Paper 30 days, digital 5 days
According to the draft Circular promulgating the Regulations on diplomas and certificates of the national education system (replacing Circular No. 21/2019/TT-BGDDT dated November 29, 2019), the competent authority to issue diplomas and certificates is responsible for issuing them within: 5 working days from the date of the decision to recognize graduation or issue certificates (for digital diplomas and certificates); 30 days from the date of the decision to recognize graduation from high school, vocational secondary school, intermediate school, college, university, master's or doctorate (for paper diplomas).
The draft also states that while waiting for a degree, qualified graduates can be granted a temporary graduation certificate by the educational institution, helping to address urgent needs in study procedures, recruitment or postgraduate admission.
As a third-year student, Trinh Thi Nhung - class K72CLC, Literature Pedagogy (Hanoi National University of Education), said that the above proposal is a practical change, demonstrating the spirit of strong administrative reform and the companionship of the Ministry of Education and Training with learners. "Issuing a paper degree within 30 days and a digital degree within 5 days helps us save time, making it more convenient when applying for a job or registering for further study after graduation," Nhung shared.
Through practical experience, the female student of Literature Pedagogy said that waiting for a long time to receive a degree causes many inconveniences. Many students have to apply for a temporary certificate in order to apply for a job or study abroad, while some agencies, businesses or international schools only accept the official diploma. If the time is shortened, students will be more proactive in their career plans and at the same time feel respected for their learning efforts.
Sharing the same view, Tran Minh Thu - a third-year student majoring in Commercial Marketing (University of Commerce), assessed that issuing digital diplomas within 5 days is a big step forward in modernizing diploma management, especially in the context of society strongly shifting to a digital environment.
According to Minh Thu, digital certificates help learners and employers easily look up and verify information, minimizing the situation of fake degrees. Students can use the degree identification code when submitting applications online, helping the recruitment process to be quick and transparent. “From the learner’s perspective, I think this is a positive change, towards a better experience for learners and society,” Minh Thu said.

Promote administrative reform throughout the industry
From a management perspective, Mr. Le Hong Ngoc - Principal of Hanoi Vocational Technical College, commented that the proposal to shorten the time limit for granting degrees by the Ministry of Education and Training is a necessary step, demonstrating a strong spirit of administrative reform and in line with the digital transformation process in education. According to him, many training institutions have completed the graduation review process, management and storage of records on the electronic system, so granting degrees in a shorter time is completely feasible.
“If this regulation is issued, students will receive their diplomas sooner, making it easier for them to apply for jobs, study abroad, or take civil service exams. For schools, the shortened deadline will force the review, confirmation, and printing processes to be carried out scientifically, accurately, and transparently, avoiding delays or technical errors,” said Mr. Ngoc.
In addition, according to the Principal of Hanoi Vocational Technical College, promoting the issuance of digital degrees within 5 days also helps reduce administrative work, increase transparency and convenient search capabilities for students, employers as well as management agencies. If implemented synchronously, this will be a significant improvement, not only helping learners to be better served, but also contributing to the formation of a modern, effective and responsible educational environment.
According to Mr. Le Tuan Tu - National Assembly delegate of the 14th term, Principal of Le Thanh Tong High School (Khanh Hoa), the draft Circular demonstrates the spirit of administrative reform, cutting down on documents, paperwork, time and costs for people, aiming to handle procedures through the Online Public Service Portal. Shortening the time to issue paper diplomas from 75 days to 30 days, issuing digital diplomas in just 5 days is the right step, in line with the trend of reform and digital transformation in the education sector.
In reality, many students after graduating from high school need a diploma urgently to complete their university application, study abroad or apply for short-term jobs. Shortening the time to issue a diploma helps students be more proactive, reduces anxiety, and at the same time enhances the prestige and professionalism of the educational management agency.
“From practical experience at the school, we have found that when the process is standardized and information technology is applied synchronously, granting degrees in a short time is completely feasible. The important thing is to ensure accuracy, transparency and close supervision at each stage,” Mr. Tu emphasized.
The Ministry of Education and Training said that the proposal to shorten the time limit for granting diplomas is included in the draft Circular promulgating the Regulations on diplomas and certificates of the national education system. The draft consists of 24 articles (10 articles less than the current regulations), built in a concise direction, clearly defining people, tasks, and responsibilities, ensuring consistency, feasibility, and suitability to practical requirements, especially in the context of strong digital transformation.
One of the highlights of the draft is the institutionalization of the digital transformation policy, creating a legal corridor for the implementation of digital diplomas and certificates nationwide, simultaneously with the issuance of paper diplomas and certificates. The simultaneous application of these two forms helps modernize the management process, save time and costs, ensure publicity and transparency, and at the same time meet the digitalization requirements under the direction of the Party and the Government.
The draft Circular also aims to synchronize with legal regulations when three draft laws (Law on Education, Law on Higher Education, Law on Vocational Education) are amended and supplemented in the coming time.
Specifically, it is expected to replace the issuance of junior high school graduation certificates with confirmation of completion of junior high school program; supplement vocational high school diplomas; supplement the form of digital diplomas and certificates; and at the same time expand the scope and subjects of regulation for diplomas and certificates of vocational education.
