspirations, and intelligence of the youth of the entire army to contribute to building the 11th All-Army Youth Union Congress into a Congress of intelligence, courage, pioneering spirit, and creativity, worthy of the glorious tradition of Uncle Ho's soldiers.

The Congress listened to the representative of the Presidium report on the results of the first session of the Congress held on the afternoon of December 9 and presented the Political Report (summary) at the Congress.

The theme of the Congress, also the title of the Political Report, was: "Army Youth - Courageous, Pioneering, Breakthrough, Developmental, Worthy of the Name of Uncle Ho's Soldiers, Confidently Stepping into the New Era"; the action slogan of the Congress was: "Army Youth - Courageous, Pioneering, Breakthrough, Developmental". At the Congress, delegates discussed and contributed many heartfelt and insightful opinions to the Political Report.

Commending the achievements of the Army's youth, General Phan Van Giang requested that Party committees and commanders at all levels lead and direct the youth of the entire army to effectively implement the "2 initiatives, 2 readinesses" in the coming period, specifically: Taking the lead in successfully fulfilling the Army's political tasks; taking the lead in successfully implementing revolutionary action movements of the youth; being ready to undertake difficult and new tasks; and being ready to go to remote areas, border regions, islands, and difficult areas.

Expressing his agreement that the Army's youth have launched and are committed to effectively implementing the "Three Pioneers for Victory" movement in the coming term, General Phan Van Giang requested that the youth of the entire army thoroughly understand the Resolution of the 12th Party Congress of the Army, concretizing breakthroughs to determine the content of this movement. Immediately after the Congress, all Youth Union organizations in the entire army must organize the launch and serious and substantive implementation of the movement, ensuring that each content and each target becomes a reality.

Regarding the readiness to perform difficult and new tasks, the Minister of National Defense affirmed that this is a high requirement for every cadre, union member, and youth in the Army.

"I hope that the young generation in the Army will always be ambitious and not falter in the face of difficulties, hardships, and dangers, especially in the context of increasingly complex non-traditional security challenges," said Senior General Phan Van Giang.

Besides, Minister Phan Van Giang emphasized that being ready to go to remote, border, island and difficult areas is a requirement that belongs to the nature and fine tradition of the Army that each cadre, union member and youth needs to promote more strongly in the new situation.

"Our presence in remote, border, island, and disadvantaged areas not only contributes to helping people develop socio-economic conditions but also strengthens the political system at the grassroots level, especially in building and consolidating the all-people national defense, the all-people national defense posture linked with the people's security, the people's security posture, and a solid 'people's hearts' defense posture," the Minister emphasized.

The Central Military Commission and the Ministry of National Defense expect that young people in the Army will engrave in their hearts Uncle Ho's teachings, diligently cultivate and train themselves, strive continuously, and reach new heights in all tasks and fields, continuing to contribute even more to the cause of building the Army, consolidating national defense, and protecting the Fatherland.

The delegation of young military personnel attending the 13th National Congress of the Ho Chi Minh Communist Youth Union was introduced to the Congress. The official delegation consisted of 24 people, and the alternate delegation included 6 people. The Congress also adopted the 5-year Action Program for the Youth Union's work and youth movement in the military (2025-2030), with the action slogan "Military Youth: Courageous, Pioneering, Breakthrough, Developmental".
