On the Lao side, Deputy Prime Minister Kikeo Khaykhamphithoune; Governor of Houaphanh province Khampheng Saysompheng and representatives of several ministries and branches attended the ceremony.
Also attending the event were Chairman of Thanh Hoa Provincial People's Committee Nguyen Hoai Anh, Deputy Minister of Finance Tran Quoc Phuong, representatives of the Ministry of Public Security , Ministry of Foreign Affairs and departments and branches of Vietnam.

The Chairman of Thanh Hoa Provincial People's Committee said that in the 2021-2025 period, Thanh Hoa province has committed and provided aid to Houaphanh province of VND 367 billion. Of which, VND 257 billion will be used to invest in building essential technical infrastructure; VND 21 billion will support medical work and nearly VND 90 billion will support training of international students. Particularly in the medical field, the two localities have organized many professional exchange activities, supported equipment, trained human resources and implemented annual medical examination and treatment.

After a period of concentrated construction, the Laos-Vietnam Friendship Hospital Construction Investment Project has been completed, ensuring quality and technique; qualified for handover and put into use; becoming one of the largest and most modern medical projects in Houaphanh province and neighboring localities in the region.

In the coming time, Thanh Hoa province will continue to coordinate and support Houaphanh province to implement a number of activities and projects under the Cooperation Program between the two provinces for the period 2026-2030 that has just been signed.

Speaking at the ceremony, the Deputy Prime Minister expressed his joy and emotion to return to the heroic land of Houaphanh, an important base area, one of the cradles of the Lao revolution; a land of studiousness, hospitality and rich potential; the birthplace of many generations of outstanding leaders of Laos.
Laos-Vietnam Friendship Hospital is a project where the Deputy Prime Minister in his capacity as Deputy Minister of Planning and Investment, Vice Chairman of the Vietnam-Laos Cooperation Committee attended the Project Groundbreaking Ceremony (January 2016).

The Deputy Prime Minister affirmed that Vietnam and Laos have shared the good times and the bad, building an exemplary, extremely pure and loyal relationship between the two Parties, two States and peoples. That relationship is a priceless common asset and an extremely important factor ensuring the success of each country's revolution.
Along with the important and comprehensive achievements that the two Parties and two countries have attained, the special solidarity relationship between Vietnam and Laos has increasingly developed deeply and extensively in all fields, making an important contribution to maintaining political stability and socio-economic development in each country, in the region and in the world.
"Vietnam is deeply aware that constantly strengthening and developing the Vietnam-Laos relationship is one of the strategic tasks of vital significance to the security and development of each country," Deputy Prime Minister Nguyen Chi Dung shared.
The project to build the Laos-Vietnam Friendship Hospital in Hua Phan province, with a scale of 200 beds and modern equipment, with a total investment of over 500 billion VND, was implemented from non-refundable aid from the Vietnamese Government to the Lao Government, with the goal of building a provincial-level general hospital, fully meeting the health care needs of local people.

This is one of the key cooperation projects, which has received special attention and close direction from senior leaders of the two Parties and States to complete and put into operation in compliance with the regulations of the health sectors of the two countries, contributing to improving the quality of medical examination and treatment for the people of Houaphanh province and the northern provinces of Laos.
The project has faced many challenges since its inception, affected by the actual conditions of the two countries and the severe impact of the COVID-19 pandemic.
To implement the Project, the leaders of the two Parties and the two States have given strong direction, the coordination of ministries, branches, the Cooperation Committee of the two countries, the Vietnamese Embassy in Laos has strongly participated; the leaders of the People's Committee of Thanh Hoa province and the government of Houaphanh province have been determined, active and coordinated; the Project Management Board, the construction contractor, the supervisory unit, and the medical equipment suppliers have made efforts. Thanks to that, the Project has overcome difficulties, determined to complete, and ensured quality.

On behalf of the Government and Prime Minister of Vietnam, Deputy Prime Minister Nguyen Chi Dung highly appreciated and congratulated the Lao Government, Houaphanh provincial authorities and Lao people for completing and putting into operation a key project in the field of social security in accordance with the direction of the senior leaders and the expectations of the people of the two countries.
In the coming time, to put the Hospital into effective operation, the Deputy Prime Minister requested Thanh Hoa province to continue to closely coordinate with Lao agencies and Houaphanh province to effectively carry out the handover, operation, maintenance, warranty, training and human resource development within the framework of the project committed to Houaphanh province.
In particular, Thanh Hoa province needs to discuss with Houaphanh province about the socio-economic development cooperation program, especially in the agricultural sector in a sustainable and high-quality direction.

Along with that, the Lao Government and Houaphanh Provincial Government continue to direct ministries, branches and functional agencies to complete procedures for receiving and effectively operating the project, promptly report and propose to the Cooperation Committee of the two sides any difficulties and problems.
At the same time, the Cooperation Committee of the two sides will soon study and replicate this model to other localities of Laos to further promote social security cooperation between the two countries.

"Make the Laos-Vietnam Friendship Hospital a model for cooperation between the two countries in the new context, making a worthy contribution to the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples," the Deputy Prime Minister emphasized.
The Deputy Prime Minister wished Houaphanh province to develop more and more prosperously and its people to be more and more prosperous and happy; and wished that the great friendship, special solidarity, comprehensive cooperation and strategic partnership between Vietnam and Laos would remain forever green and sustainable.
On this occasion, Deputy Prime Minister Nguyen Chi Dung also presented gifts to Thanh Hoa province, Hua Phan province and Laos-Vietnam Friendship Hospital./.
