Effectively exploiting new development space
According to the Deputy Prime Minister, the goals of the Congress Resolution are specified in 27 main targets for socio -economic development in the 2026-2030 period, including: 10 economic targets, 9 social targets, 8 targets for environmental protection and climate change adaptation.
Regarding economic development, the Congress Resolution sets a target of striving for GDP growth of 10% or more per year; currently, 1 locality strives for GRDP growth of 14% - 14.5% per year; 5 localities registered to strive for 11% to 12%; 22 localities registered to strive for 10% to 11%; 6 localities strive for 8% to 10%. The contribution of total factor productivity (TFP) to growth is 55% or more.
Regarding social development, strive for an HDI of 0.78. Average life expectancy from birth is 75.5 years, healthy life expectancy is 68 years. Reduce the poverty rate (according to multidimensional poverty standards) by 1 - 1.5%/year.
Regarding environmental protection and climate change adaptation, the target is for 80% of rural households to have access to clean water according to standards; the rate of greenhouse gas emission reduction is 8-9%; and the forest cover rate is 42%.
Strengthening the building and rectification of a clean and strong Party
To implement the objectives of the Resolution, the Action Program has set out 3 main groups of tasks, including 14 groups of solutions and 208 specific tasks. The first group of tasks is the task of continuing to promote Party building and rectification; building an honest government to serve the people, including 4 groups of solutions and 41 specific tasks. In particular, strengthening the building and rectification of a clean and strong Party in terms of politics , ideology and ethics is a key task, of decisive significance to the successful implementation of the Resolution of the 1st Government Party Congress, term 2025 - 2030.
The entire Party must be steadfast in Marxism-Leninism and Ho Chi Minh Thought, uphold the goal of national independence associated with socialism; build a truly exemplary Government Party organization in terms of political mettle, intelligence, innovation and public service ethics; be a center of solidarity, unity of will and action. At the same time, enhance political mettle, organizational style and culture, promote the application of science, technology and digital transformation. Innovate propaganda work in a timely, modern and effective direction; promote the role of media agencies, press, reporters, strengthen education on revolutionary ideals, ethics, cultural lifestyle and arouse the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride" among cadres, party members and the young generation.
Continue to effectively implement the Resolution of the 4th Central Committee of the 11th and 12th terms and the Conclusion of the 4th Central Committee Conference of the 13th term in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle. Proactively protect the Party's ideological foundation; skillfully combine "building and fighting", taking "building as the focus", steadfastly and flexibly in fighting against erroneous and hostile viewpoints according to the motto: Proactive - Timely - Flexible - Creative - Effective.
Building the Party on ethical foundations must be given special importance, and the responsibility of setting a good example for cadres, especially those in leadership positions, must be emphasized. A culture of honest and professional public service must be built, overcoming the tendency to evade responsibility, pass the buck, and be afraid to act. The mechanism of self-criticism and criticism must be genuinely promoted, linked to the fight against degradation, individualism, and negative manifestations within the ranks of cadres and Party members.
In the 2025 - 2030 period, focus on building the Party in terms of organization and cadres to improve the leadership capacity and fighting strength of the Government Party Committee and Party committees, and focus on developing new Party members. Issue regulations on decentralization of cadre management and planning, appointment and dismissal of cadres in accordance with the regulations of the Central Committee. Complete the construction of job positions, payroll management and organizational arrangement, effectively implement the model of a streamlined, efficient, effective and efficient 2-level local government. Build a team of talented, dedicated cadres and Party members with strong political will, who dare to think, dare to do, dare to take responsibility, implement the mechanism of "in and out, up and down"; promptly replace those who do not meet the requirements. The second group of tasks is to focus on leading, directing, and organizing the successful implementation of socio-economic development tasks, including 8 groups of solutions and 131 specific tasks. In particular, focusing on quickly perfecting development institutions, liberating production capacity, mobilizing all resources, and creating new driving forces for development. Establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science, technology, innovation, and digital transformation as the main driving force. Making breakthroughs in the development of science, technology, innovation, and national digital transformation. Building a modern national education system that is on par with the region and the world, focusing on developing high-quality human resources.
Along with that, develop synchronous and modern infrastructure, effectively exploit new development space, take urban areas as the driving force for regional development and promote new rural construction. Develop culture and society, implement social progress and equity; focus on improving people's material and spiritual life and health. Manage and use resources effectively, strengthen environmental protection, proactively adapt to climate change, prevent, combat and mitigate natural disasters. Promote the building of a socialist rule-of-law state that creates development, is honest, acts, and serves the people; improve social governance capacity, resolutely and persistently fight against corruption and negativity, practice thrift and combat waste.
The third group of tasks on strengthening leadership in national defense, security and foreign affairs, including 2 groups of solutions, 36 specific tasks, focuses mainly on consolidating and strengthening national defense and security; building a revolutionary, disciplined, elite and modern People's Army and People's Public Security; firmly protecting the Fatherland. Promoting the synchronous and creative implementation of foreign affairs activities and deep, comprehensive and effective international integration.
Implement seriously, synchronously and effectively
To bring the Congress Resolution into life, Member of the Party Standing Committee, Deputy Prime Minister Nguyen Chi Dung said that the most important requirement is to organize serious, synchronous and effective implementation. The focus is to strengthen the responsibility of leadership and direction throughout the system. Party committees at all levels in the Government Party Committee must directly lead and direct the implementation of tasks according to the Action Program; ensure progress, quality and efficiency; strive to successfully complete the goals of the Congress Resolution set for the 2025 - 2030 term.
Party committees of ministries, branches, government agencies and local Party committees need to focus on reviewing and updating solutions to promote growth. Mobilize, allocate and use resources in accordance with practical conditions. Organize timely, flexible and effective implementation of goals and targets of sectors, fields and localities. Strictly implement the regime of monitoring, inspection, supervision and evaluation of annual and ad hoc results, and submit reports in accordance with regulations.
Along with that, strengthen propaganda and dissemination work throughout the Party system. The Government Party Committee's Propaganda and Mass Mobilization Commission is responsible for presiding over the development of propaganda plans and guiding subordinate Party Committees; organizing extensive dissemination, helping cadres and Party members unify their awareness and high determination in implementing the Resolution. Ensure smooth information, create consensus and spread the spirit of innovation throughout the system.
The Government Party Committee Office is responsible for coordinating between units; closely monitoring the implementation progress. Carrying out inspection and evaluation of results, regularly reporting to the Standing Committee and the Executive Committee. Proactively giving early warnings of difficulties and obstacles; promptly proposing solutions to avoid delays and lack of resources.
The Deputy Prime Minister also emphasized the need to continue refining the program and tasks according to practical requirements. The Executive Committee and the Standing Committee of the Government Party Committee will base their actions on the implementation situation to promptly adjust and supplement tasks in the Action Program, meeting the new requirements of Party building and the practical development of the country in the period of strong reform.
The action program has demonstrated the high determination of the Government Party Committee in putting the Resolution of the 1st Congress, term 2025 - 2030 into practice. Emphasizing this, the Deputy Prime Minister requested that, on the basis of correctly and fully understanding the contents, Party committees, Party organizations, agencies, units, cadres and Party members in the Government Party Committee promote the spirit of responsibility, innovation and creativity, tighten discipline and order, and strictly perform assigned tasks.
“With the highest determination, we will complete the goals of the Resolution, contributing to building an increasingly clean and strong Government Party organization, meeting the requirements and tasks in the new development stage of the country,” the Deputy Prime Minister believes.
