Proposing a special mechanism to implement large projects in Hanoi

At the discussion session, some delegates suggested that it is necessary to clearly stipulate the authority to decide and approve investment policies, as well as simplify the process when applying special mechanisms.

Ms. Nguyen Minh Tam - National Assembly Delegate of Quang Tri province commented: "There are provisions that are not clear, for example, on the basis of the consent of the competent authority, which levels are the competent authorities here? Accordingly, I also propose that for investment projects as prescribed in Clause 1 and Clause 2 of this Article, it is also necessary to apply special policy mechanisms different from the provisions of the law, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee, then the provisions are always in this resolution without having to ask for permission."

Some delegates suggested that it is necessary to improve compensation regulations to ensure people's rights when land is recovered.

"I also agree with the proposal in Article 7 that there should be a policy of adequate compensation for people when relocating to implement these projects. However, if we stipulate that compensation is allowed to be twice the prescribed level, this is not really appropriate. Because the prescribed level is determined by the city itself by multiplying the coefficient k by the land price list. And the coefficient k is decided by the city at the location. For any location that wants to be multiplied how many times, we just need to increase the coefficient k. And doing so will not cause comparisons or complaints", said Mr. Hoang Van Cuong - National Assembly Delegate of Hanoi City.

According to Mr. Nguyen Huu Thong - National Assembly Delegate of Lam Dong province: "The principle provision is to have resettlement equal to or better than the old place of residence, not only in terms of area but also in terms of social infrastructure such as schools , health care, transportation, and common living space. This is the decisive factor for the real consensus of the people. Second, it is necessary to add specific support policies for vulnerable groups in the renovation area such as the elderly, poor households, policy households, and people with disabilities to ensure the stability of residence for the subjects after resettlement".

Also this morning, the National Assembly discussed the Draft Resolutions of the National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City and Da Nang City.
