The National Assembly calls for accelerating the salary reform roadmap.

(Dan Tri Newspaper) - According to the National Assembly, one of the key tasks of the internal affairs sector is to accelerate the salary reform roadmap, moving towards paying salaries based on job positions linked to performance evaluations based on output.

On the morning of December 11th, the National Assembly passed a Resolution on continuing to implement the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning.

The National Assembly acknowledges and highly appreciates the efforts of the Government , the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office, which, in the context of consolidating the organizational structure and rearranging administrative units, have proactively and actively implemented the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning, achieving many positive results.

Recognizing that some tasks remain unfinished, delayed, or ineffectively implemented, the National Assembly requests that agencies focus on effectively carrying out many other tasks.

Finalize job positions to align with the organizational structure after restructuring.

Regarding the internal affairs sector, the National Assembly urgently requested a review and improvement of job positions to align with the restructured organizational apparatus; and an acceleration of the salary reform roadmap, moving towards job-based salaries linked to performance evaluations based on output.

The National Assembly also addressed the task of supplementing funding from the central budget to localities that have not yet balanced their budgets, in order to address the issue of severance pay for the surplus of officials, civil servants, and employees after the reorganization of administrative units.

Another task, according to the National Assembly, in 2026 is to review and assess the implementation of the Labor Relations Development Plan for the period 2021-2025, and to develop and implement a Labor Relations Development Plan that is consistent with the requirements of the new situation.

In the fields of agriculture and environment, the National Assembly requested the allocation of sufficient resources and the acceleration of the relocation and resettlement of people in areas at high risk of natural disasters, especially areas prone to flash floods and landslides, to ensure their livelihoods.

In the field of education, the National Assembly requested a comprehensive review and evaluation of the organization of examinations during the transitional period between the two general education programs (2006 and 2018), and the orientation of a suitable, unified, and stable examination organization roadmap for the following years.

The National Assembly also noted the need to amend and supplement regulations on job position frameworks, minimum staffing levels, and implementation roadmaps in educational institutions, in accordance with the practical situation and specific characteristics of each region and locality.

Regarding healthcare, the National Assembly urged for a comprehensive revision of the Health Insurance Law to thoroughly address existing difficulties and obstacles.

In addition, the National Assembly believes that it is necessary to develop a system for providing child protection services; to provide timely support and intervention for abused children; and to guide children on protecting themselves in the online environment.

In the financial sector, the National Assembly requested research, amendment, and supplementation of mechanisms, policies, and regulations to meet the requirements of securities market development; diversification of products, and increased supply of goods on the securities market to facilitate and enhance the mobilization of financial resources for the economy.

Another important task set forth by the National Assembly is to conduct a comprehensive assessment of the current state of headquarters and public assets of agencies, organizations, and units after the administrative unit reorganization.

"In 2026, solutions must be found to address and resolve difficulties and obstacles, continue to reorganize and restructure, and improve the operational efficiency of state-owned enterprises, ensuring they are streamlined, efficient, and free from losses and waste of state capital," the National Assembly demanded.

In the banking sector, the National Assembly noted the need to focus on removing difficulties and obstacles, and accelerating the implementation of the credit program for lending to social housing projects, workers' housing projects, and projects for renovating and rebuilding old apartment buildings.

In particular, the National Assembly requested that urgent research be conducted and appropriate solutions be implemented according to a suitable roadmap for the establishment of a gold exchange.

Regarding the industrial and trade sector, according to the National Assembly, it is necessary to accelerate the implementation of key and urgent projects in the electricity and coal industries; inspect, supervise, and regularly monitor the developments in electricity demand and emerging factors, and have timely, appropriate, and effective solutions to ensure sufficient electricity supply for production, business, and people's consumption.

"The goal is to complete the provision of electricity to all households by 2027 and to put into operation a competitive retail electricity market," the National Assembly resolution clearly states.

To ensure effective crime prevention and control, the National Assembly directs attention to investing resources, equipping with facilities, and building a comprehensive infrastructure for the police force in general, especially the specialized forces responsible for crime prevention and control and violations of laws related to security and order at the grassroots level.

Along with fire and explosion prevention, the National Assembly requested the implementation of measures to alleviate traffic congestion; resolute handling of drunk driving violations; and the promotion of information technology application in ensuring traffic order and safety.
