Regulations on public agricultural extension service units at the provincial and commune levels.

The Ministry of Agriculture and Environment has just issued Circular No. 60/2025/TT-BNNMT guiding the functions, tasks, powers, and organizational structure of public non-business units implementing agricultural extension work at the provincial and commune levels.

Provincial-level agricultural extension centers are responsible for proposing the development of legal documents, policy mechanisms, and economic and technical standards related to agricultural extension.

The Provincial Agricultural Extension Center is a public service unit serving state management under the Department of Agriculture and Environment. Its function is to organize and implement agricultural extension activities at the provincial level and to guide, coordinate, supervise, inspect, and support communes in carrying out agricultural extension work in accordance with the law.

The center has legal personality, its own seal, and is authorized to open bank accounts in accordance with regulations. Its operating budget is governed by law.

The center is responsible for proposing the development of legal documents, policy mechanisms, and economic and technical standards for agricultural extension; developing programs, projects, plans, and tasks for local agricultural extension and organizing their implementation after approval; guiding, coordinating, supervising, and supporting agricultural extension work at the commune level, agricultural extension collaborators, and community agricultural extension.

Develop programs, materials, and organize training, workshops, information dissemination, forums, seminars, conferences, competitions, fairs, exhibitions, visits, and capacity-building learning for commune-level agricultural extension workers, agricultural extension collaborators, community agricultural extension workers, farmers, and producers.

Develop demonstration models applying technical and technological advancements in agricultural production, tailored to each locality and the industry's development orientation; transfer technical and technological advancements from model production examples to the wider; guide and support the construction and development of standardized raw material areas.

Organize and provide public services and products using state budget funds for agricultural extension in accordance with the law. Provide consulting, services, international cooperation, and public-private partnerships in agricultural extension activities in accordance with the law. Coordinate the management, inspection, preliminary and final reviews, and evaluation of the effectiveness of agricultural extension activities throughout the province.

Participating in scientific and technological research, innovation and digital transformation, disaster and epidemic prevention and mitigation, and implementing programs and projects for agricultural and rural development and environmental protection in the locality.

Perform other duties as prescribed by law and assigned by the Director of the Department of Agriculture and Environment.

Provincial-level agricultural extension centers comprise specialized departments, professional units, and equivalent specialized technical organizations that support agricultural extension work.

Commune-level agricultural extension is a public service unit that carries out agricultural extension work at the commune level, providing basic and essential public services under the People's Committee of communes, wards, and special zones, performing agricultural extension tasks at the commune level for communes, wards, and special zones with agricultural production.

The commune-level agricultural extension service is responsible for developing programs, plans, and tasks to support farmers in developing agricultural production, building new rural areas, developing communities, rural tourism, and OCOP products, aiming to improve and enhance the material and spiritual lives of the people, and protect the local environment. These programs are then submitted to the commune-level People's Committee for approval and implementation according to regulations.

Orienting community-based agricultural extension activities, agricultural extension collaborators, enterprise-based agricultural extension, and agricultural extension activities of organizations and individuals in the commune.

Organize and manage the activities of agricultural extension collaborators and community agricultural extension teams to support people in the commune in developing agricultural production, protecting the environment, building new rural areas, and serving the local political tasks.

Information and propaganda on the Party's guidelines, policies, and the State's laws, scientific and technological advancements, market demands, and advanced models and best practices in agricultural production.

Organize training, workshops, and vocational education for farmers; promote the formation of farmer groups for entrepreneurship, professional farming, and innovation in agricultural production and business; replicate and disseminate successful models of skilled farmers, successful farmers in business, and farmers teaching other farmers.

Develop demonstration models, transfer technology, and provide consulting and services on production, preservation, processing, market promotion, and product consumption, forming concentrated, standardized raw material production areas.

Monitor the developments of natural disasters and diseases affecting crops and livestock, participate in tasks related to preventing, controlling, and mitigating the consequences of natural disasters and diseases, and protecting the environment in the locality.

Perform other duties as prescribed by law and assigned by the People's Committee of the commune.

Based on the scale of production, the specific conditions of each locality, and the staffing quotas assigned by the provincial-level local government, the People's Council at the commune level decides on the number of agricultural extension officers at the commune level to suit the requirements of the task.

The recruitment, employment, and management of commune-level agricultural extension officers are based on job positions and legal regulations.
