National Assembly delegates hope to reduce pressure from public 10th grade entrance exams

Need for change in thinking and action

Continuing the program of the 10th Session of the 15th National Assembly at the hall on the morning of December 4, under the direction of National Assembly Chairman Tran Thanh Man , delegates discussed the Report on the 2021-2026 term of the President and the Government; the draft Report on the 15th term of the National Assembly.

The 2021-2025 term marks important steps forward in Education. There are many important decisions such as Resolution 71-NQ/TW of the Politburo ; the policy of legalizing universal preschool education for children aged 3-5; exempting tuition fees for preschool and primary school students; submitting to the National Assembly the National Target Program for Education; and drafting the Law on Teachers for the National Assembly to approve.

Basically agreeing with the summary contents in the Government's report in the last term, delegate Nguyen Thi Tuyet Nga (Quang Tri delegation) highly appreciated many important results mentioned in the report. That demonstrated the serious efforts, innovation spirit and responsibility of the Government, especially the dedication of the Minister of Education and Training .

Besides, the delegate also raised the concerns and wishes of the majority of voters about the burden of exams due to the issue of post-secondary education streaming that is still inadequate in perception, viewpoints and implementation.

The Government's project "Career education and student orientation in general education for the period 2018-2025" sets a target that by 2025, at least 40% of junior high school graduates will continue to study at vocational training institutions at elementary and intermediate levels.

According to National Assembly member Nguyen Thi Tuyet Nga, the streaming method is misunderstood, implemented incorrectly and is widespread in practice in the direction that those who fail the high school entrance exam will go to vocational school. That is, streaming is associated with failure, not choice. This is a forced streaming method instead of those who have strengths and a clear career orientation will choose the appropriate path.

"The 10th grade entrance exam is becoming a national exam with heavy pressure. Meanwhile, high school is a general education level, meaning that all students have the right to study. The low rate of students entering high school in some localities shows that in the past, the right to access 12 years of general education has not been properly guaranteed, and equity in education has not been guaranteed," said delegate Tuyet Nga.

Based on that reality, delegate Nguyen Thi Tuyet Nga proposed that in the 2026-2027 school year, the education sector should open the door to high schools, invest systematically in vocational secondary schools and respect the right of students to choose. At the same time, improve exams and adjust the 10th grade admission method to reduce pressure and increase opportunities for students.

According to delegate Tuyet Nga, streaming must be based on voluntariness and capacity, not turning streaming into a “barrier” from grade 9. Streaming must be built based on the right to study, ensuring enough places in public high schools so that students are not forced to stream. The thinking has changed, the policy has been issued, but the enforcement power must be enough to create clear changes.

Commenting on the 2021-2026 term work report of the President, Government, and National Assembly, delegate Nguyen Anh Tri (Hanoi Delegation) said that in the 2021-2025 term, the State has done many great things to develop the country. In particular, the delegate emphasized that in this term, our Party and State have done a lot of work on social security for the people, for humanity.

According to delegate Nguyen Anh Tri, social security is increasingly guaranteed and social welfare is increasingly improved. Policies and solutions for sustainable poverty reduction are implemented synchronously and effectively in the spirit of leaving no one behind. People are given timely and worthy assistance during epidemics and natural disasters.

The multidimensional poverty rate will decrease from 4.4% in 2021 to 1.3% in 2025. The project to build at least 1 million social housing apartments will be accelerated, and temporary and dilapidated houses will be eliminated nationwide. The number of people receiving regular social assistance will be expanded and reach over 3.5 million people in 2025 alone.

"In particular, students are exempted from tuition fees and patients will soon be exempted from medical examination and treatment fees. Major national target programs for the fields of Education, Training and Health are about to be approved by the National Assembly. These achievements are very noble and have humanistic meaning for the lives of the people," said delegate Nguyen Anh Tri.
