At the conference, delegates heard a report on local defense and military work in 2025. According to the report, 2025 will be a year in which Ninh Binh will extensively implement resolutions, laws, and directives of the Party, State, and Ministry of National Defense related to defense and military tasks. The dissemination and education of laws on national defense will be intensified, linked to many important political events, and the National Defense and Security Education Councils at all levels will operate effectively. The armed forces of Ninh Binh province will maintain strict combat readiness, closely coordinating with the police to monitor security and order, and promptly handle related situations.
In addition, the armed forces have organized numerous regional defense, civil defense, and tactical exercises. Training has been conducted synchronously, with high quality recognized throughout the Military Region. The militia and reserve forces have ensured sufficient quantity and quality as required. Notably, Ninh Binh province has achieved 100% of its 2025 military recruitment target, with 6,061 young men enlisting for military service on schedule, openly, democratically, and in accordance with the law.
The Ninh Binh Provincial People's Committee also highly appreciated the role of integrating national defense with socio-economic development. Accordingly, 156 defense-related projects were appraised; the management of national defense land was strictly implemented; and many emulation movements such as "Determined to Win" were launched widely. The armed forces also actively participated in social welfare activities such as building "Comrade Houses," "Great Unity Houses," and supporting other military rear-area programs.
In the coming period, Ninh Binh province aims to continue seriously implementing the directives and resolutions of the Central Government, Military Region 3, and the Provincial Party Committee on military and national defense. This includes improving the quality of military recruitment, providing national defense and security training for all personnel, consolidating the defense zone, maintaining combat readiness, and ensuring political security and social order. Logistics, technical support, and policies for the military's rear support will also be implemented more rigorously.
Speaking at the conference, Major General Luong Van Kiem, Deputy Secretary of the Party Committee and Commander of Military Region 3, acknowledged and commended the achievements of the Ninh Binh provincial armed forces over the past year. He also requested that in 2026, the Ninh Binh provincial armed forces continue to concretize resolutions, directives, and plans on national defense and military tasks, ensuring comprehensive, high-quality, and lawful implementation. He emphasized the need for more effective coordination among all levels and sectors in implementing national defense tasks, ensuring no tasks are overlooked or delayed.
The Commander of Military Region 3 emphasized that Ninh Binh is a strategic area, therefore the tasks for 2026 are very challenging. The Provincial Party Committee and the Provincial Military Command need to innovate leadership methods, improve the overall quality and combat strength of the armed forces. Accordingly, the Major General proposed focusing on implementing five groups of "five good" tasks, including: Providing good advice to the province on military and national defense matters; effectively implementing resolutions and plans; improving the quality of training, exercises, and combat readiness; and closely monitoring the situation, proactively forecasting, and promptly handling emerging issues.
Coordinate effectively with the police and local authorities in ensuring security and order, preventing and responding to natural disasters, and conducting search and rescue operations. Take good care of the soldiers' well-being; ensure logistical, technical, and policy support for the militia, self-defense forces, and reserve mobilization forces; and build a healthy military cultural environment.
Concluding the conference, Mr. Dang Xuan Phong, Secretary of the Provincial Party Committee and Secretary of the Provincial Military Party Committee of Ninh Binh, commended the Party Committee's leadership and guidance achievements in 2025. At the same time, the Secretary of the Ninh Binh Provincial Party Committee requested a clear assessment of existing shortcomings and the proposal of corrective measures linked to the goals and tasks of 2026.
Regarding the orientation for 2026, Mr. Dang Xuan Phong suggested that the Ninh Binh Provincial Military Party Committee focus on implementing several key tasks such as: Advising the province on adjusting and supplementing the planning and arrangement of the national defense posture and building the defense zone; completing 100% of the recruitment targets and the key task of supporting vocational training for demobilized soldiers; organizing national defense and security knowledge training according to the assigned levels; reviewing and consolidating the team of military officers at the commune level; selecting officers for specialized training, advanced level training, and political theory training; and coordinating to ensure the provision of headquarters for the commune-level Military Command.
Maintain strict combat readiness and mobilize forces to participate in disaster prevention, search and rescue, and firefighting. Advise on organizing regional defense exercises, provincial-level civil defense exercises, and exercises at all levels according to plan. Manage and firmly protect maritime and border sovereignty; coordinate efforts to combat crime and prevent illegal fishing.
In addition, the Secretary of the Ninh Binh Provincial Party Committee also requested the strengthening of political education and the building of character for officers and soldiers; the implementation of solutions to improve regularity, discipline, and military administrative reform, and the application of digital transformation. Ensuring policies and regulations; strengthening mass mobilization and propaganda work to serve the elections of the National Assembly and People's Councils at all levels.
The conference concluded with the strong determination of the Party Committee and the Military Command of Ninh Binh province to effectively implement military and national defense tasks in 2026. The orientations and solutions outlined serve as an important foundation for the Ninh Binh armed forces to continue to uphold the tradition of unity, proactiveness, and creativity, contributing to maintaining national defense and security and serving the socio-economic development of Ninh Binh province in the new period.
