On the afternoon of December 8, in Tay Ninh province, Prime Minister Pham Minh Chinh worked with Tay Ninh province on the socio -economic development situation, national defense and security in 2025, directions, tasks and solutions for the coming time.

Economic growth in 2025 is estimated at 9.52%

According to reports and opinions at the meeting, regarding the potential and advantages of the province, according to Resolution 202/2025/QH15, the new Tay Ninh was established on the basis of merging Long An province and Tay Ninh province (old). The province has a natural area of ​​8,536 km2; a population of about 3.25 million people; including 96 commune-level administrative units; and a border of about 369 km adjacent to the Kingdom of Cambodia.

Tay Ninh belongs to the Southeast region, a dynamic economic region, the economic locomotive of the whole country; is a border province with an important geopolitical position in terms of national defense, security and foreign affairs of the country, is the "fence" to the Southwest of the Fatherland; plays an important role connecting the Southeast with the Central Highlands, the Mekong Delta and the trans-Asian economic corridor.

Tay Ninh has great potential for developing border gate economy, logistics, expanding industrial development space; plays an important role in protecting water resources, forest ecosystems and biodiversity in Ho Chi Minh City and the Southeast region.

The province currently has 4 international border gates (Xa Mat, Moc Bai, Tan Nam, Binh Hiep) and 1 international port; at the same time, 59 industrial parks with an area of ​​16,800 hectares and 3 border gate economic zones (Long An, Moc Bai, Xa Mat) with a planning area of ​​over 68,500 hectares; especially favorable for the development of industry, logistics, border trade and high value-added service sectors.

Tay Ninh has a temperate climate, is almost free from natural disasters, storms and floods, has abundant fresh water resources; has relatively large land space for industrial and agricultural development and has potential for tourism development; Tay Ninh people have a revolutionary tradition, are industrious, creative, hard-working, simple, loyal, and have a young labor force.

Regarding socio-economic development results, Tay Ninh's growth rate in 2025 is estimated at 9.52%, ranking 2nd in the Southern region (after Ho Chi Minh City ) and 8th in the country.

State budget revenue for 11 months is estimated at over 47.7 trillion VND, equivalent to 128.3% of the central government's estimate; the whole year is estimated at over 49 trillion VND, an increase of 33.7% compared to 2024.

Agricultural output achieved good growth (main crop was rice with an output of 4.13 million tons, equivalent to 109.5% of the plan); industry and construction continued to be bright spots (industrial production index increased by 14.74% over the same period).

Trade and services were vibrant and maintained a good growth rate. (Total retail sales of goods and consumer service revenue is estimated at over 206 trillion VND, up 15.65% over the same period).

Of which, import and export continued to flourish (total turnover reached 25.67 billion USD, up 11.9% over the same period; of which, export was 14.59 billion USD, up nearly 10%, import was 11.08 billion USD, up 14.6%). Tourism activities grew strongly (welcoming 7.1 million visitors, up 14.5%; total revenue reached 4,400 billion VND, up 40.5%).

Disbursement of public investment capital has changed positively, progress of key projects and works is ensured (disbursement has reached 70.9% of the plan, striving to reach 100% of the plan by the end of the year).

Attracting foreign investment has achieved positive results; there are currently over 1,900 FDI projects with a total registered capital of 24.39 billion USD.

The cultural and social fields are focused on. National defense and security are consolidated and enhanced; political security and social order and safety are ensured; border management and protection measures are well implemented. Foreign affairs and international cooperation continue to be promoted; cooperation agreements with three neighboring provinces of Cambodia are effectively implemented.

Regarding the operation of the two-level local government model after 5 months, the provincial level was reorganized to have 15 specialized agencies; there are 96 commune-level administrative units. The province has resolved policies and regimes for 2,545 cases of unemployment according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, with a total cost of 1,853 billion VND.

The commune-level public administrative service centers operate stably, ensuring timely receipt, processing, and return of records; the satisfaction level of people and businesses is high. The province's administrative procedure information system has been connected and interconnected with the National Public Service Portal.

Giving an overview of the new Tay Ninh, the Prime Minister stated that the province has many distinct potentials, outstanding opportunities, competitive advantages, is an important gateway of Vietnam to the Southeast Asia region, connecting the trans-Asian economic corridor, has a strategic position connecting two very important regions: the Mekong Delta and the Southeast, connecting with Ho Chi Minh City.

According to the Prime Minister, this is a position and advantage that few localities have. At the same time, Tay Ninh people have a tradition of revolution and hard work. Thus, the province has enough "heavenly time, favorable location and harmony of people" and still has much room for breakthrough development in the coming time.

In addition to the very basic results, the Prime Minister pointed out that the province still has some shortcomings and limitations such as strategic infrastructure is still inadequate compared to development requirements. Agricultural product consumption is still difficult. Site clearance is still problematic. High-quality human resources are still lacking; vocational training and job creation after training are still inadequate.

The application of science and technology, innovation and digital transformation has not met the requirements, there are no synchronous and breakthrough solutions for science and technology to truly become the driving force for development. Security, order and social safety still have many potential factors causing instability (such as high-tech crimes; online fraud; drug transportation, trading, storage and use...).

Orienting the key tasks in the coming time, Prime Minister Pham Minh Chinh suggested Tay Ninh to maximize the spirit of solidarity, unity, heroic historical tradition, bravery and resilience, self-reliance, effectively exploiting different potentials, outstanding opportunities, competitive advantages, based on the functions, tasks, powers and major guidelines, policies and guidelines of the Party and State to accelerate, break through, break through more strongly, develop the economy rapidly, achieve double-digit growth but must be sustainable, at the same time improve the material and spiritual life of the people, each year higher than the previous year.

The Prime Minister noted that the province should promote the development of social housing, care for the disadvantaged, orphans, families with revolutionary contributions, etc. according to the recent direction of General Secretary To Lam; focus on resolving outstanding and long-standing issues; consolidate and expand cooperative relations with Cambodia, maintain a peaceful, stable, cooperative and developing border, and focus on developing border gate economy.

The Prime Minister requested to focus on implementing the Resolution of the Provincial Party Congress well; at the same time, coordinate with ministries, branches and localities to resolutely, synchronously and effectively implement 10 strategic and pillar resolutions of the Politburo, of which 7 resolutions have been issued and 3 resolutions are about to be issued (on state economy, FDI economy and culture).

At the same time, urgently review, adjust and effectively implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050 after adjustment, to be completed no later than January 2026. Focus on further improving the investment and business environment; encourage public-private cooperation, take public investment as the lead, activate all social resources; promote business cooperation and investment in Cambodia; promote the advantage of being close to Ho Chi Minh City .

Focus on removing difficulties and obstacles to speed up the progress of key energy projects in the province, especially the Long An I and Long An II LNG Thermal Power Plants. Resolutely disburse public investment, speed up the progress of works and projects, especially key national traffic works in the area (Ring Road 3, Ring Road 4 of Ho Chi Minh City , Ho Chi Minh City - Moc Bai Expressway section through Tay Ninh).

Focus on strongly developing science and technology and the innovation ecosystem, digital transformation. Prepare conditions to start construction of at least 1 high-tech park and 1 innovation center in the first quarter of 2026. Focus on investing in education and training, developing high-quality human resources associated with the industries and fields that the province prioritizes for development.

Pay attention to implementing social security policies and policies for meritorious people, especially housing development for disadvantaged groups. Continue to effectively implement the Social Housing Development Project according to the Government's targets in 2026.

Strengthening the capacity to adapt to climate change, manage resources and protect the environment. Allocate sufficient resources to implement irrigation works, anti-erosion embankments, etc., especially promoting the effective function of Dau Tieng Lake, a proud project of Tay Ninh in particular and the whole country in general.

Do a good job of maintaining political security, ensuring social order and safety; resolve complaints from the grassroots, ensure security and order from the grassroots, especially in vulnerable areas. Continue to promote the building and rectification of the Party and the political system to be clean and strong in all aspects; improve the leadership capacity and fighting strength of Party organizations and Party members. Also at the meeting, leaders of ministries and branches responded and Prime Minister Pham Minh Chinh gave his opinions and basically agreed with the proposals and recommendations of Tay Ninh province related to mechanisms and policies for Moc Bai border gate economic zone; deploying landslide response projects; promoting the special national historical relic site of the Southern Central Office Base...

Regarding the province's proposal on 6 transport infrastructure projects in the area, the Prime Minister asked the province to review and make maximum use of mechanisms and policies in resource mobilization and public-private partnership for implementation; balance local resources and propose the Central Government to support resources, decentralize to Tay Ninh province as the investor, and implement projects in order of priority. In particular, priority is given to the route connecting the 2 old provincial capitals (old Long An and old Tay Ninh), the route to the border gates, including the newly opened Tan Nam international border gate.

To resolve the difficulties for the Long An I and Long An II LNG Thermal Power Plant projects, the Prime Minister assigned Deputy Prime Minister Bui Thanh Son to meet with relevant parties to resolve the issues in the spirit of compliance with regulations, harmonious benefits, shared risks, healthy and fair competition, and completion in December 2025.
