Ho Chi Minh City only allows road digging from 10 PM to 5 AM the following day.

(PLVN) - According to the Ho Chi Minh City Department of Construction, during holidays and Tet (Lunar New Year), construction units are not allowed to carry out excavation or repair work on roads and sidewalks.

The Ho Chi Minh City Department of Construction announced that in 2025, it issued approximately 120 construction permits to various units for the implementation of traffic projects in the city. Of these, 18 permits were for sidewalk renovation and upgrading projects, implemented on 54 roads (concentrated in central areas of the city such as District 1, District 3, District 5, District 6, District 10, District 12, Phu Nhuan District, and the former Binh Thanh District). The majority of projects (including sidewalk renovation, maintenance, and road surface repair) are progressing according to plan.

Regarding sidewalks, after more than 10 years of use, sidewalks on many urban routes in the city, especially in the central area, have been renovated and upgraded by the People's Committees of the former districts since the beginning of 2025. Based on the actual results, the Department of Construction has found that the renovation has been effective and positive in ensuring traffic order and safety for pedestrians, contributing to urban aesthetics, and receiving the support of the people.

Many routes are in the final stages of completion and will be put into use in a timely manner to meet the transportation needs of the people, especially to serve the Lunar New Year 2026. This is especially true for sidewalks in the central areas of the city (formerly District 1 and District 3).

According to the Department of Construction, regarding construction regulations, when granting construction permits, approval is currently only granted for investors to carry out work between 10 PM and 5 AM the following day, within the scope of occupying the road surface; for sidewalks, construction may be permitted 24/7 to expedite progress and minimize disruption to people's lives. Construction is prohibited during holidays and Tet (Lunar New Year) (except for key, urgent projects approved by competent authorities).

Furthermore, due to the current peak period of disbursing public investment funds as directed by the Government, the Prime Minister , and the People's Committee of Ho Chi Minh City, investors are focusing on accelerating construction progress and urban beautification. In particular, in the city center, sidewalk beautification is underway on Le Loi Street (Saigon Ward, Ben Thanh), and the land plot at No. 1 Ly Thai To (simultaneously with sidewalk renovation) in Vuon Lai Ward, funded by various organizations, aiming to improve the urban landscape before the 2026 New Year.

For key projects (An Phu intersection, Ring Road 3, etc.), the Department of Construction has coordinated with relevant units and functional forces to consider specific solutions for each project, item, and area; aiming to minimize the impact on traffic order and safety; while simultaneously meeting the increased traffic demand during the end of the year.
