Provincial Agricultural Extension Center
The Provincial Agricultural Extension Center is a public service unit serving state management under the Department of Agriculture and Environment, with the function of organizing and implementing agricultural extension activities at the provincial level and guiding, coordinating, urging, inspecting, and supporting communes to carry out agricultural extension work according to the provisions of law.
The Provincial Agricultural Extension Center has legal status, its own seal, and is allowed to open an account according to regulations; the operating expenses of the Provincial Agricultural Extension Center are implemented according to the provisions of law.
The Provincial Agricultural Extension Center has the following tasks and powers: Proposing the development of legal documents, policy mechanisms, technical and economic norms on agricultural extension; developing programs, projects, plans, and tasks for local agricultural extension and organizing their implementation after approval; guiding, coordinating, urging, and supporting the work of commune agricultural extension, agricultural extension collaborators, and community agricultural extension.

Organize the implementation and provision of public career products and services using the state budget for agricultural extension in accordance with the law. Provide consultancy, services, international cooperation, and public-private partnership in agricultural extension activities in accordance with the law. Coordinate the implementation of management, inspection, interim and final reviews, and evaluation of the effectiveness of agricultural extension activities in the whole province.
Participate in scientific research, technology, innovation and digital transformation, prevention and overcoming consequences of natural disasters and epidemics, and implementing programs and projects on agricultural and rural development and environmental protection in the locality.
Perform other tasks as prescribed by law and assigned by the Director of the Department of Agriculture and Environment.
The organizational structure of the provincial agricultural extension center includes specialized and professional departments and equivalent specialized technical organizations serving agricultural extension work.
Based on work requirements, the Department of Agriculture and Environment is responsible for submitting to the Provincial People's Committee to prescribe the functions, tasks, powers and organizational structure of the Agricultural Extension Center in accordance with the provisions of law, in accordance with the specific conditions of each locality.
Public service units carry out agricultural extension work at the commune level
According to the circular, public service units performing agricultural extension work at the commune level have the function of providing basic and essential public services under the People's Committees of communes, wards and special zones, and are assigned to perform agricultural extension tasks at the commune level for communes, wards and special zones with agricultural production.

Organize training, coaching, vocational training for farmers; promote the formation of groups of start-up farmers, professional farmers, and innovation in agricultural production and business; replicate and spread models of good farmers, good economic farmers, and farmers teaching farmers.
Building demonstration models, transferring technology and providing consulting and services on production, preservation, processing, market promotion, product consumption, and forming concentrated production material areas that meet standards.
