Ha Dong Ward People's Council passed 5 important resolutions

HNP - On the morning of December 8, the People's Council of Ha Dong ward held the fourth session (regular session at the end of 2025) to consider many important contents according to its authority.

At the meeting, the representative of the Ward People's Committee presented a report on the implementation of tasks in 2025 - the first year that Ha Dong Ward implemented the two-level local government model. Accordingly, despite the large workload and many problems lingering from the old wards, with the close leadership of the Party Committee, the efforts of the political system and the consensus of the People, the ward's economy continued to grow steadily.

Total production value increased by 8.51%; budget revenue is estimated at 117.8% of the plan; budget expenditure is ensured in accordance with regulations. Indicators on social security, health, education , national defense and security are implemented effectively. Urban order management, environmental construction order, and site clearance are gradually becoming routine; 16 environmental black spots are handled, and urban order is strengthened.

The Ward People's Council held 4 meetings, carried out 7 supervisions, and handled 37 complaints and recommendations related to the grassroots.

In addition to the achieved results, the report also pointed out the shortcomings that need to be focused on overcoming in the coming year, such as: Land and construction violations still exist; slow site clearance progress; lack of synchronization in urban and traffic infrastructure; some apartment building cases are still stuck; the rate of online procedure implementation is still low.

Delegates vote to pass resolutions

The meeting reviewed the audit reports of the People's Council Committees, the announcement of the Vietnam Fatherland Front Committee of the ward and conducted written questions on groups of contents that voters were interested in, such as: Management and use of surplus houses and land after the arrangement of administrative units; urban management, public order, handling of encroachment on sidewalks and roads; temporary markets and flea markets.

Chairwoman of Ha Dong Ward People's Committee Tran Thi Luong An explained the specific causes, responsibilities and proposed a roadmap and solutions to thoroughly handle the issue in the coming time. Based on discussion and consensus, the meeting voted to pass 5 resolutions with 100% consensus, including: Socio- economic development plan for 2026; allocation of revenue and expenditure estimates for 2026; orientation of public investment plan for the period 2026-2030; Public investment plan for 2026 and Resolution on establishing a delegation to supervise the election of deputies to the 16th National Assembly and People's Councils at all levels for the term 2026-2031.

Party Secretary, Chairman of the People's Council of Ha Dong Ward Nguyen Thanh Xuan delivered a closing speech at the meeting.

2026 is identified as a year of special importance - the first year of implementing the 5-year plan 2026-2030, the year of the 14th Party Congress and the election of National Assembly deputies and People's Council deputies at all levels. Ha Dong Ward aims to maintain stability, setting out 16 main targets, in which the economic growth rate strives to reach 10.44%.

In his closing speech, comrade Nguyen Thanh Xuan, Party Secretary and Chairman of the Ward People's Council, requested the Ward People's Committee to concretize the resolution into appropriate programs, plans and projects; departments, offices and units to strengthen administrative discipline and promote the sense of responsibility of leaders. Ward People's Council delegates continue to closely follow the grassroots, strengthen supervision and grasp voters' opinions; especially the entire political system is determined to successfully organize the election of National Assembly deputies and People's Council deputies at all levels in 2026.
