Promoting the responsibility of legal professionals in the drafting of the documents for the 14th Party Congress.

On October 29th, in Hanoi , the Vietnam Lawyers Association held a conference to gather opinions from lawyers, officials, and members on the draft documents to be submitted to the 14th National Congress of the Communist Party of Vietnam.

The conference was chaired by comrades: Nguyen Thai Hoc, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations; Nguyen Khanh Ngoc, Secretary of the Party Committee and President of the Vietnam Lawyers Association; and Dao Ngoc Chuyen, Vice President of the Vietnam Bar Association .

Also attending the Conference were Comrade Tran Quoc Toan, Standing Member of the Editorial Team for the Documents of the 14th Party Congress; representatives from the Central Propaganda Department and the Central Committee for Mass Mobilization; members of the Standing Committee and Executive Committee of the Central Party Committee of the Vietnam Lawyers Association; and Secretaries, Deputy Secretaries, and Party Committee members of the Party Branches of the Vietnam Bar Association.

In his opening remarks, Comrade Dao Ngoc Chuyen, Vice President of the Vietnam Bar Association, affirmed that the 14th National Congress of the Party is a momentous political event for the entire Party, the entire people, and the entire army, with special significance in the process of national development.

The draft documents submitted to the Congress are the culmination of the Party's wisdom, courage, and strategic vision, reflecting the Vietnamese nation's aspiration for "peace, independence, democracy, prosperity, civilization, and happiness."

The conference was organized to promote democracy, intellect, and responsibility among legal professionals and lawyers in perfecting the Party's major guidelines.

For Vietnamese legal professionals and lawyers, soliciting opinions on draft documents to be submitted to the 14th National Congress of the Communist Party of Vietnam is not only a political responsibility but also an opportunity for everyone to demonstrate their intellect, courage, and practical experience in the legal field, contributing valuable opinions on building a socialist rule of law state, judicial reform, perfecting the legal system, and strengthening socialist legality.

At the conference, discussions focused on and contributed insightful, objective, scientific, and practically grounded opinions on the following topics: the draft Political Report of the 13th Central Committee of the Party at the 14th National Congress of the Party; the draft Action Program of the Central Committee of the Party to implement the Resolution of the 14th National Congress of the Party; the draft Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; and the draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter.

Mr. Le Phuc Hy, a party member of the Community Legal Aid and Legal Counseling Center for Minors Party Branch (Vietnam Lawyers Association Party Committee), believes that the Political Report has provided a comprehensive assessment and highlighted the outstanding points during the Congress term.

Despite remaining shortcomings, our country has achieved very important and comprehensive results, with many bright spots. In particular, at the end of the 13th National Congress term, the Party and State made many important strategic decisions that led to great success.

Mr. Hy pointed out that in the key tasks and breakthrough tasks, focusing on priority implementation throughout the term, we see a lack of the issue of "Strengthening and promoting the power of national unity in protecting, building, and developing the country."

The Action Program for implementing the Resolution of the 14th National Congress for the period 2026–2031 does not include this content in the section on key tasks. Mr. Hy argued that without national unity, there cannot be political and social stability, and this greatly affects many aspects of life.

With the motto "fighting early and from afar" on the ideological front, he suggested that the Central Committee and the Document Drafting Subcommittee consider including the issue of "Strengthening and promoting the power of national unity in protecting, building, and developing the country" as a central task in the Political Report as well as in the Action Program for the new term to be presented at the upcoming 14th National Congress.

Professor, Dr. Phan Trung Ly, former Chairman of the National Assembly's Law Committee, stated that the 14th National Congress of the Party is a special event with decisive significance for the future development of the country.

Among the task groups and solutions mentioned in the draft, he was most interested in the group of tasks and solutions for improving institutions and the group of tasks and solutions for perfecting the socialist rule of law in Vietnam.

According to Professor and Doctor Phan Trung Ly, regarding the tasks and solutions for perfecting the institutional framework, it is necessary to identify bottlenecks in legislative thinking; innovate legislative thinking, development and constructive thinking; rule of law thinking and power control; and integration and digital transformation thinking.

Innovating thinking and improving the law-making process are among the pillars of building a rule-of-law state in Vietnam.

With a spirit of responsibility, democracy, science, and constructiveness, the Conference to provide feedback on the draft documents to be submitted to the 14th National Congress of the Party is expected to achieve many practical results, thereby promoting the role and responsibility of legal professionals in the process of drafting the Congress documents, and at the same time creating high consensus and unity throughout society on the eve of the 14th National Congress of the Party.
