New regulations on public agricultural extension units at provincial and commune levels

(Baohatinh.vn) - The Minister of Agriculture and Environment has just issued Circular No. 60/2025/TT-BNNMT guiding the functions, tasks, powers and organizational structure of public service units performing agricultural extension work at the provincial and commune levels.

According to the circular, agricultural extension is the activity of transferring technical advances, information, disseminating knowledge and vocational training to farmers in the fields of agriculture , forestry, fishery and salt industry to improve capacity and efficiency of agricultural production and business, environmental protection and new rural construction.

Public service units performing agricultural extension work at the provincial and communal levels include: Provincial Agricultural Extension Centers; public service units under the People's Committees of communes, wards, and special zones assigned to perform agricultural extension tasks.

Provincial Agricultural Extension Center

The Provincial Agricultural Extension Center is a public service unit serving state management under the Department of Agriculture and Environment, with the function of organizing and implementing agricultural extension activities at the provincial level and guiding, coordinating, urging, inspecting, and supporting communes to carry out agricultural extension work according to the provisions of law.

The Provincial Agricultural Extension Center has legal status, its own seal, and is allowed to open an account according to regulations; the operating expenses of the Provincial Agricultural Extension Center are implemented according to the provisions of law.

The Provincial Agricultural Extension Center has the following tasks and powers: Proposing the development of legal documents, policy mechanisms, technical and economic norms on agricultural extension; developing programs, projects, plans, and tasks for local agricultural extension and organizing their implementation after approval; guiding, coordinating, urging, and supporting the work of commune agricultural extension, agricultural extension collaborators, and community agricultural extension.

Develop programs, documents and organize training, coaching, fostering, information and propaganda, forums, seminars, conferences, workshops, competitions, fairs, exhibitions, tours and study tours to improve the capacity of commune-level agricultural extension staff, agricultural extension collaborators, community agricultural extension workers, farmers and producers.

Build demonstration models applying technical and technological advances in agricultural production suitable to each locality and the development orientation of the industry; transfer technical and technological advances from models and typical production examples to a large scale; guide and support the construction and development of standard raw material areas.

Organize the implementation and provision of public career products and services using the state budget for agricultural extension in accordance with the law. Provide consultancy, services, international cooperation, and public-private partnership in agricultural extension activities in accordance with the law. Coordinate the implementation of management, inspection, interim and final reviews, and evaluation of the effectiveness of agricultural extension activities in the whole province.

Participate in scientific research, technology, innovation and digital transformation, prevention and overcoming consequences of natural disasters and epidemics, and implementing programs and projects on agricultural and rural development and environmental protection in the locality.

Perform other tasks as prescribed by law and assigned by the Director of the Department of Agriculture and Environment.

The organizational structure of the provincial agricultural extension center includes specialized and professional departments and equivalent specialized technical organizations serving agricultural extension work.

Based on work requirements, the Department of Agriculture and Environment is responsible for submitting to the Provincial People's Committee to prescribe the functions, tasks, powers and organizational structure of the Agricultural Extension Center in accordance with the provisions of law, in accordance with the specific conditions of each locality.

Public service units carry out agricultural extension work at the commune level

According to the circular, public service units performing agricultural extension work at the commune level have the function of providing basic and essential public services under the People's Committees of communes, wards and special zones, and are assigned to perform agricultural extension tasks at the commune level for communes, wards and special zones with agricultural production.

Commune-level agricultural extension has the following tasks and powers: Develop programs, plans, and tasks to support farmers in developing agricultural production, building new rural areas, developing communities, rural tourism, and OCOP products to improve and enhance the material and spiritual life of the people, and protect the local environment to submit to the Commune People's Committee for approval and organize implementation according to regulations.

Orientation of community agricultural extension activities, agricultural extension collaborators, enterprise agricultural extension and agricultural extension activities of organizations and individuals in the commune.

Organize and manage the activities of agricultural extension collaborators and community agricultural extension teams to support local people in developing agricultural production, protecting the environment, building new rural areas and serving local political tasks.

Information and propaganda on the Party's guidelines, policies and the State's laws, scientific and technological advances, market needs, models and advanced examples in agricultural production.

Organize training, coaching, vocational training for farmers; promote the formation of groups of start-up farmers, professional farmers, and innovation in agricultural production and business; replicate and spread models of good farmers, good economic farmers, and farmers teaching farmers.

Building demonstration models, transferring technology and providing consulting and services on production, preservation, processing, market promotion, product consumption, and forming concentrated production material areas that meet standards.

Monitor the development of natural disasters and epidemics on crops and livestock, participate in tasks of preventing, combating and overcoming consequences of natural disasters and epidemics, and protecting the local environment.

Perform other tasks as prescribed by law and assigned by the People's Committee at the commune level.

Based on the production scale, specific conditions of each locality and the staffing quota assigned by the provincial-level local government, the People's Council at the commune level decides the number of commune-level agricultural extension officers appropriate to the task requirements.
