
On the morning of December 10, the National Assembly passed the Law on Disease Prevention, effective from July 1, 2026.
Notably, regarding the issue of periodic health check-ups and free screening, the law has amended and supplemented a number of articles of the Law on Health Insurance. Specifically, it stipulates that people will be covered by the Health Insurance Fund for periodic health check-ups and free screening according to the roadmap and balance capacity of the Health Insurance Fund. Minister of Health Dao Hong Lan emphasized that this is an important breakthrough.
Accordingly, people are entitled to free periodic health check-ups or screening at least once a year according to priority groups and schedules; employers pay for periodic health check-ups for employees according to labor laws and labor safety and hygiene laws; the state budget and the Health Insurance Fund pay according to health insurance laws.

The Law also regulates the prevention and control of non-communicable diseases, the prevention and control of mental disorders and nutritional issues in disease prevention, ensuring risk management, screening, early detection of diseases and timely and appropriate preventive and treatment measures, including provisions related to prioritizing vulnerable groups and disadvantaged areas.
According to the law, the Disease Prevention Fund is a non-budgetary state financial fund, under the Ministry of Health, operating under the model of a public service unit, with the task of focusing on the following activities: preventing and combating the harmful effects of tobacco; periodic health check-ups, free screening; preventing and combating non-communicable diseases; preventing and combating mental disorders...
The law also stipulates special and superior preferential policies for medical staff directly working in commune-level health stations and preventive health facilities.
The law clearly states the prohibited acts in disease prevention, including the use of disease prevention measures that lack scientific basis or are contrary to ethical and cultural norms; organizing vaccinations and testing at facilities or locations that do not meet the necessary conditions...
Prohibited acts in the prevention and control of infectious diseases include: intentionally disseminating and spreading infectious agents; illegal access; improper use or changing the purpose of use of infectious agents without permission from competent authorities; concealing or intentionally failing to declare cases of infectious diseases according to the provisions of law; committing fraudulent acts, feigning mental disorders to gain profit, evading legal obligations...
By law, Vietnam National Health Day is April 7 every year.
