The National Assembly passed a Resolution on thematic supervision and questioning.

On the morning of December 11th, the National Assembly voted to approve the Resolution on the implementation of several resolutions of the 14th and 15th National Assembly terms on specialized supervision and questioning, with 439 out of 439 attending delegates voting in favor, representing 92.81% of the total number of National Assembly delegates.

The National Assembly acknowledges and highly appreciates the efforts of the Government, the Supreme People's Court, the Supreme People's Procuracy , and the State Audit Office. In the context of consolidating the organizational structure and rearranging administrative units, they have proactively and actively implemented the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning, achieving many positive results. These efforts have contributed to perfecting the legal system, enhancing the effectiveness and efficiency of the state apparatus, creating significant changes in management and direction, promoting socio-economic development, ensuring national defense and security, and improving the material and spiritual lives of the people. However, some tasks remain incomplete, delayed, or ineffectively implemented, failing to meet the requirements of the National Assembly, voters, and the people.

The National Assembly requests the Government to study, amend, and supplement mechanisms, policies, and regulations to meet the requirements of securities market development; diversify products and increase the supply of goods on the securities market to facilitate and strengthen the mobilization of financial resources for the economy . In 2026, continue to restructure and improve the operational efficiency of state-owned enterprises, ensuring they are streamlined, efficient, and free from losses and waste of state capital. By December 30, 2027 at the latest, complete the connection of specialized public asset databases with the national public asset database.

In the banking sector, the Government is focusing on removing obstacles and accelerating the implementation of credit programs for social housing projects, worker housing, and projects to renovate and rebuild old apartment buildings; credit programs for young people under 35 to buy social housing; and credit programs for investment in electricity, transportation, and strategic technology infrastructure. Urgent research is being conducted to develop solutions for establishing a gold exchange according to a suitable roadmap.

In the field of industry and trade, the Government is accelerating the implementation of key and urgent projects in the electricity and coal sectors; inspecting, monitoring, and regularly tracking electricity demand and emerging factors, and providing timely, appropriate, and effective solutions to ensure sufficient electricity supply for production, business, and people's consumption. The goal is to complete electricity supply to all households by 2027 and to put into operation a competitive retail electricity market.

In the fields of agriculture and environment, the National Assembly requested the Government to allocate sufficient resources and expedite the relocation and resettlement of people in areas at high risk of natural disasters, especially those prone to flash floods and landslides, ensuring their livelihoods. It also requested the inspection and supervision of localities in addressing the shortage of residential and agricultural land for ethnic minority communities.

In the construction sector, the Government is researching and implementing policies to encourage and promote the application of green and recycled materials to optimize resources and minimize environmental impact. By 2026, it will issue procedures, standards, norms, unit prices, and a legal framework for the use of sea sand as a road construction material, ensuring safety, efficiency, and environmental sustainability, as well as a Decree detailing the removal of obstacles in BOT transportation projects.

For the science and technology sector, the Government is developing a list of national digital platforms and sectoral digital platforms based on a common orientation, ensuring unified and interconnected operation across sectors in the digital environment. It will continue to promote data connectivity and sharing through the national data sharing integration platform. The standardization and verification of subscriber information with the national population database (including the addition of subscriber portrait photo verification) will be completed definitively by 2026.

The National Assembly requests the Government to continue implementing the policy of fundamental and comprehensive reform of education and training. A comprehensive review and evaluation of the organization of examinations during the transitional period between the two general education programs (2006 and 2018) should be conducted, and a roadmap for organizing examinations in a suitable, unified, and stable manner in the following years should be established. Local authorities should be directed to recruit all teachers allocated by competent authorities, and to thoroughly address the issue of teacher shortages and surpluses.

By the second quarter of 2026 at the latest, the Government will issue regulations to address obstacles and difficulties in the management, use, and settlement of resources serving the COVID-19 prevention and control efforts. Continue to increase vaccination rates nationwide, especially in ethnic minority areas, mountainous regions, areas with difficult socio-economic conditions, and areas with low vaccination rates. Develop a system for providing child protection services; provide timely support and intervention for abused children and guide child protection in the online environment. By 2027, 100% of communes/wards will have child protection workers and a 24/7 hotline.

The National Assembly also requested the Government to urgently review and finalize job positions to suit the reorganized administrative structure; accelerate the salary reform roadmap and move towards paying salaries based on job positions linked to performance evaluations. It also requested additional funding from the central budget for localities that have not yet balanced their budgets, enabling them to address the issue of redundant officials, civil servants, and employees after the reorganization of administrative units. Furthermore, it called for the implementation of solutions to overcome difficulties and obstacles, improve the effectiveness of loans for job creation through the Social Policy Bank and other preferential credit sources; and allocate resources to invest in building a national online job exchange platform.

The government is urgently reviewing and resolving all outstanding complex complaints and denunciations, especially those complicated by changes in land law. The project "Building a National Database on Asset and Income Control" should be completed soon. The inspection process should be accelerated, and the implementation of inspection conclusions should continue to be monitored and urged, especially those under the supervision and direction of the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena. In 2026, a set of indicators and guidance documents for evaluating anti-corruption, waste, and negative phenomena prevention and control work in central ministries and agencies should be issued.

In addition, we will continue to strengthen the fight against all types of crimes and violations of laws related to security and order, especially crimes against children and drug-related crimes. We will coordinate effectively in combating transnational crimes, crimes committed by Vietnamese citizens abroad, and crimes committed by foreigners in Vietnam.

The National Assembly requests the Supreme People's Court to continue improving the quality of trials and the resolution of all types of cases and matters; to take more decisive measures to improve the quality of resolving administrative cases, and to reduce the rate of judgments and decisions being overturned or amended due to subjective reasons. Solutions should be implemented to handle the premises and public assets of the People's Courts in accordance with regulations, especially for the premises of the former district-level People's Courts, ensuring timely, economical, and efficient use, and avoiding waste.

The Supreme People's Procuratorate is strengthening inter-agency coordination in monitoring and managing data on temporarily suspended cases to promptly request the resumption or reinstatement of the resolution of temporarily suspended cases in accordance with the law; coordinating the identification of cases that are nearing the expiration of the statute of limitations for criminal prosecution or that meet the conditions for resolution in order to handle them in accordance with the law.
