However, the rapid development of technology places higher demands on this work, not only to ensure accuracy, security, and fraud prevention, but also to provide maximum convenience for learners, training institutions, and educational management levels.
Recently, the Ministry of Education and Training announced a draft Circular promulgating the Regulations on diplomas and certificates of the national education system. A notable point is that all articles in the draft have been amended and supplemented to promote the application of technology and digital transformation in the management of diplomas and certificates.
For the first time, the concept of "digital diplomas and certificates" has been introduced and regulations have been established to implement them simultaneously with the issuance of paper diplomas and certificates. This is a significant new development, institutionalizing the requirement for comprehensive digital transformation in education and training, as emphasized in Resolution No. 71-NQ/TW.
The time it takes for students to receive their paper diplomas is 30 days – a reduction of at least 50% compared to current regulations. For digital diplomas and certificates, the issuance time is only 5 working days from the date of the graduation recognition decision or certificate issuance. This timeframe is considered necessary and appropriate to ensure the verification and cross-checking of data in the diploma and certificate database.
Currently, many personal documents such as driver's licenses, vehicle registrations, health insurance cards, and social insurance cards have been integrated into the VNeID identity verification application, making it more convenient for people as they no longer need to carry paper copies. Many industries and sectors are also accelerating the application of technology, gradually replacing traditional administrative processes.
In this context, the implementation of digital diplomas and certificates is an urgent requirement, contributing to the modernization of education management, saving resources, and meeting the requirements of transparency and aligning with the national digital transformation roadmap.
The urgency is clearly demonstrated in the Government's Action Program to implement Resolution No. 71-NQ/TW, which assigns the Ministry of Education and Training to take the lead in completing the construction of a digital student record and digital diploma database for learners nationwide using individual identification codes by 2025.
In fact, the Ministry of Education and Training has proactively implemented many preparatory steps for this task. At the fourth meeting of the Government Steering Committee on the development of science, technology, innovation, digital transformation and Project 06 (September 24, 2025), Minister of Education and Training Nguyen Kim Son stated that more than 10 million data records on digital high school graduation certificates and digital school transcripts from primary school to high school have been compiled.
After ensuring information security, digital diplomas and transcripts will be shared and synchronized with the national population database. More than 10 million learners can view information about their high school diplomas and transcripts on VNeID. This is not only a technological advancement but also a shift in management thinking, moving towards a unified, transparent education data system that serves learners more effectively.
However, it is also important to recognize that a prerequisite for implementation is the development of a feasible, sufficiently rigorous digitization process with a clear legal basis, and absolutely no loopholes that could allow for the legitimization of fake diplomas and certificates – an element considered the biggest challenge in the entire transformation process.
Once this is ensured, the digitization of diplomas and certificates will become a crucial turning point, contributing to bringing Vietnamese education closer to a transparent, efficient, and humane digital ecosystem.
